The City of Ladue is requesting bids to demolish and site clear residential structures for the voluntary flood buyout program funded with federal and state hazard mitigation grant funds. The properties were damaged by the July and August floods of 2022. The demolition firm must be familiar, in proximity, with the project and must be able to complete the required task in a timely manner.

Demolition and disposal of the acquired buyout properties must include the following:

1. Demolition and clearance of entire residential buildings and debris.

2. Removal of asbestos containing materials from select sites.

3. Grading of the site and site restoration.

4. All requirements and specifications in the bid package must be adhered to.

The City anticipates issuing notice to proceed in separate rounds. The Notice to Proceed will be based on a per-property basis and issued after acquisition of the property. Completion required 60 calendar days after issuance of the Notice to Proceed. Note that this project is a voluntary flood buyout project that may include as may as three (3) or as few as zero (0) properties depending on the degree of participation of the property owners.

Sealed bids will be received until 9:30 AM on Friday, July 31, 2026 at Ladue City Hall, 9345 Clayton Road; Ladue, MO 63124. Bids will be promptly opened and read aloud in the City Council Chambers. The City reserves the right in the City’s sole discretion to reject any and all bids, to waive technicalities or deficiencies in any or all bids, to negotiate with any or all bidders or others for more favorable terms or prices, to award on any bid that is most advantageous and to investigate the experience and ability of the bidder to perform the work.

PRE-BID MEETING

There will be a non-mandatory pre-bid meeting held on Wednesday, July 22 at 10:30 AM. The meeting will take place on-site on Foxboro Road in front of 24 Foxboro Road.

Bid Specifications may be obtained from Drexel Technologies, 135 A Weldon Parkway, Maryland Heights, MO 63043/www.drexeltech.com/314-872-0900. A non-re-fundable fee will be charged by Drexel Technologies. The documents will also be posted to the City’s website at the following link: https://www.cityofladue-mo.gov/business/bid_opportunities/current_bids.php .

Prevailing wages according to the current Missouri State Department of Labor Relations must be paid, as contained in the bid documents. Bids should be accompanied by a bid surety in the form of a certified check or bid bond for 5% of the bid total.

Contractor shall require all on-site employees to complete a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, within sixty (60) days of beginning work on the construction project, as more fully set forth in the bid documents.

In addition to the requirements and specifications outlined in the bid package, the following precautions must be adhered to by the Contractor awarded the demolition project:

A. The Contractor must comply with Missouri Department of Natural Resources and U.S. Environmental Protection Agency regulations and also must notify both agencies PRIOR to starting work.

B. All underground storage tanks, wells, septic tanks, pipelines, gas mains, and so forth must be properly disconnected, capped or removed to avoid future contamination of surface and ground water.

C. The Contractor must apply practices to protect the environmental integrity of the site during demolition and site grading. The U.S. Fish & Wildlife Service has advised the federally-listed endangered bald eagle winters throughout the Missouri River system, including the major tributaries. Additionally, the pallid sturgeon occupies the Mississippi River and may possibly also occupy side channels.

D. The Contractor must contact the U.S. Army Corps of Engineers (Regulatory Branch) and the U.S. Environmental Protection Agency prior to beginning the project if the project is located within existing wet lands.

E. The successful Contractor must be licensed by the state of Missouri to remove asbestos containing materials.

The successful bidder shall be required to execute the City Contract Agreement contained in the bid documents.

The City of Ladue hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

Bids must be submitted on the forms provided in this document and signed by an authorized officer of the company. No partial or incomplete bids will be accepted. The Bid Form represents the cost for the demolition of a typical residential structure. The scope of work for the entire project consists of the demolition of up to three (3) structures and outbuilding. This project is a voluntary flood buyout project that may include as many as three (3) or as few as zero (0) homes depending on the degree of participation of the property owners. By submitting their bid, bidders agree that they will complete the demolition of each participating property for the cost listed on their Bid Form.
