PURPOSEThe Town of Holly Springs is seeking Statements of Qualifications (SOQs) fromlicensed Structural Engineering firms to perform structural assessments at W.E. HuntRecreation Center Gymnasium, Fire Station 1, and the Parks & RecreationMaintenance Facility Storage. All SOQs submitted in response to this RFQ shouldspecifically address the scope of work below as it relates to all buildings.II. SCOPE OF WORK1. Town of Holly Springs W.E. Hunt Recreation Center Gymnasium301 Stinson Ave, Holly Springs, NC 27540Use: A community centered hub for health, recreation, and socialactivities.Status: Open to the public; Serves between 840-1,200 patrons on aweekly basis.Square Footage: 27,000 SF2. Town of Holly Springs Fire Station 1 (FS1)700 Flint Point Lane, Holly Springs, NC 27540Use: 24/7 operational base that houses fire staff, their equipment, andemergency vehicles.Status: Occupied and in-service3. Town of Holly Springs Parks & Recreation Maintenance Facility Storage521 Lee St, Holly Springs, NC 27540Use: Town Parks and Recreation maintenance storage area (not theprimary building). There are two (2) exterior lean-to structures andsmall block garage structure. These are used to store maintenanceequipment and materials.Status: Block garage structure is not in use due to safety concerns andstanding water. Lean-to structures are being used to storeequipment and materials.Square Footage: Includes 3 structures• Block building is approximately 20’ x 40’ or 800 sqft• Lean-to #1 is approximately 145’ x 25’ or 3,625 sqft• Lean-to #2 is approximately 75’ x 25’ or 1,875 sqftThe selected firm will provide professional structural engineering services typical tostructural assessments of occupied, commercial buildings.Assessment should include, but is not limited to:RFQ 26-25014B Structural Assessments at Town FacilitiesPage 1 of 10• Analysis of all existing structural systems to determine the condition,capacities, and limitations of the entire building or structure (not just selectiveanalysis of areas with obvious structural deficiencies);• Assessment of the overall condition of various structural systems andcomponents throughout the facility using a facility condition index or similarmethod to provide a basis for analysis;• Evaluation of the building’s foundation, framing, walls, columns, supports,beams, and other superstructure/structural /construction systems;• Determination of the existing load bearing capacity for individual structuralcomponents;• Identification of structural deficiencies that need to be addressed for anadaptive use;• Determination of the causes and extent of existing or potential structuralfailures;• Assessment of the overall structural integrity of the building;• Investigation of the soil bearing capacity, scour resistance, and buildingenvelope features;• Assessment of the integrity, capacity, and function of the building’sstormwater conveyance system, gutters, and downpipes;• A lifecycle evaluation of the building components and structural systems;• Using the International Existing Building Code (IEBC) standards on structuralrenovation, identify thresholds that may trigger additional structural workduring major renovations (non-structural code areas such as accessibility,energy, egress, fire safety, etc. are excluded);• Consideration of site history, prior building reports, and documentation ofprevious structural work performed;• Consideration of local factors including geotechnical conditions, climate andenvironmental loads, surrounding infrastructure, surrounding land use, andregulatory requirements;• Consideration of occupancy type/building use.Services should include, but are not limited to:• Three site visits as described in section IV;• A comprehensive structural report summarizing findings andrecommendations based on the scope of work;• An in-person meeting with Town staff and management team to present anddiscuss findings and recommendations;• A signed and sealed assessment of findings and recommendations deliveredto the Town of Holly Springs Chief Building Official.A structural report should include, but is not limited to the following:• A comprehensive list of results and findings based on the scope of work;• A thorough evaluation of current facility conditions and deficiencies;• Photo documentation of all existing conditions (building systems,components, deficiencies, etc.);• A comprehensive list of recommended corrective actions (remediationefforts, improvements, repairs, renovations, etc.) based on findings;(If applicable) Documentation and justification of the need for demolition;RFQ 26-25014B Structural Assessments at Town FacilitiesPage 2 of 10• Estimated costs of recommendations and remediation efforts (includingarchitectural and engineering design, permit, and inspection fees) withconsideration for ROI;• Estimated timeline and order that remediation, corrections, and renovationefforts should occur based on the lifecycle, stability, safety, and feasibility ofthe building and its components;• Prioritization of all deficiencies on a scale of 1-5 based on the categorizationlevels below:PRIORITY12345TIMELINEImmediateWithin 1 yrWithin2 – 3 yrsWithin3 – 5 yrsWithin5 – 10 yrs10+ yrs/OptionalDESCRIPTIONCritical Condition: Deficiencies or issues that need immediateaction; if not corrected within 2-3 years, the issue couldpose a risk to the health and safety of occupants; issues that ifnot addressed, may lead to more extensive and costlydamage/remediation efforts.Necessary/Condition Deteriorating: Deficiencies or issueswhere routine/simple maintenance could delay furtherdeterioration and extend the life of structuralcomponents/systems; includes structural/building componentsthat have exceeded their useful life but still operate withconsiderable deterioration; if not corrected in 3-5 years, theissue could pose a risk to the health and safety of occupants.Functional Improvement Needed: Deficiencies or issues thathinder the proper functioning or performance of thestructure’s components/systems; these issues don’t affect thebuildings structural integrity/performance in the near term;includes issues that if corrected, would reduce long-termmaintenance costs; includes structural/building componentsthat have exceeded their useful life but still operate with littleto no deterioration;Recommended/Cosmetic Defects: Includes surfaceimperfections or finishing flaws that do not affect the structurebut impact aesthetics;
