REQUEST FOR PROPOSALS (RFP)BOYS & GIRLS CLUB BOILER REPLACEMENTCity of Craig300 West 4th StreetCraig, CO 81625www.ci.craig.co.usIssue Date: April 1, 2026Closing Date: May 14, 2026INSTRUCTIONS FOR PROPOSERSProposals for the “Boys & Girls Club Boiler Replacement” project will be received by the Cityof Craig (Owner) via Bidnet Direct at https://www.bidnetdirect.com/colorado/cityofcraig ormailed, emailed, or hand delivered to City Hall at 300 West Fourth Street, Craig, Colorado81625, until 3:00 PM prevailing time on May 14, 2026. Late proposals will not be consideredand will be returned to the proposer unopened.A mandatory pre-bid meeting will be held in person on Monday April 20, 2026, at 2:00 PM at theBoys & Girls Club located at 1324 East Highway 40 in Craig, Colorado.Questions regarding the scope of work must be submitted in writing to the City Clerk atkcarmody@cityofcraig.org, no later than 5:30 PM on April 24, 2026. Responses to all questionsshall be issued in the form of an Addendum to be issued by the City of Craig by no later than5:30 PM on May 4, 2026.The Owner may waive any informalities or minor defects or reject any or all proposals. Anyproposal may be withdrawn prior to the above scheduled time for the opening of proposals orauthorized postponement thereof. Any proposal received after the time and date specified shallnot be considered. No proposer may withdraw a proposal within 60 days after the actual date ofthe opening thereof. Should there be reasons why the contract cannot be awarded within thespecified period the time may be extended by mutual agreement between the Owner and theproposer.The party to whom the contract is awarded will be required to execute the agreement. Thenotice to proceed shall be issued within ten (10) days of the execution of the agreement by theOwner. Should there be reasons why the notice to proceed cannot be issued within such period,the time may be extended by mutual agreement between the Owner and the proposer. If thenotice to proceed has not been issued within the ten (10) day period or within the periodmutually agreed upon, the proposer may terminate the agreement without further liability on thepart of either party.The Owner may make such investigations as they deem necessary to determine the ability ofthe proposer to perform work, and the proposer shall furnish to the Owner all such informationand data for this purpose as the Owner may request. The Owner reserves the right to reject anyproposals if the evidence submitted by, or investigation of, such proposer fails to satisfy theOwner that such proposer is properly qualified to carry out the obligations of the agreement andto complete the work contemplated therein.All applicable laws, ordinances, and the rules and regulations of all authorities havingjurisdiction over the project shall apply to the contract throughout.This project is exempt from Sales Tax requirements. The party to whom the contract is awardedwill be required to complete all necessary forms to document the exemption.Instructions for BiddersPage 1REQUEST FOR PROPOSALSBOYS & GIRLS CLUB BOILER REPLACEMENTSCOPE OF WORKThe City of Craig (City) is issuing this Request for Proposal (RFP) to solicit sealed proposals fromqualified, licensed, and experienced contractors for the removal and replacement of oneexisting 1,000,000 BTU system with two (2) 500,000 BTU high-efficiency Lochinvar boilers, orapproved equivalent, at the Boys & Girls Club located at 1324 US Hwy 40, in Craig CO. Theintent of this RFP is to procure a complete, code compliant, and energy-efficient boiler systemthat improves operational efficiency, reliability, and redundancy.The full scope of work for this project is defined in the Specifications section of the RFP packetand is hereby incorporated by reference. Proposers are responsible for reviewing allspecifications, drawings, and related documents in the packet and for submitting proposals thatfully comply with those requirements. Failure to review or comply with the specifications shallnot relieve the proposer of the obligation to provide a complete, functional, and code-compliant system.Equipment proposed as an alternative to Lochinvar must be demonstrated to be equal orsuperior in performance, efficiency, reliability, and warranty. The City reserves the sole right todetermine the acceptability of any proposed equipment.Any work, materials, or services not specifically included in the proposal shall be clearlyidentified as exclusions. Failure to identify exclusions shall not relieve the proposer fromproviding a complete and fully operational system in accordance with the specifications.All work shall be performed in compliance with applicable federal, state, and local laws,regulations, and codes.LICENSING & PERMITTING REQUIREMENTSThe Contractor is required to obtain all permits for the work. The City of Craig will issue permitsbut will NOT require permit fees for this project. Contractors removing and/or installing anymechanical equipment must have a city TX-TM Mechanical license. The City of Craig strongly encourages proposers to ensure that qualificationsubmissions are succinct and clearly organized. The response must be written and organized inthe order defined below. The submission should be complete so as not to be considered non-responsive.A. Cover Letter. Provide a letter of introduction or cover page from an authorizedrepresentative.B. Name, Title, and Contact Information. Include the name of the person or persons who willbe authorized to make representations on behalf of the Respondent, with all contactinformation.C. Company History. Provide business background and overview of products and servicesoffered by your company.D. Qualifications and Experience. Provide the qualifications of the Respondent and itsspecialized experience and technical competence that qualify it to provide the servicesrequired. Provide the names and qualifications of outside Respondents and sub-contractors that will be employed to assist on the work to be performed under yourproposal.E. References. Provide a list of names, addresses and telephone numbers of at least threeclients (public sector preferred) for which the Respondent has successfully completedsimilar projects to that required by this RFP within the past five years.F. Schedule. The proposal shall include the Respondents proposed schedule to complete thework described herein.G. Cost Proposal. Provide a cost proposal detailing the proposed work tasks and proposedcosts for each work item. The cost proposal should reflect a clear understanding of therequired services and include labor hours, rates, exclusions, etc.H. Selected respondent shall ensure that all proposed plans (If required) will meet thehighest industry standards for a project of this type.2
