Questions & Answers
Total: 4Question Date Asked Answer Date Answered Appendix A, Section 9.1.7 identifies a 100% Payment and Performance Bond requirement. The Scope of Work under Section 6.4 is for professional supplemental Project Management Services provided on an as-needed, hourly basis rather than construction services. Please confirm whether the Payment and Performance Bond requirement applies to firms providing Project Management Services under this solicitation. If applicable, please clarify how the “total contract value” will be established for purposes of determining the required bond amount for an as-needed, task-order-based contract. 8/26/2026 8:24:22 AM Project Management Services under this solicitation are professional services provided on an hourly, as-needed basis. While these services may be performed in support of construction projects, the awarded firm will not be performing construction work or serving as the construction contractor. Therefore, the requirement for a 100% Payment and Performance Bond does not apply to firms providing Project Management Services under this solicitation.
An amendment will be issued to revise the solicitation accordingly.8/26/2026 8:48:43 AM Our company is an approved IT Staff Augmentation provider for the State of Florida, primarily providing project management services. Does the State`s IT Staff Augmentation contract apply at all to Hillsborough County, or would this solicitation be the vehicle through which qualified companies are assessed and selected? 8/26/2026 8:44:48 AM Firms interested in providing services under this solicitation must submit a response in accordance with the solicitation requirements. This solicitation will serve as the method for evaluating qualifications and selecting firms for the resulting contract. 8/26/2026 9:19:22 AM Section 5.2.2 states that required experience may be demonstrated through the experience of proposed key personnel. Please confirm whether a Proposer may use the documented projects and qualifications of a named subcontractor/proposed key person to satisfy the K–12 experience and SREF requirements in Section 6.4.1. Please also confirm whether references from clients for whom that subcontractor/key person performed the relevant services may satisfy the three-reference requirement in Section 4.3, provided the individual’s role, project responsibilities and relationship to the Proposer are clearly identified. 8/26/2026 11:14:06 AM The District intends to contract with a Prime Contractor, who shall remain responsible for all services performed under the resulting agreement. Proposers should reference Sections 5.2.2 and 5.2.7 regarding experience, key personnel, and subcontractors. All submissions will be evaluated in accordance with the solicitation requirements. 8/26/2026 1:57:31 PM For purposes of the K–12 project experience requirement, what does HCPS consider a qualifying K–12 project? Would project management experience involving complex technology implementations, enterprise systems, operational transformation, or other large-scale projects outside of K–12 education be considered comparable? 8/26/2026 1:06:17 PM Proposers should reference the Scope of Work in Section 6.4, the experience in section 5.2.2, the requirements in Section 6.4.1, and the evaluation criteria in Section 3.4.1. The District will evaluate submitted experience based on its relevance to the services being solicited, including demonstrated K-12 experience and familiarity with applicable educational facility requirements. Experience involving other complex projects may be submitted; however, the District will evaluate the degree to which such experience is comparable and relevant to the scope of services outlined in the solicitation.
