Bid Title: RFP for Herbicide Application Services for the Baltimore Ravine Shaded Fuel Break
Category: Request for Proposals Status: Open Description: The City of Auburn (City) is seeking proposals from licensed, qualified and experienced contractors to provide all labor, materials, and equipment necessary to complete Phase II of the Baltimore Ravine Shaded Fuel Break (Project). This Project Phase consists of applying herbicide on approximately 120 acres of land previously cleared in Phase I. The City retains the right to award to one or more contractors to ensure the Project is completed within the specified time frame.
The maps, scope of work, and specifications, including descriptions of required treatment specifications and environmental protection requirements, are the basis for performing the Project, and establishing a cost proposal.
Proposals must be received by 4:00 pm on March 26, 2026, in accordance with the instructions contained herein. Late proposals will not be considered.
This is a sealed bid procurement process for professional services conducted pursuant to Auburn Municipal Code section 37.11 and is intended to solicit qualified responsible professionals that are interested in providing services over the course of a nine-month period (Spring 2026 to December 1, 2026). The City intends to make an award(s) using the evaluation criteria listed in the specifications. This completed CEQA document has been filed by the City of Auburn atthe State Clearinghouse on October 9, 2024 and is being circulated for a 30-day state agencyand public review period. The review period ends on November 8, 2024.☒ Final CEQA Document. This final CEQA document contains changes made consideringcomments received during the public and agency review period.1.2 Regulatory GuidanceThe City of Auburn Fire Department, acting as CEQA Lead Agency, is proposing to implementthe Baltimore Ravine Shaded Fuel Break (“Project”) on 212 acres of land between Interstate 80and the City of Auburn at Baltimore Ravine. The purpose of the Project is to reduce, modify, andmanage fuels with the goal of enhancing mitigation efforts during a wildland fire. The Project aimsto protect human life and public and private resources through fuels reduction.This Initial Study – Mitigated Negative Declaration (IS-MND) describes the environmental impactanalysis conducted for the Project and evaluates potential environmental effects that could resultfrom Project implementation. This report follows the State CEQA Guidelines which are codified atCalifornia Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000-15387, todemonstrate compliance with the California Environmental Quality Act (CEQA; Public ResourcesCode 21000-21189).1.3 Initial Study Purpose and Comment PeriodThe purpose of the IS-MND is to present to the public and reviewing agencies the environmentalconsequences of Project implementation, and to describe adjustments made to the project toreduce effects to a less-than-significant level. The IS-MND is being circulated for public and stateagency review and comment for a 30-day review period as indicated on the Notice of Intent toAdopt a Mitigated Negative Declaration (NOI) filed with the State Clearinghouse. The reviewperiod begins on October 9, 2024 and ends on November 8, 2024.The requirements for providing an NOI are found in CEQA Guidelines Section 15072. Theyrequire that the lead agency (City of Auburn) post the NOI with the county clerk, send the NOI torelevant trustee agencies, and circulate the NOI using one of the following procedures: Publication in a newspaper circulated in the area affected by the proposed project, Posting of the NOI on and off site in the area where the project will be located, or Direct mailing to the owners and occupants of property contiguous to the project.The City of Auburn has elected to utilize the direct mailing option, along with posting the NOI onsite. Comments must be received via email or postmarked prior to November 8, 2024to be considered by the City of Auburn.
