Gallatin Civic Center – Cleaning Services03/26/2026City of Gallatin1.0 IntroductionThe City of Gallatin Parks and Recreation Department is soliciting sealed bids fromqualified vendors to provide janitorial services. Bids must be received no later than April15, 2026, at 2:00 PM. All submissions shall be enclosed in a sealed envelope clearlylabeled: “BID: GALLATIN CIVIC CENTER CLEANING SERVICES.”1.1 Scope of WorkThe City of Gallatin Parks and Recreation Department is hereby soliciting bids fromqualified vendors to provide comprehensive custodial services for the Civic Center,located at 210 Albert Gallatin Avenue, Gallatin, Tennessee 37066. Services shall beperformed six (6) days per week, consisting of Monday through Friday after normalbusiness hours, in addition to Sunday service. The facility closes at 8:00 PM, Mondaythrough Thursday, and at 6:00 PM on Friday. No services are required on Saturdays.Sunday service is preferred, as the facility is closed to the public. The City reserves theright to modify the service schedule to include seven (7) days per week in the event theCivic Center transitions to a seven-day operational schedule. All custodial services mustbe performed outside of designated operating hours to ensure minimal disruption tofacility operations.2.0 Technical RequirementsThe Vendor shall provide comprehensive janitorial services, including all labor,equipment, and materials necessary to fulfill the requirements outlined in Section 3.0.The Civic Center will make a Kaivac machine available for the Vendor’s use and willsupply the associated cleaning chemicals for this equipment. The Vendor shall furnish theCity of Gallatin with a valid Certificate of Insurance covering Workers’ Compensationand General Liability/Property Damage for all employees and agrees to indemnify andhold the Gallatin Civic Center harmless from any and all claims arising from theperformance of services. The Vendor shall not be responsible for the provision ofconsumable supplies, including paper towels, tissue paper, soap, feminine hygieneproducts, or trash bags. These items will be supplied by the Gallatin Civic Center.Page 1 of 63.0 Vendor RequirementsDaily Cleaning Requirements:Entrance, Reception Areas, Conference, and Meeting Rooms1. Entrance Glass- Glass in entrance doors will be cleaned each night on both sides toremove smudges and fingerprints.2. Entrance Area – Entrance area between two (2) sets of glass doors will be sweptand/or dusted, mopped, and vacuumed.3. All Furniture- All furniture, reception desk, and tabletops are to be wiped.4. Vinyl Floors – Vinyl floors will be thoroughly swept and or dust mopped. Wetmopped every night. Vinyl floors in hall will be buffed daily. Vinyl floors will be waxedonce a year.5. Tile Floors – Tile floors will be thoroughly swept and or dust mopped and wetmopped. Tile floors will be acid scrubbed once a year in the lobby.6. Carpets and Rugs – Carpets and rugs will be vacuumed.7. Trash Containers – Trash containers will be emptied each night and trash taken to adesignated area. Trash liners will be replaced when needed.8. Kitchen- all tables, sinks, counter tops will be cleaned and sanitized. Chairs will bespot cleaned. NO DISHES will be required to be washed.9. Elevators- Doors will be cleaned and floor swept and wet mopped.10. Glass and glass doors are to be spot cleaned, including meeting rooms.11. Break and Vending Machine Area – Machine(s) are to be spot cleaned, and tablesto be cleaned and sanitized.Page 2 of 6Daily Cleaning Requirements, Continued:Restrooms, Locker Rooms, and Showers1. Fixtures- Toilet bowls, toilet seats, urinals, sinks, shower stalls, and mirrors will becleaned and sanitized. Metal fixtures need to be cleaned and polished each service.2. Trash- Trash containers will be emptied and trash taken to designated area.3. Wall and Stalls- Hand scrub all walls and stalls in locker room. Splash marks will beremoved from walls, around sinks, dispenser. Walls will be cleaned once a week withCitrus scrub. Every two weeks cleaned with bleach and water.4. Lockers – Lockers will be dusted and spot cleaned.5. Showers- Showers are to be cleaned and sanitized.6. Floors – Floors will be cleaned with provided Kaivac. Acid scrub restrooms once amonth.7. Dispensers – Dispenser will be cleaned, polished, and supplies restocked.Weight Rooms and Fitness Room1. Floors – Floors will be swept, mopped and/or vacuumed. Fitness machines and freeweights will be moved once a month to clean under them.2. Equipment – All Equipment will be dusted and sanitized.3. Mirrors and Glass Doors – Mirrors and glass doors spot cleaned for smudges andfingerprints.4. Trash – Trash containers emptied and trash taken to a designated area.Walking Track1. Floors – Vacuum a minimum of three (3) times a week.Aerobic Area1. Floors - Vacuum, dust, and mopped daily. Damp mop as needed.2. Mirrors – Remove smudges and fingerprints.Page 3 of 6WEEKLY CLEANING1. Walls- Walls, light switches, doors, doorknobs will be cleaned and sanitized.2. Window seals - Window seals dusted and wiped clean.3. Stairs – Stairs are to be swept and mopped. Handrails are to be wiped clean andsanitized.4. Lockers- All lockers and benches are to be wiped down and sanitized.5. Glass – Glass in aerobic area and free weight area are to be cleaned. Racquets ballcourts cleaned inside and out.6. Water Fountains – Water fountains are to be cleaned with Sheila Shine.7. Elevator Door - Elevator door is to be cleaned with Sheila Shine.8. Floors - Floor edges and corners to be swept out and mopped. Buff tile floors.9. Vents – Vents and smoke detectors are to be cleaned.10. Trash containers - Exterior of trash cans are to be wiped down and sanitized.MONTHLY CLEANING1. Upholstered Furniture- Furniture to be vacuumed and dusted.2. Windows- Clean all inside windows and glass. Outside windows should be cleanedevery two (2) months or more if needed.3. Trash containers - Exterior of all trash containers cleaned.AREA’S NOT TO BE INCLUDED IN BID1. Pool2. Gym3. Racquet ball courts4. Offices or front desk areaAll Vendors bidding on this project are required for onsite walk around inspectionsof job requirements with Robby Riley.Page 4 of 64.0 Evaluation of ProposalsThe City of Gallatin will award the contract to lowest responsible and responsivebidder meeting specifications, quality, and performance standards pursuant to theMunicipal Purchasing Act of 1983. Response will be based on the followingfactors: Completeness of Response Cost Vendor Track Record, Including References Quality of Service5.0 Contract AwardThe City of Gallatin reserves the right to reject any or all proposals and to waiveany informality found therein. The City of Gallatin will award a contract based onevaluations described above.
