Request for ProposalsExecutive Search FirmFor Consulting/Coaching ServicesI. Purpose:The Town of Shelburne is seeking proposals from anorganizational/Board development professional to support ourSelectboard.II. BackgroundThe Town of Shelburne is a full-service local government serving acommunity of about 8,000 residents. Historically agricultural,Shelburne is now part of the more developed Burlington region andenjoys outstanding quality of life. Lake Champlain, scenic beauty, andcultural and outdoor amenities are enjoyed by residents and visitorsalike.The Town government is led by an elected Selectboard who appointsa Town Manager. The Selectboard is a five-member body that meetstwice per month as a board and works as needed in smallercommittees. The Town Manager is responsible for hiring andsupervising department heads. Our town staff are collaborative,talented and enjoy working with many volunteers on boards andcommittees.In the past two years, a facilitated retreat, on a weekend day in thespring, helped the board set goals for the year ahead.III. ScopeThe Town of Shelburne is seeking a firm to provide professionalservices related to the Selectboard, including team building,coaching, and goal setting. We are looking to support the Selectboardby increasing their leadership capacity and organizationalproductivity.Experience: we require a minimum of five years’ experience inexecutive coaching/board development.Methodology & Assessment: please outline your approach to goalsetting and coaching, including assessment and evaluation tools. Thisshould include timing for any preparation and follow-up for a processfocused on a full-day board retreat. This date is to be determined,possibly April 25 or May 9.Fee Structure: please provide a structured fee proposal thatincludes hourly rates and follow-up sessions with a timeline.IV: ScheduleProposals due by: 12 noon on March 20, 2026Target RFP award date: March 27, 2026Target hiring date: March 30, 2026V: Proposal InstructionsA: Required: the following information must be provided in bid form:1. The Town will negotiate a scope of services and a fee proposalwith the selected firm. The Town will evaluate and select the firm basedon qualifications, experience and performance with similar projects,communities, references, ability to provide timely services, opportunitiesand constraints and cost. The selected firm must be able to meet allmunicipal, state, and federal employment laws, including equalemployment opportunity practices and guidelines.
