Bid Title: RFP - Financial Auditing Services
Category: Request for Proposals (RFP) Status: Open Description: The City of Campbell is requesting proposals from qualified certified public accountant firms
to audit its financial statements for the three (3) fiscal years beginning with the fiscal year
ending June 30, 2026, with the option of auditing its financial statements for each of the two
(2) subsequent fiscal years, in addition to performing other financial audits and reviews as
specified below. These audits are to be performed in accordance with auditing standards generally
accepted in the United States of America, the standards set forth for financial audits contained in
U. S. General Accounting Office's Government Auditing Standards (2024), the provisions of the
Single Audit Act of 1984, as Amended in 1996, and Title 2 of the Code of Federal Regulations Part
200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
(Uniform Guidance) as well as any other applicable federal, state, local or programmatic audit
requirements.

Proposals must be received (physically or by e-mail) no later than 4:00 p.m. PacificTime, on Monday, January 9, 2026, at the following address:PhysicallyCity of CampbellOffice of the CityClerk 70 N. First StreetCampbell, CA 95008OrBy E-mailrfp@campbellca.govIf submitting a physical version by mail, please submit five (5) copies in a sealed package withthe name of the Consultant and RFP title clearly marked on the outside of the package. Ifsubmitting by e-mail, please clearly identify the Consultant and RFP title in the subject line.Failure to comply with the requirements set forth in this RFP may result in disqualification. Proposalsand/or modifications received subsequent to the hour and date specified above will not be accepted.Submitted proposals may be withdrawn at any time prior to the submission time specified inthis RFP, provided notification is received in writing before the submittal deadline. No handwrittennotations or corrections will be allowed. The responding Consultant is solely responsible for all costsrelated to the preparation of the proposal.The City reserves the right to reject all proposals and to waive any minor informalities or irregularitiescontained in any proposal. Acceptance of any proposal submitted pursuant to this RFP shall notconstitute any implied intent to enter into a contract.During the evaluation process, the City of Campbell reserves the right, where it may serve the City’sbest interest, to request additional information or clarification from proposers, or to allow correctionsof errors or omissions. At the discretion of the City of Campbell, firms submitting proposals may berequested to make oral presentations as part of the evaluation process.The City reserves the right to retain all proposals submitted and to use any idea(s) in a proposalregardless of whether that proposal is selected. Submission of a proposal indicates acceptance by thefirm of the conditions contained in the request for proposals, unless clearly and specifically noted inthe proposal submitted and confirmed in the contract between the City of Campbell and the firmselected.The contract award, if any, will be made to the Consultant who, in the City’s sole discretion, is bestable to perform the required services in a manner most beneficial to the City. BackgroundA. Government InformationThe City of Campbell is located in the West Valley area of Santa Clara County andencompasses 6.35 square miles. The City was founded in 1887, and incorporated in 1952as a general law city. As of January 1, 2025, the City’s population was 43,281. Campbelloperates under a Council/Manager form of government and is organized into sixdepartments - City Administration, Recreation and Community Services, Finance,Community Development, Police, and Public Works. Fire services are provided bycontract with the Santa Clara County Fire Department. The City provides library, animalcontrol, solid waste collection and recycling, and storm water management via JointPowers Agreements (JPA’s).On November 6, 2018, City of Campbell voters approved Measure O with a ‘Yes’ voteof 69.5% by the citizens that voted in the General Election. Bonds issued pursuant toMeasure O will generate approximately $50 million to construct and/or renovate Cityfacilities to house Police and Library services. The project has since been named the CivicCenter Improvement Project. The Measure O Oversight Committee is responsible forreviewing and reporting on the expenditure of the proceeds of the Bonds. A separatecapital project and debt service account has been created and held by the City, into whichthe proceeds of the Bonds are deposited and applied solely for the purpose of financingImprovements. The Finance Director of the City files a report with the City Council atleast annually showing the amount of Bond proceeds collected and expended, and thestatus of improvements. The Civic Center Improvement Project is near the end ofconstruction, with an estimated construction completion date in Spring 2026.The City’s fiscal year begins on July 1 and ends on June 30. The City’s 2025-26 adoptedGeneral Fund budget is $69.0 million, and the total City budget is $106.7 million. TheCity’s primary sources of revenue for the General Fund are from property tax, sales tax,and other taxes such as franchise, transient occupancy and business license fees.
