Hancock County & DMHA Recovery ResidenceREQUEST FOR PROPOSALSDescription of DMHA Dollar-for-Dollar Match Grant:The Division of Mental Health and Addictions (DMHA) Recovery Residence CapitalDollar-for-Dollar Match Grant aims to promote innovative, collaborative, community-driven, cross-sector responses to expand bed capacity at Indiana recovery residences.Funding from this grant must be used for the purchasing, construction, renovation, orotherwise sustainable acquisition of a suitable structure for a DMHA-designated RecoveryResidence. This funding opportunity is made possible by the National Opioid Settlementwith major pharmaceutical companies, distributors, and related firms.DMHA utilizes the National Affiliation of Recovery Residence (NARR) standards fordesignation. Awardees will be required to sign a binding agreement to operate the recoveryresidence for at least ten (10) years and accept patients who are prescribed FDA-approvedmedications for opioid use disorder. Awardees who are unable to maintain this standardwill be required to return all funds back to DMHA. All capital expenditures must becompleted and an open date secured within the grant period.The maximum funding available in recovery residence capital funding match fromDMHA is $500,000 for the total two-year grant period.Allowable costs may include the purchase of property, construction of a recoveryresidence, expansion of an existing DMHA-designated recovery residence, or renovation ofa building to become an operational DMHA-designated Level II, III, or IV recoveryresidence. The capital expenditures towards a recovery residence may not exceed $40,000per added bed from DMHA Funding. Proposals with funding requests outside of theseprogram guidelines will not be considered.Description of Hancock County Funding:Proposals for DMHA’s Recovery Residence Capital Dollar-for-Dollar Match Grant must besubmitted to Hancock County for review and endorsement prior to submission to DMHA.Applicants must complete all forms and provide all requested documentation detailed inthis Request for Proposals (RFP) including all supplemental documents in order to beconsidered for Hancock County and DMHA funding.After reviewing the proposals received, Hancock County will provide an endorsement forthe selected applicant. Endorsement includes eligibility for grant funding up to $500,000from local distributions of the National Opioid Settlement.Page 1 of 4Hancock County & DMHA Recovery ResidenceREQUEST FOR PROPOSALSFor example:If the applicant requests $300,000 in local funds from Hancock County, the DMHARecovery Residence Capital Dollar-for-Dollar Match Grant funds will match 100% oflocal Hancock County funds ($300,000) for a total of $600,000 in capital funds for thepurchase, construction, renovation, or sustainable acquisition of a suitable structurefor a DMHA-designated Recovery Residence in Hancock County, Indiana.The applicant selected for Hancock County endorsement will be included in the finalDMHA application which will be submitted by Hancock County on behalf of the applicantno later than January 12, 2026. Notice of award or declination of DMHA funding will beprovided to applicants on March 6, 2026, or immediately after announcement from DHMA.Timeline:November 1, 2025December 1, 2025December 16, 2025January 12, 2026March 6, 2026July 1, 2026 –June 30, 2028Hancock County Request for Proposals ReleasedRecovery Residence Applicant Proposals Due to Hancock CountyHancock County Endorsement for DMHA Proposal SelectedDHMA Proposal DueDMHA Notification of Award DeterminationRecovery Residence Capital Dollar-for-Dollar Match Grant PeriodProposals to Hancock County for endorsement and participation in the RecoveryResidence Capital Dollar-for-Dollar Match Grant Program must be submitted in-person atthe Hancock County Auditor’s Office, 111 American Legion Pl. #217 Greenfield, IN 46140no later than December 1st, 2025, at 8:00 A.M. EST. Proposals received after this timewill not be considered.Eligibility:Proposals are encouraged from any existing or new Hancock County Recovery Residenceproviders, including nonprofit and for-profit organizations.Eligible applicants should be embedded in and working directly with local Hancock Countycommunities. The chosen applicant will receive endorsement from Hancock County with asigned Letter of Commitment to provide local funds from the National Opioid Settlementupon notice of award from DMHA. Hancock County Endorsement is required forPage 2 of 4Hancock County & DMHA Recovery ResidenceREQUEST FOR PROPOSALSeligibility to receive DMHA funding. Local funds from Hancock County are contingentupon a DMHA award for the proposed project.DMHA-designated recovery residences must accept patients prescribed any form of FDA-approved medication for opioid use disorder (MOUD). New recovery residences acquiredor constructed as a result of this grant are required to become designated as a Level II, III,or IV recovery residence by DMHA within 180 days of opening and must be enrolled as aRecovery Works provider. All existing recovery residences that plan to expand or renovatean existing residence as a result of this grant must already be DMHA-designated andenrolled as a Recovery Works provider by the time a proposal is submitted.RFP AttachmentsThe following documents are attached to this RFP or available by email request from thegrant administrator, Christine Deutscher at cdeutscher.nda@gmail.com• Request for Proposals• Blank Proposal Application and Narrative Form• Blank Proposal Checklist• Blank Proposal Feasibility Proforma• Exhibit EAllowable and Non-Allowable Costs:Allowable costs for DMHA Recovery Residence Capital Dollar-for-Dollar Match Grant fundsmay include the purchase of property, construction of a recovery residence, expansion ofan existing DMHA-designated recovery residence, or renovation of a building to become anoperational, DMHA-designated Level II, III, or IV recovery residence. The capitalexpenditures towards a recovery residence may not exceed $40,000 per added bed.Non-allowable DMHA costs include staffing, services, furnishings, bedding, landscaping,appliances, decorations, storage, pavement/driveway/sidewalk/parking, operational costs,drone/timelapse footage, promotional items, food, etc. Local settlement funds may beused to cover certain costs for the selected initiative that are not allowable with DMHAfunds, as long as they comply with Exhibit E.Please note that all awards are reimbursement-based, and any claims submitted will bereimbursement only. Indirect costs are capped at 3%. Indirect costs include but are notlimited to overhead costs, administrative salaries, supplies, etc.Evaluation:Page 3 of 4Hancock County & DMHA Recovery ResidenceREQUEST FOR PROPOSALSProposals will be evaluated for endorsement from Hancock County based upon thefollowing considerations:• Specialized experience or technical experience of the organization and its personnelin connection with the scope of services proposed and complexity of the project.• Past record of performance and proven ability of the applicant to meet the goals ofthe project description in a time and cost-effective manner.• Capacity of the organization to perform the work within time limitations, taking intoconsideration the current planned workload of the organization.• Proposed cost of project.Proposals will be evaluated by DMHA based on the merits of the proposal, cost efficiency,and the likelihood of the applicant’s ability to operate a successful DMHA-designatedrecovery residence. DMHA encourages applicants to be as creative as possible in theirproposals regarding costs.Required Proposal Documents and Attachments:The following items are required by the Proposal deadline for consideration.
