Sealed proposals for the services named above will be received at the office of the Director of Finance until 11:00 a.m. EST on Wednesday, January 07, 2026. Thereafter, proposals will be opened in public and read aloud or opened and read aloud pursuant to the applicable provisions of the Governor's Executive Orders. Responses received after that date and time will not be accepted.
Beginning Tuesday, October 7, 2025, specifications and proposal documents may be obtained from Aaron Marcavitch, at (860) 253-6391 or the Town's website, https://www.enfield-ct.gov/bids.aspx .
There will be a Pre-Submittal site visit at 10:00 a.m. on Monday, October 27, 2025, at the Enfield Annex, 124 Maple Street. All interested respondents are encouraged to attend.
The Town of Enfield reserves the right to accept or reject any, all, or any part of proposals, to waive formalities or informalities, and to make an award that is deemed to be in the best interests of the Town.

Wilcox,Director of FinanceEOE/AA1.0 INTRODUCTION AND OBJECTIVEThis Request for Proposal (RFP) is issued by the Town of Enfield ("Town") to solicit proposals fromqualified entities for the Adaptive Reuse of the Town of Enfield Annex, formerly Enrico Fermi HighSchool, located at 124 Maple Street in Enfield, Connecticut. The Town is seeking respondents withthe capacity to successfully preserve and repurpose portions of the existing structure as part of aproposed redevelopment project.The Town has identified a range of potential uses for the site, including but not limited to, housingfor individuals aged 55 and over, community arts initiatives, public use spaces, educational andtraining facilities, healthcare services, and retail or commercial activities. As part of theredevelopment, the Town intends to retain ownership and operational access to specific amenities onthe property, including the pool, gymnasium, auditorium, pickleball courts, and athletic fields.The Town seeks to identify a qualified developer or development team-whether for-profit or non-profit-with the capacity, creativity, and experience to transform the former school into a dynamic andproductive facility. A variety of development approaches are welcome-including full or partialadaptive reuse, selective demolition, and compatible new construction.Proposals should align with Enfield's zoning regulations and support the Town's comprehensivecommunity development goals.To support successful redevelopment, the Town is open to multiple forms of site control andencourages respondents to propose a structure that aligns with their financial model, mission, andlong-term vision. Two primary options will be considered: long-term ground lease (e.g., 50 years ormore), which may be particularly appealing to mission-driven developers, nonprofit institutions,educational partners, or other entities committed to creating lasting community impact.Alternatively, the Town will consider proposals that involve direct purchase and subdivision of theproperty, contingent upon specific redevelopment conditions.The Town has not established a minimum bid or sale price. Proposals will be evaluated based on overallproject merit, alignment with community goals, development feasibility, public benefits, and therespondent's capacity to execute the project. Please refer to the"Submission Instructions" section for details on proposal submission.3.0 TOWN HERITAGE AND IDENTITYEnfield, Connecticut, is a town rich in history and steeped in New England charm. Enfield was namedand incorporated by the Colony of Massachusetts in 1683 and annexed to Connecticut in 1749. Enfieldhas evolved from its tobacco farming roots into a large and welcoming community. The town boastshistorical landmarks such as the Enfield Street Historic District, location of the historical core and originalTown green; Enfield Shakers Historic District, a unique set of historic buildings from when the Shaker'shad a large presence in town; and the Bigelow Hartford Carpet mill and Thompsonville Historic District.Additional sites include the Old Town Hall Museum, operated by the Enfield Historical Society; theHazardville Institute, still in restoration; as well as the Scantic River State Park. Enfield's location alongthe Connecticut River made it a hub for commerce and innovation, particularly in the carpet makingindustry.The town is 33.8 square miles with a current population of approximately 45,246. Enfield’s demographicsreflect a mix of families, young professionals, and retirees, all of whom contribute to a community spirit.The town’s great schools, safe neighborhoods, and variety of housing options make it an ideal place forfamilies to settle down. Enfield also embraces cultural diversity, celebrating its residents' uniquetraditions through various community events.Enfield offers a strong sense of community, paired with a business-friendly environment that appeals toentrepreneurs and established companies alike. Its strategic location near Hartford, Springfield, and majorhighways make it a prime spot for commerce and commuting. With its welcoming residents and richheritage, Enfield is a place where visitors feel at home, new residents thrive, and businesses flourish.4.0 SITE LOCATION AND SETTINGThe Town Annex (the "Site") is located in the northeastquadrant of the Town of Enfield. The existing EFHS site isfully developed, containing multiple parking lots, anetwork of entrance drives and roads, and a sports complexcomparable to other high schools of this size inConnecticut. The EFHS site has multiple access points offtwo roads, North Maple Street (Connecticut Route 192) tothe west and Moody Road to the north. The main entranceand majority of parking are located off the North MapleStreet entrance, with the Moody Road entrance serving asaccess to secondary parking lots and the lower-levelloading dock. The grading of the site ismoderately sloped, with elevations on the southside of the building roughly one story (11-15feet) higher than those on the north side.5.0 SITE OWNERSHIPThe Town of Enfield is the sole owner of the Site. Ownership is in fee simple title. The building wasdecommissioned by the Board of Education in 2016, and ownership was transferred to the Town ofEnfield on March 8, 2016.6.0 OPERATIONAL HISTORY AND USEEnrico Fermi High School was constructed in 1971 on a 41-acre parcel acquired by the Town of Enfieldin 1968. The facility served as one of the Town’s two public high schools until its closure in 2016,following a voter-approved consolidation plan that merged Fermi High School with Enfield High School.The consolidation was supported by a $103 million renovation and expansion of Enfield High School.Upon closure, the Enfield Board of Education transferred ownership of the Fermi building to the Townof Enfield on March 8, 2016. The facility was subsequently renamed the Enfield Municipal Annex andrepurposed for municipal and community use.Since 2016, the building has housed various municipal and school functions, including:• Town Recreation Department (sports and education programming)• Performing Arts• Community Use spaces• Adult education programs• Flexible storage space• Police Training facilityThere are portions of the building which are currently underutilized, including certain technology spaces,a former planetarium, and some science lab rooms.The building remains structurally intact and continues to serve as a flexible municipal resource.7.0 ARCHITECTURAL AND STRUCTURAL FORMER LAYOUT AS A HIGH SCHOOLThe Annex has not been significantly alteredsince its decommissioning as a high school. Atthe time of its closure it was divided into buildingunits, referenced by letters A, B, C, D and E.Unit “A” is a three-story structure that serves asthe main academic wing for EFHS. The threefloor plates are nearly identical, each containingclassrooms around the exterior perimeter with alecture hall, offices, support space, and mediacenter at the core. The media center is a three-story space, connected by an open, internal stair.There is also an existing, non-code conformingelevator located in the core of Unit “A”, directlyadjacent to the connection with Unit “E”.
