INVITATION TO BIDNotice is hereby given that the Town of East Windsor, Connecticut shall accept sealedbids for the:IMPROVEMENTS AND REPAIRS TO BROAD BROOK RESERVOIR DAMSealed bids will be received until 11:00 am on Tuesday, March 17, 2026, in the Office ofthe First Selectman, Town Hall 11 Rye Street, Broad Brook, Connecticut 06016, atwhich place, and time said bids shall be opened.The work includes the removal of the existing intake structure and installation of a newstructure; filling in the existing low level outlet pipe and manhole with flowable fill andinstalling a new low level outlet pipe on the left side of the dam; installing a riprapapproach channel on the upstream side of the new intake structure; installing a newendwall with an adjacent riprap stilling basin at the discharge end of the low level outletpipe; installation and maintenance of sedimentation and erosion controls; waterhandling during construction and appurtenant work. The Contractor will be responsiblefor supplying all new materials and disposing of all materials to be removed.Copies of Contract Documents may be obtained on the Town of East Windsor Websiteat https://www.eastwindsor-ct.gov/invitations-bidrfps/pages/open-invitations-bidrfps andon the Connecticut Department of Administration Services (“DAS”).A mandatory pre-bid meeting will be held at 11:00 AM on Tuesday, March 10, 2026 atthe site of the dam, located within the Town’s East Windsor Park off Reservoir Avenue,0.4 miles east of its intersection with Windsorville Road.State law requires a minimum of twenty-five percent (25%) of the state funded portion ofthis contract be set aside for award to subcontractors holding current certification fromthe Connecticut Department of Administrative Services (“DAS”) under the provisions ofConn. Gen. Stat. 4a-60g. (25% of the total State funded value with DAS certified SmallBusiness Enterprises (SBE), and 6.25% of the total State funded value with DAScertified Minority, Women and/or Disabled-owned Businesses (MBE, WBE, DisBE). Thecontractor must demonstrate good faith effort to meet the 25% set aside goals.The contractor who is selected to perform this State funded project must comply withConn. Gen. Stat.4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, asamended by June 2015 Special Session Public Act 15-5. An Affirmative Action Planmust be filed with and approved by the Commission of Human Rights and Opportunitiesprior to the commencement of construction.The Town of East Windsor, Connecticut reserves the right to reject any or all bidssubmitted in response to this Invitation to Bid. The Town reserves the right to waive anyinformality, defect or irregularity in any or all bids if such action is in the best interests ofthe Town.
