Sealed proposals for the project named above will be received at the office of the Director of Finance until 11:00am, Thursday, February 19, 2026. Thereafter, proposals will be opened in public and read aloud or opened and read aloud pursuant to the applicable provisions of the Governor's Executive Orders. Responses received after that date and time will not be accepted.

The Town of Enfield reserves the right to accept or reject any, all, or any part of proposals, to waive formalities or informalities, and to make an award that is deemed to be in the best interests of the Town.
This project is funded through Congressionally Directed Spending via the U.S. Department of Housing and Urban Development (HUD).

INTRODUCTIONThe Town of Enfield (the “Town”), in connection with a planned Thompsonville streetscape project isissuing this Request for Proposals (“RFP”) and is seeking interested and qualified contractors tosubmit proposals to perform the engineering, design, and environmental review work as furtherdefined below.This project is funded through Congressionally Directed Spending via the U.S. Department of Housingand Urban Development (HUD). Therefore, all proposers must comply with 2 CFR Part 200.317-200.326 (Uniform Guidance Procurement Standards) and the federally required contract clauses andcertifications attached as Appendix A.2. OBTAINING PROPOSAL DOCUMENTSBeginning Monday, January 5, 2026, RFP documents may be obtained from Aaron Marcavitch,Town of Enfield’s Director of Economic & Community Development at amarcavitch@enfield.org orfrom the Town’s website, www.enfield-ct.gov/bids.aspx.4. PROPOSAL SUBMISSION INSTRUCTIONSA. One (1) hard copy and one (1) digital copy of all proposals must be submitted in a sealed envelopeand received no later than 11:00 am EST on Thursday, February 19, 2026, to the followingaddress:Town of EnfieldDirector of Finance820 Enfield StreetEnfield, CT 06082Please clearly label the package: “Proposal: TOD/Streetscaping Planning and Design.”Proposals must be at the office of the Director of Finance on or before the “Written Responses Due”2date noticed in Section 2 entitled, Key Event Dates. The Finance Department will accept proposalsMonday – Friday, from 8:00 a.m. to 5:00 p.m. EST, excluding holidays. Postmarks are NOT anacceptable waiver of this policy. Corrections and/or modifications received after the first proposal ispublicly opened will NOT be accepted.B. Ditto marks or words such as "SAME" on the Proposal Form are NOT considered writing and mustnot be used.C. All information must be submitted in ink or typewritten. Mistakes may be crossed out andcorrections inserted before the Public Proposal Opening deadline. Corrections must be initialedby the person signing the proposal.D. Proposals are considered valid for ninety (90) days after proposal(s) are opened. Proposers maynot withdraw, cancel or modify their proposal for a period of ninety (90) days after proposal(s)are opened.E. Proposals must be signed by an authorized person representing the legal entity of the firmsubmitting the proposal.F. PRESUMPTION OF PROPOSER BEING FULLY INFORMEDAt the time the first proposal is opened, each proposer is presumed to have read and be thoroughlyfamiliar with all proposal and contract documents for this project and has performed an on-siteinspection of the work location. Failure or omission of the proposer to receive or examine anyinformation shall in no way relieve any proposer of obligations with respect to their proposal.7. INTERPRETATION OF ACCEPTABLE WORKThe specifications, proposal and contract documents are to be interpreted as meaning thoseacceptable to the Town of Enfield. Any substantive changes or interpretations will be issued by theTown in writing as an addendum.8. TAX EXEMPTIONSThe Town of Enfield is exempt from Federal Excise taxes and Connecticut Sales and Use taxes. Firmsshall avail themselves of these exemptions.9. INSURANCEProvider shall agree to maintain in force at all times during the contract the following minimumcoverage. Insurance shall be written with Carriers approved in the State of Connecticut and with aminimum AM Best’s Rating of A-/VIII. In addition, all Carriers are subject to approval by the Town ofEnfield. Minimum Limits:3The firm awarded this proposal must provide a current Certificate of Insurance to the Director ofFinance PRIOR to commencement of work, with the following requirements:A. Commercial General Liability – coverage limits for bodily injury, property damage, andpersonal injury, $1,000,000 per occurrence/$2,000,000 general aggregate. IncludeContractual Liability. Town of Enfield shall be named as an Additional Insured on a primarynon-contributory basis for ongoing and completed operations. Waiver of Subrogation to beprovided.B. Auto Liability – Combined Single Limit $1,000,000 for all owned, hired and non-owned vehiclesfor property damage and liability. Town of Enfield shall be named as an Additional Insured.C. Umbrella/Excess Liability - $1,000,000 Per Occurrence and $1,000,000 General Aggregate.General Liability, Auto Liability and Workers’ Compensation to be listed as underlyingcoverages. Umbrella/Excess Liability to follow form with respect to Additional Insured andWaiver of Subrogation.D. Professional Liability/Errors and Omissions - Coverage to be provided with a $1,000,000limit Per Claim, and $1,000,000 Aggregate.E. Workers’ Compensation - For all the employees employed on said Work shall be maintainedin accordance with Connecticut’s Workers’ Compensation Act. In case any class of employeesengaged in hazardous Work under the contract at the site of the Work is not protected underthe Workers’ Compensation Act, the CONTRACTOR shall provide Workers’ CompensationInsurance for the protection of its employees not otherwise protected. Waiver ofSubrogation to be provided.F. All insurance may not be canceled or modified without thirty (30) days written notice byregistered U.S. Mail to "Director of Finance, Town of Enfield, 820 Enfield Street, Enfield,Connecticut 06082."Exceptions to the Town’s insurance requirements are subject to the sole discretion of the Town ofEnfield.If any policy is written on a “Claims Made” basis, the policy must be continually renewed for aminimum of two (2) years from the completion date of this contract. If the policy is replaced and/orthe retroactive date is changed, then the expiring policy must be endorsed to extend the reportingperiod for claims for the policy in effect during the contract for two (2) years from the completiondate.10. INDEMNIFICATION AND HOLD HARMLESSTo the extent provided by law, the Contractor shall indemnify, defend and hold harmless the Townof Enfield and all of its officers, employees, and agents from all suits, actions, or claims of anycharacter, name, or description brought for or on account of any injury or damage caused to anyperson or property as a result of, in connection with, or pursuant to the performance of theContractor, including all costs incurred by the Town of Enfield in defending itself against such claimsor actions, in proportion to the extent that the Contractor is held liable for same by an arbiter ofcompetent jurisdiction. As much of any money that may be due to the Contractor under the4Contract as the Town of Enfield considers necessary for the purpose of such indemnification orholding the Town of Enfield harmless may be retained for such use by the Town of Enfield; and theContractor’s surety bonds may be held until such suit or suits, action or actions, claim or claims, asaforesaid, shall have been settled and until the Contractor has furnished to the Town of Enfieldsuitable evidence to that effect. Such indemnity shall not be limited by reason of any insurancecoverage required under the Contract.11. FAIR EMPLOYMENT PRACTICESThe Proposer agrees not to discriminate against any employee or applicant for employment in theperformance of this proposal’s work with respect to hire, tenure, terms, conditions, or privileges ofemployment due to race, sex, age, religion, national origin, or other condition proscribed by State orFederal law.12. TERM OF CONTRACTThe term of the Contract shall commence on date of award and shall expire on a future datemutually agreed to by the Town and the contractor, as set forth in the Contract.13. AWARDING THE PROPOSALThe Town of Enfield reserves the right to accept or reject, any, all, or any part of proposals, to waiveformalities or informalities, and to make an award that is deemed to be in the best interests of theTown.It is the Town's policy not to award to those who owe Town of Enfield prior year(s) property taxes.The "Proposal Awarded" date in section 2. titled Key Event Dates is the date the proposal isanticipated to be awarded. It is not a date certain.The lowest priced proposal is NOT the sole determining factor when awarded.14. MODIFICATIONS AND ADDENDAThe Town may, before or after proposal opening and in its sole discretion, clarify, modify, amend orterminate this RFP if the Town determines it is in the Town’s best interest. Any such action shall beeffected by a posting on the Town’s website, https://www.enfield-ct.gov/bids.aspx. Each respondentis responsible for checking the Town’s website to determine if the Town has issued any addenda and,if so, to complete its proposal in accordance with the RFP as modified by the addenda.15. NON-APPROPRIATION CLAUSEThe Town’s fiscal year commences on July 1st and ends on the next following June 30th. Thecontract for these services will be subject to the appropriation and disbursement of funds by theTown sufficient for the contract for these services for each fiscal year in which the Contract is ineffect. The Town shall have the right to terminate the Contract in whole or in part without penaltyto the Town in the event that sufficient funds to provide for Town payment(s) under the Contractare not appropriated, not authorized, or not made available or such funding has been reduced. Inthe event that the Contract is subject, in whole or in part, to the appropriation and disbursementof Federal and/or State funds and such funds are not appropriated or are not disbursed to theTown, the Town shall have the right to terminate the Contract in whole or in part without penaltyto the Town.5
