Bids are Invited for the following Community Development Block Grant Project(s):
Dickson City Borough Mary Street Sidewalk Improvements, as designed by KBA Engineering, 25 Washington Ave, Jermyn, PA 18433. The project will consist of new concrete curbs and walk along both sides of Mary Street from Main Street to Hamilton Street. New handicap ramps will be installed at intersections.
The Lackawanna County Commissioners will receive sealed bids at the Controller’s Office in the Lackawanna County Government Center at the Globe, 123 Wyoming Ave., 2nd Floor, Scranton, until 11 a.m. on March 12, 2026. A mandatory pre-bid conference will be held on Thursday February 26, 2026, at 10 a.m. A Pre-Bid Conference will be held via conference call. Checks must be made payable tothe Lackawanna County Treasurer. To make an appointment, please contactRovinskyJ@Lackawannacounty.org via email.Each bid shall be accompanied by a bid bond or certified cashier’s check, in favor of Lackawanna County, in an amount notless than ten percent (10%). Bidders must submit with their bids all forms listed in the Attachments to Plans andSpecifications. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documentscontain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals forminority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, andrelated matters. Bidders who have been contacted and to whom commitments have been made must submit documentaryevidence of minority and women business enterprises and Section 3 business concerns. Documentation of such solicitationsand commitments shall be submitted concurrently with the bid.Lackawanna County reserves the right to reject any or all bids or to waive any informalities in the bidding.
