Bid Title: Compensation Study & Analysis for Fort Morgan Police Department
Category: Professional Services Status: Open Description: The City of Fort Morgan is requesting proposals from qualified individuals or organizations for Compensation Study and Analysis Consulting Services, as defined under the Scope of Services section contained herein.
Proposals must be received c/o Director of HR & Risk Management, no later than 5:00 p.m. MDT (our clock) on November 28, 2025.

Proposals received after the published date and time will not be considered. It is the sold responsibility of the Firm to ensure that their proposal is received on time. The City is not responsible for delays, which may occur by the United States Postal Service, or any other means of delivery used by the Firm.
If a Firm finds a discrepancy or omission from the Request for Proposal ("RFP"), or should require additional clarification of any part thereof, a written request for interpretation may be submitted. Any interpretation of, or change made to the RFP will be made by written addendum to each Firm, and shall become part of the request for any contract awarded.
Each Firm, by submission of its signed proposal, agrees to be bound by each and every term and condition contained in the RFP.

Under this system, the Council establishes the policies under which the City operates and hasappointed a trained and experienced City Manager to administer the affairs of the City.The City currently has an employee base of approximately 170 full-time employees, 35 part-time and 70seasonal hourly employees. The City currently has a pay grade system with twenty-two pay grades foremployees.The City has the following departments: Water Treatment Plant, Wastewater Treatment Plant, WaterDistribution, Gas, Light & Power, Streets, Sanitation, Building, Building Maintenance, Planning & Zoning,Human Resources & Risk Management, Library & Museum, Recreation, Parks, Cemetery, Golf, CityClerk, Court, Information Technology, GIS, Finance, Utility Billing, Inventory Control, EconomicDevelopment, Fire and Police. Several departments have administrative support personnel who performvarying degrees of responsibilities within the division.Request for ServicesThe City of Fort Morgan is seeking proposals from qualified companies to evaluate the Fort Morgan PoliceDepartment current structure and recommend updates to the job classification and total compensationsystem based on a market analysis. The job classification and compensation study will provide options fora classification and total compensation plan, including an implementation strategy, which will achieve thefollowing objectives:• Ensure fair and equitable compensation relationships with the organization.• Maintain pay equity compliance.• Ensure competitiveness with the external market.• Salary range for each pay/grade within the department, to include the plan to increase within thepay range (i.e.: step plan, merit, ect.)• Length to reach maximum pay with in each pay/grade.• Enable easy maintenance by the City staff post implementation.The City has job descriptions for each position and they will be provided when the RFP is awarded. Inpreparation for this study, the City has reviewed and updated all job descriptions. The City will provide anyadditional information that may be required by the firm for evaluation.Scope of ServicesThe proposal must include at a minimum the following services:A. Review current job descriptions and position evaluation system and recommend revisions(ensuring compliance with state and federal requirements).B. Evaluate exempt and nonexempt status for each position and provide recommended changesalong with written documentation and rationale used to make that determination.C. Evaluate responsibilities, duties, qualifications, working conditions, physical requirements, andall other considerations for each position to determine its job value and make recommendationsfor revisions to ensure compliance with Americans with Disabilities Act and other state andfederal requirements.D. Develop principles of comparability to external labor markets including public, private andmarket/comparable cities and perform job evaluation and wage/labor market comparabilitystudy.City of Fort Morgan Compensation Study & Analysis RFPE. Provide options and recommendations for a classification and total compensation plan,including feasibility of implementation that takes into consideration budget constraints.F. Propose a project timeline and an itemized fee schedule for this work, based on measurablecontract milestones and written deliverables.DeliverablesTo meet the needs of the City the firm should provide the following deliverables:Job Classification and Compensation Plan• Detail the appropriate number of pay ranges and the weight given to internal equity and externalmarket comparisons.• Recommend pay grade adjustments and/or reassignment of positions to appropriate pay grades asneeded based on market analysis.• Test and verify ranking structure of positions.• Integrate job evaluation rankings and market comparisons into the recommended pay levels.• Integrate employees’ perceived value and monetary value of employee benefits into overall designof compensation plan.Presentation of Findings and Communications Plan• Present findings and recommendations to project team and other staff as designated.• Detail a launch plan to include, at a minimum, an employee kick-off meeting, communicationswith managers, supervisors and employees during the study, and during implementation.• Submit a final report with an executive summary of project results and the approvedrecommendations by the project team. This report will be used by the Director of HumanResources & Risk Management, City Manager and Chief of Police to make recommendations tothe City Council.Implementation and Sustainability• Recommend the best approach to coordinate the recommended pay plan with the current payplan, including an implementation timeline that considers the City’s budget constraints.• Recommend policies, guidelines and procedures for administration, including how the plan canbe adjusted for cost of living and how employees advance through salary ranges.• Provide training and tools, resources and documentation for City staff to maintain the systemindependently post-implementation.• Determine the validity for requests for reclassification and/or compensation changes outside ofthe routine review process.Pay Equity ReportProvide a completed pay equity report that meets the requirements of Equal Pay for Equal Work Act,including an explanation of the new compensation system and methodology and how the plan satisfies payequity compliance.TimelineIssue request for proposalNovember 3, 2025Proposal DeadlineNovember 28 at 5:00pm MDTCity of Fort Morgan Compensation Study & Analysis RFPAward consulting servicesDecember 17, 2025Proposal DetailsProposals must be typewritten. Provide the name and contact information of the primary contact, as well as other key consultingstaff who will be assigned to our account. Describe their relevant work experience, credentials,and the role they will play on our account.6. Outline your ability to provide expertise and experience in the areas of compensation plananalysis and design, especially for local government entities.7. Description of the approach and plan for performing services outlined in the Scope of Work (seeabove), including:a. Statement of Methods and Procedures – a detailed description of the plan foraccomplishing the work including: approach, methodology and proceduresused to gather the data analysis findings and develop recommendations. If theconsultant has a pre-designed system, provide a description of the job analysisor compensation methodology.b. Content of Work Product – describe how the work product will be presented uponcompletion. Provide a sample of how information will be presented or a copy ofpreviously completed similar study. Include information that the City will beexpected to provide to enable the work to commence.c. Work Schedule – provide a timeline indicating the status/completion dates and indicatekey tasks/milestones for implementation of the proposed plan.8. Provide at least three references of equivalent clients (similar employee size, industry(government), and complexity).
