INVITATION TO BID, CITY OF WARSAW, MOMAIN STREET IMPROVEMENTSARCADIA STREET TO DOGWOOD DRIVESealed bids for two (2) combined capital improvement projects labeled as “Warsaw Main Street Improvements –Arcadia to Hackberry, Federal Project TAP-9901(461) / ARPA #SLFRP4542” (Project A) and Main St. Non-Motorized Street Improvements II, Hackberry to Dogwood Drive, Federal Project TAP-9901(559)” (Project B),addressed to the City of Warsaw, Missouri, 201 W. Main Street, Warsaw, Missouri 65355, will be received by theCity of Warsaw until 2:00 P.M., Prevailing Local Time, on Tuesday June 23rd, 2026 at the Warsaw CommunityBuilding, 181 W. Harrison Street, in Warsaw, Missouri, and at that time will be publicly opened and read aloud. Anon-mandatory prebid meeting will be held at 2:00 P.M. on Tuesday June 16th, 2026 at the Warsaw CommunityBuilding, 181 W. Harrison Street in Warsaw, Missouri. All bids shall be submitted as a Hard Copy.The proposed work for Project A, designed by Great River Engineering, generally includes the following:Grading and Embankment, Concrete Bicycle Lanes, Aggregate Bicycle Lane, Street Lighting, Sidewalks, AsphalticPavement Widening and overlay, Aggregate Base, Curb and Gutter, Storm Sewers, Driveways, PavementMarkings, and Signage. The project is located along Main Street between Arcadia Street and Hackberry Street.Arcadia Street to Illinois Street includes construction of an aggregate bicycle lane on the north side of the roadway.Between Illinois Street to Hackberry Street, the project is along both sides of the roadway, and includes full-widthasphalt overlay. The full project is approximately 1,360 feet in length. Questions regarding Project A should bedirected to Great River Engineering at (417) 868-7171..The proposed work for Project B, designed by OWN Engineering, generally includes the following: Constructionof a 5’ concrete sidewalk and 4’ wide concrete bike lane, access connections, storm sewers, curb and gutter, streetlighting, asphalt widening, milling and overlay, Pavement Markings, and Signage and any incidental work relatedthereto, including street improvements within the project area in accordance with the plans and specifications. Theproject is generally located along the south side of Main St. between Hackberry St. and Dogwood Dr. The totallength of improvements is approximately 1,710 feet of sidewalk and 2,140 feet of bike lane. Questions regardingProject B should be directed to OWN Engineering at (417) 866-2741..Plans and Specifications for both projects may be obtained from the City of Warsaw at 201 W. Main Street, Warsaw,Missouri 65355 (660-438-5522) or from either of the engineering firms. A nonrefundable deposit in the amount of$50.00 for each set of plans and specifications is required. Additional shipping and handling expenses areapplicable and shall be the responsibility of the bidder.Plans and specifications for Project A may be obtained at the offices of Great River Engineering, 2826 SouthIngram Mill Road, Springfield, Missouri, upon payment of a submission of a non-refundable deposit of$50.00 for each set. Additional shipping and handling expenses are applicable and the responsibility of the bidder.Checks for plans, specifications and shipping are to be made payable to Great River Engineering. Digital plansand contract documents may be obtained from the Engineer by contacting sshank@greatriv.com or calling (417)868-7171.Plans and specifications for Project B may be obtained at the offices of OWN, Inc, formerly Anderson Engineering,3213 South West Bypass, Springfield, Missouri, upon payment of a submission of a non-refundable deposit of$50.00 for each set. Additional shipping and handling expenses are applicable and the responsibility of the bidder.Checks for plans, specifications and shipping are to be made payable to OWN, Inc. Digital plans and contractdocuments may be obtained from the Engineer by contacting cdake@weareown.com or calling (417) 866-2741.This contract requires payment of the prevailing hourly rate of wages for each craft or type of work required toexecute the contract as determined by the Missouri Department of Labor and Industrial Relations, and requiresadherence to a schedule of minimum wages as determined by the United States Department of Labor. For workperformed anywhere on this project, the contractor and the contractor’s subcontractors shall pay the higher ofthese two applicable wage rates. The applicable state rates for this contract are detailed in “Annual Wage Order32”, that is attached to this bidding document. The applicable federal wage rates for this contract are the effectiveDavis-Bacon federal wage rates posted the tenth day before the bid opening date and can be found at:https://sam.gov/content/wage-determinations. These supplemental bidding documents have important legalconsequences. It shall be conclusively presumed that they are in the bidder’s possession, and they have beenreviewed and used by the bidder in the preparation of any bid submitted on this project.The City of Warsaw, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract enteredinto pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantagedindividuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminatedagainst on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for anaward.All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the current version of the MissouriStandard Specifications for Highway Construction. The contractor questionnaire must be on file 7 days prior to bidopening.Contractors and sub-contractors who sign a contract to work on public works projects shall provide a 10-HourOSHA construction safety program, or similar program approved by the Department of Labor and IndustrialRelations, to be completed by their on-site employees within sixty (60) days of beginning work on the constructionproject.A certified cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.The City of Warsaw, Missouri reserves the right to reject any or all bids.The project will be awarded to the lowest, responsive, responsible bidder for the combined bid amount for bothprojects.The DBE Goal for this project is 0%.No 2nd tier subcontracting will be allowed on this project.
