Category: Professional Services Status: Open Description: Sealed proposals for Contract No. 2026-14, for TREE REMOVAL, TREE PRUNING AND STUMP GRINDING will be received by the Village Clerk-Treasurer, Irvington, NY until 11AM on April 22, 2026.
Immediately thereafter, the bids will be publicly opened and read aloud in Village Hall.
The Village will award the contract to the lowest responsible bidder.
Bids must be submitted in a sealed envelope and distinctly marked with the name of the bidder, the bid number and the date and time of the bid. Bids may be delivered or mailed to the attention of Karen Buccheri, Assistant to the Village Administrator, on or before the bid opening time and date specified.
The Village of Irvington reserves the right to waive any informality in the bids, or to reject any or all bids. No bidder may withdraw their bid within forty-five (45) days after the actual date of the opening thereof. The prices quoted are to remain in effect for the full term of the contract.

These services will be on ascheduled as well as an “as needed” basis.One Unit consists of four (4) qualified tree workers with extension bucket truck and chipper pereight (8) hour day inclusive of debris removal (up to 6” cal.) If Units are scheduled based uponthe completion of a specific job, the contractor cannot change the number of Units assigned to thatjob without prior approval of the Village.Except for emergencies, a minimum of 48-hours notice will be given prior to need. If anyemergency arises, a crew must be available for that possibility 24 hours per day, 7 days a week,with response within 2 hours of the emergency call out.All company units on site must have phones or pagers for communication. Successful bidder musthave an I.S.A. Certified Arborist on its staff for consultation or advice.Pruning work should follow up to date ANSI A300 standard practices for pruning. Improperpruning work can lead to future issues.The Village requests that the contractor respond to the Bid Request covering the estimated unitquantities as stated herein.Multiple suppliers may be awarded the bid as required and necessary and as in the best interest ofthe Village of Irvington.BID DUE DATESealed bids will be accepted up until 11AM on April 22, 2026, either in the Clerk’s Office, VillageHall, 85 Main Street, Irvington, NY 10533 or mailed to the attention of Karen Buccheri, Assistantto the Village Administrator, to be received by the Bid Due Date.Please return the completed Bid Form and Non-Collusive Bidding Certification by the bid dateindicated above.AWARD CRITERIAThe award of a contract (or contracts) for the described services will be made by the Village ofIrvington’s Board of Trustees and shall be based on the cost of services and adherence to allrequired qualifications.RIGHT TO REJECT PROPOSALSThis Bid Proposal does not commit the Village to award a contract, pay any cost incurred in thepreparation of a proposal in response to this Bid request or to procure or contract for services. TheVillage intends to award a contract on the basis of the best interest and advantage to the Village,and reserves the right to accept or reject any or all proposals received as a result of this request, tonegotiate with all qualified proposers or to cancel this Bid Proposal in part or in its entirety, if it isin the best interest of the Village to do so.CANCELLATION CLAUSEAny violation of the terms, conditions, requirements and/or non-performance of the agreementresulting from this Bid proposal shall result in immediate cancellation. The agreement may becancelled by the Village and/or for any other reason(s) upon thirty (30) days written notice.BASIS OF PAYMENTIn responding to this Bid Proposal, the Contractor shall provide his pricing as requested on ourCost Summary page attached herein. The price shall cover the cost of furnishing all equipment,labor and materials necessary to complete the work as described in Scope of Work. Paymentrequests shall be made monthly. Upon contractor’s presentation of a detailed invoice andcompleted Village of Irvington Standard Claim Form, authorized by the Superintendent of PublicWorks or his designee.The filing of payrolls by the contractor (s) is a condition of payment. The Treasurer’s Office will not remitpayment until the required payrolls are filed.The contractor shall also provide any necessary information requested when and if adjustmentsneed to be made to this contract. This information will also be utilized when the contractor iscalled upon by the Village to perform additional services.The Prevailing Rate Case Number for this contract is: PRC# 2026007576 - Tree removal, pruning & stumpTERM OF CONTRACTAward of this contract shall be for a term of twelve months with the mutual option to renew forone (1) year. It is our intent to have this contract work commence June 1, 2026 and end on May31, 2027.EQUIPMENTThe Contractor shall provide all personnel, equipment, vehicles, and tools required to effectivelyperform the Tree Removal, Pruning and Stump Grinding as detailed herein.It is the Contractor’s sole responsibility to maintain any and all equipment it requires to fulfill itsobligations under this contract. The Village of Irvington reserves the right to inspect and approveall contractor equipment. The Contractor must replace any equipment the Village determines unfitfor use with equipment approved by the Village.Notwithstanding these requirements, it is the Contractor’s sole responsibility to ensure equipmentused in conjunction with this contract is safe. The Village assumes no liability for unsafeequipment even if the Village approves the equipment for use. Further, it is theContractor’s sole responsibility to safeguard and secure this equipment. The Village assumes noliability for damages caused to the Contractor’s equipment by misuse, theft, or vandalism whileoperating or idle within Village boundaries.LIABILITY REQUIREMENTSThe awarded vendor(s) shall be responsible for all damage to life and property due to negligent,reckless or malicious intentional activities of the awarded vendor, his subcontractors, agents oremployees in connection with his services under this Agreement. The awarded vendor(s)specifically agrees that his Subcontractors, agents, or employees shall possess the experience,knowledge and character necessary to qualify them individually for the particular duties theyperform. Further, it is expressly understood that the awarded vendor(s) shall indemnify and saveharmless the Village of Irvington, from claims, suits, actions, damages and costs of every nameand description resulting from the negligent, reckless or malicious intentional performance of theservices of the awarded vendor under this Agreement, and such indemnity shall not be limited byreason of enumeration of any insurance coverage herein provided. For WC, secure form C-105.2 or U-26.3. For DBL, secure form DB.120.1. Workers’ Compensation/Employers Liability,and NYS Disability are not required of: a) a business that is owned by one individual,is not a corporation and does not have any other employees, b) a self-employedindividual, c) an out of state employer with no NYS employees. IN EACH CASE, theemployer must file Form CE-200, Certificate of Attestation of Exemption, with theNYS Workers’ Compensation Board certifying that they are not required to obtain NYSspecific Workers’ Compensation Insurance or NYS statutory DisabilityBenefits.(5) The Village of Irvington should be named as an Additional Insured on the policy usingISO Additional Insured Endorsement CG 2010 11/85 or an endorsement providingequivalent or broader coverage.(7) If applicable policy should be endorsed to cover snow plow operations.(8) Property Insurance – the contractor shall cover materials being installed on site, intransit, &/or at any other location.(9) Asbestos/Lead Abatement & Environmental Clean-Up, if applicable.
