PAVING PROGRAM REPAIR, RESURFACING AND RECONSTRUCTION OF VARIOUS STREETS, CITY OF ANNAPOLIS, MARYLAND
The Central Purchasing Office of the City of Annapolis is accepting sealed Bids for the Paving Program Repair, Resurfacing and Reconstruction of Various Streets, City of Annapolis, Maryland until 2:00 p.m., local time, Friday, May 22, 2026. Proposals shall be delivered or emailed to the Central Purchasing Office, 161 Duke of Gloucester Street, 1 st Floor, Annapolis, Maryland 21401,

Interested parties are invited to attend a virtual pre-Bid meeting on Wednesday, April 15, 2026 at 1:30 p.m., local time, via Google Meet.
The City of Annapolis reserves the right to reject any or all Bids, to waive informalities as deemed appropriate by the City, to award multiple contracts, and to select the Bid deemed to be in the best interest of the City.

Qualifications: Contract(s) may be awarded to the firm that submits a responsive proposal in which the selection evaluation will be determined based on the Special Qualifications on the Special Provisions, Page sp-.2. All interested parties are requested to provide a response containing all required elements herein to the City by the deadline given. The Annapolis Department of Public Works will review and evaluate all bids, with the intention of selecting a contractor who provides a proposal that, in the opinion of the City, provides the best value based on the criteria as denoted below.
In order for the bid to be considered as responsive, proposers shall:
A. The Contractor shall complete a minimum of 60% of the proposed work with their own forces.
B. The Contractor shall have significant experience in urban/suburban roadway construction/reconstruction, repair and resurfacing. “Significant Experience” shall be defined as the Contractor’s forces having directly placed, and had accepted, a minimum of 50,000 Tons of Bituminous Concrete under contract to urban/suburban counties (namely, Anne Arundel, Prince Georges, Baltimore, Montgomery, Howard Counties), cities (namely, City of Annapolis, City of Rockville, City of Laurel, Baltimore City) and the Maryland State Highway Administration during two out of the last three years. “50,000 Tons” shall be the sum of the tonnage placed for all of the above identified governmental agencies. Tonnage placed by these government agencies for parking lots, parks, developments and other roads not open to the general public shall not be included in this total.
C. The Contractor shall demonstrate the capability and commitment to respond to any formal request for services issued by the City of Annapolis within a maximum of twenty-one (21) business days from the date of receipt, as part of the selection criteria.
