Category: Request for Proposals (RFPs) Status: Open Bid Recipient: Annie Gorski 406-552-6155 or Email: gorskia@ci.missoula.mt.us Description: The Missoula Redevelopment Agency (MRA) has issued a Request for Proposals (RFP) for professional community engagement, planning, design, engineering services that will culminate in an update to the North Reserve-Scott Street Master Plan in Missoula, Montana. The study area includes the North Reserve-Scott Street Urban Renewal District and the area located in Missoula County between North Reserve Street and Scott Street, south of Interstate-90, and north of West Broadway Street. The Master Plan update will provide the MRA and City with current strategies, tools, and actions to support redevelopment in the study area and establish a vision to guide new investment in the area. The expected initial contract term with the selected consultant is likely about six months.

Thisdocument is intended to serve as a resource forthe City of Missoula leadership, Missoula County,and other stakeholders to evaluate potential waysto advance focused transportation improvementconcepts developed through previous planningactivities.PROJECT AREAThe North Reserve-Scott Street study area is anapproximately 1.3-square-mile area bounded by ScottStreet to the east, North Reserve Street to the west,the Montana Rail Link railyard to the south, and I-90to the north (See Figure 1). The study area includesland both within City limits and land outside theCity that is governed by Missoula County. The areais very close in proximity to the downtown andsurrounding areas that have experienced significantdevelopment, yet the area has historically sufferedfrom a lack of investment.With the creation of the North Reserve-Scott StreetUrban Renewal District (NRSS URD) in 2014,which corresponds to the study area of this report,there was a renewed interest in investment anddevelopment in the area. The 2016 North Reserve-Scott Street (NRSS) Master Plan (See Figure 2) wasprepared as community-driven planning effort tovision the future development and investment in thearea, including extensive potential transportationsystem improvements (See Figure 3). Since 2016, theNRSS study area has been experiencing a significantamount of new development investment, withhundreds of new residential units developed orplanned in the area (See Figure 4).SUMMARY OF THEBROWNFIELDSBACKGROUND & STATUSThere are several large brownfield propertieslocated within the study area boundary that havea long history of industrial uses dating back tothe early twentieth century, ranging from lumbermills, chemical plants, and fuel depots. There arealso several large active industrial businesses thatare anticipated to continue operation well into thefuture and would benefit from the transportationimprovements discussed in this report should theybe implemented (See Figure 5).In 2016, a Regional Environmental Site Assessment(ESA) was completed by WGM Group, Inc. forthe Missoula Redevelopment Agency (MRA) “toprovide a general understanding of environmentalfactors and conditions affecting or potentiallyaffecting the future development and growth” ofthe NRSS. The 2016 ESA identified several vacantindustrial brownfield properties associated with theNorth Reserve-Scott Street Master Plan. Brownfieldproperties of note include the former MissouriWhite Pine Sash Facility, the former LS JensenConstruction sand and gravel mining operation, anda former Class III landfill.FORMER MISSOULA WHITE PINESASH FACILITYThe Missoula White Pine Sash (MWPS) facility wasa former lumber mill and wood treatment operationlocated at approximately 1301-1705 Scott Street(Missoula County parcels 0003510502, 0422214002,0422214003, 0003609004, 0003609106, 0003608908,and 0001447502), at the southeast corner of the studyarea. The facility operated from approximately 1905to 1996 and has been under environmental regulatorysupervision since 1980, as a listed facility in theState Superfund Program. Environmental concernsCity of Missoula, MTNorth Reserve - Scott Street Complete Transportation Future1include groundwater contamination at the southend of the site where the bulk of wood processingand treatment took place, leaking undergroundstorage tanks (LUSTs), and release of hazardousmaterials associated with wood treatment anddisposal of wood processing byproducts. The site isnow being targeted for new mixed-use development,a consolidated public works facility for the City ofMissoula, and an extension of Turner Street to betterfacilitate truck traffic through the area.FORMER LS JENSENCONSTRUCTION SAND ANDGRAVEL MINEThis former sand and gravel mine at the end ofHoward Raser Drive (approximately 3700 HowardRaser Drive; Missoula County parcels 0418005001,0417219001, 0001705607, 0422040002, 0421334001,and 0421334002) was closed around 2015, whenfinal reclamation of the facility was approved by theMontana Department of Environmental Quality(DEQ). The site is now home to the headquartersof Consumer Direct, a home healthcare company.Other than the reclamation of the opencut mine,there are no environmental concerns associated withthe site.FORMER CLASS III LANDFILLLocated at approximately 1335 Rodgers Street,between Rodgers and Otis streets (Missoula Countyparcels 0005908370, 0000316300, 0006172802, and0005856592), this former landfill for constructionwaste closed in 2003 and is now owned by the City ofMissoula. The 2016 ESA noted that the nature of thewastes allowed in the landfill do not pose significantenvironmental concerns but that the decompositionof the wood waste may have produced methane inthe subsurface, warranting further investigation ifdevelopment is to take place. The site is currentlysurrounded by new residential development andwill be adjacent to a new city park next to theResurrection Cemetery. A Phase II ESA was recentlycompleted for this site and, according to a May 9,2022 press release from the Montana DEQ, this siteis now cleared for redevelopment by the agency.OTHER CONSIDERATIONSGiven the history and industrial character of muchof the area, the number of potential brownfields arenot limited to only the locations outlined above. Thelumber industry has occupied many sites in the areain the past and present, and the added presence ofthe railyard and adjacent fuel depots means thatenvironmental factors will be a consideration whenexploring redevelopment/reuse scenarios and right-of-way acquisition for the purposes of implementingtransportation improvements.
