CITY OF WOOSTER SILVER ROAD IMPROVEMENTSSCOPE OF WORKThe City of Wooster intends to contract engineering services for the roadway reconstruction of theportion of Silver Road from Venture Blvd approximately 2,300 feet to the west. The extension ofwaterlines and sanitary sewers along this corridor will either be included with this contract or designedseparately by the City of Wooster Engineering Division (depending upon timing and workload). If yourfirm is interested, please submit a statement of qualifications.Background: The City of Wooster recently annexed 246 acres along Silver Road. This area is anticipatedfor residential development within the next few years. In preparation, the City intends to extend waterand sanitary sewer utilities, and improve a portion of Silver Road.Purpose and Scope:The purpose of this project is to extend City of Wooster water and sanitary sewer utilities along theroadway and improve the roadway (see the enlcosed exhibit that shows the limits).The roadway shall follow an agreed-upon typical section and include a shared use path on one side. Therural nature of the project location will likely lead to a different typical section than the City’s residentialstandard (that has curbs and gutters and sidewalks on both sides). There is an existing bridge acrossClear Creek; the bridge will remain and the roadway improvements will suspend and resume across thebridge. Also note that due to the limited room between the guardrail and Clear Creek, a portion of theroadway may need to be shifted to the south. The consultant should be prepared to develop severaloptions for the typical section and show how each will approximately fit the roadway corridor using theactual corridor cross sections.The waterline extension is anticipated to be a 12” ductile iron waterline. The waterline will need to beinstalled under Clear Creek (ie, not attached to the bridge). A hydraulic model has been prepared by aconsultant and is available for review upon request. The waterline extension will either be included withthis contract or designed separately by the City of Wooster Engineering Division using the roadwayAutoCAD drawings prepared by the consultant.The sanitary sewer extension will be an 8” or 10” force main. The force main will need to be installedunder Clear Creek (ie, not attached to the bridge). The City will design the lift station, which will belocated at a TBD location at the west end of the project limits. For the purposes of this Scope, the forcemain design will be limited to within the right-of-way, from Venture Blvd to the west limits. Once the liftstation location is determined, the design of the force main from the right-of-way to the lift station maybe requested as an additional service. The sanitary sewer extension will either be included with thiscontract or designed separately by the City of Wooster Engineering Division using the roadway AutoCADdrawings prepared by the consultant.Funding:Design will be funded with 100% local funds. No outside funding sources are anticipated.Detailed Scope of Service:1. All necessary field work and property research.2. Locate existing property pins and monuments in order to establish the existing right-of-way.3. Contact OHIO811 to have existing utilities marked in the field or to obtain plans. Incorporatethis information into the AutoCAD base drawing.4. Follow ODOT and City of Wooster design guidelines for the roadway, using the agreed-upontypical section.5. Follow Ohio EPA and “10 States Standards” requirements for the water and sanitary sewerdesigns.6. The design shall utilize the City’s and ODOT’s standards for installation details and constructionmaterials.7. Construction plan components shall generally follow ODOT L&D Volume 3 and include at aminimum, the following:i. Title sheet.ii. Schematic Plan.iii. Typical sections.iv. General notes.v. Maintenance of Traffic.vi. General summary and sub summaries.vii. Project Site Plan.viii. Plan & Profile Sheets.ix. Cross Section Sheets.x. Traffic Control Sheets.xi. Miscellaneous detail sheets, consisting of the applicable City of Wooster andODOT Engineering Construction Standard Drawings.8. Provide a disposition of all utility conflicts. The consultant shall send plan & profile sheets of theexisting utilities to all utility companies for review and shall send preliminary and final plans toutility companies, along with disposition of utilities within the construction limits. The UtilityNote, stating dispositions of all utilities within the construction limits, shall be included in theplans. The City will handle utility relocation coordination.9. Set all right-of-way pins after construction.10. Additional deliverables include:i. Right-of-Way plans showing the temporary and permanent right-of-wayrequired to construct the proposed improvements.ii. Temporary easement and permanent easement preparation (recordingdocuments and legal descriptions).iii. Permanent take dedication plats.iv. Provide the City with both PDF and AutoCAD versions of final plans including theDTM modeling and all associated field points, etc.The City of Wooster will be responsible for the following work:1. Property owner notification of the field work.2. Coordination of utility company relocations, based on the construction drawings and otherpertinent information provided by the consultant.3. Temporary and permanent right-of-way acquisition.4. Preparation of contract documents, bidding, and providing construction observation andadministration.5. Preparation of permit applications, submitting applications, and paying the permit fees. Theconsultant shall advise of any additional permits that may be required. The following permitsare anticipated:i. Ohio EPA NOI (construction stormwater)ii. Ohio EPA Permit-to-Install (sanitary sewer)iii. Ohio EPA Plan Approval (waterline)iv. Project approach, including any anticipated challenges, as well as any advantages that makeyour firm especially qualified for this particular project. Summaries of three to five similar completed projects, including the engineering design fees andscopes of work and construction costs.
