Summary

Request for Proposals (“RFP”)

County of Orange (“County”) is soliciting proposals from qualified Contractors (“Respondents”), to provide Construction Manager at Risk (“CMAR”) Services for CMAR for MISQ Maintenance Building Renovation Project (“Project”) located at 10401 Warner Ave, Fountain Valley, CA 92708 . The awarded proposal (“Contract”) will provide a negotiated Guaranteed Maximum Price (GMP) for Design Phase Services between the County and the selected Respondent (“CMAR Entity” or “CMARE”). The County may, at its sole discretion, exercise its option to negotiate a GMP for the construction of the Project with the CM and will return to the Board of Supervisors for authorization to execute a construction services contract.

All questions/requests for interpretation are due: Thursday, September 11, 2025 by 2:00 pm Pacific Time. All questions and inquiries related to this RFP must be submitted via the County's eProcurement Portal at: https://procurement.opengov.com/portal/ocgov.

Respondents are not to contact other County personnel with any questions or clarifications concerning this RFP. County Procurement Services will provide all official communication concerning this RFP. Any response relevant to this RFP other than through or approved by County Procurement Services is unauthorized and will be considered invalid.

Background

The County of Orange, OC Public Works (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Construction Manager at Risk (CMAR) for MISQ Maintenance Building Renovation.

Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.

Prospective Respondents are advised to carefully review the attached RFP solicitation package and complete/upload their proposals per Section I "Introduction and Instructions to Respondents" and Section II "Construction Manager at Risk (CMAR) for MISQ Maintenance Building Renovation Scope of Work & Response Requirements" of the RFP package.

Pre-Proposal Meeting (Mandatory):

August 27, 2025, 10:00am

Mandatory Pre-Submittal Meeting and Site Visit will be held on Wednesday, August 27, 2025 at 10:00 am local time and no one will be admitted after 10:10 am. The Meeting will be located at 10401 Warner Ave, Fountain Valley, CA 92708. At this meeting, County staff will discuss the Project, the scope of work and general contract issues. The Pre-Submittal Meeting and Site Visit will be conducted one time only. Attendance and sign-in at the Pre-Submittal Meeting and Site Visit is required. Contractor must stay until the meeting has ended. Failure of any Respondent to attend this Mandatory Pre-Submittal Meeting and Site Visit shall constitute a substantial variation from the requirements of the Contract Documents and the Bid of any Bidder not in attendance will be rejected as non-responsive. The Respondent will have until the deadline noted on the County’s online bidding system to submit questions. All questions must be submitted via the OpenGov website.
