Proposals and pricing must remain open for sixty (60) days. This solicitation will becomean addendum to any resultant contract.The RFP is available on our website at https://www.strathamnh.gov/town-administration/pages/open-bids.Proposals will be reviewed in accordance with the Evaluation Criteria stated within this RFP. ThisRFP supersedes all other proposals, oral and written, and all negotiations, conversations, ordiscussions between the Town and any other entity related to the subject matter. The award of thecontract shall be made to the proposer offering the best overall value to the Town of Stratham, asdetermined solely by the Town, and shall not necessarily be awarded to the lowest-priced proposal.The Town reserves the right to consider all factors it deems pertinent to the Town’s interests and tomake an award that, in its judgment, best serves the public good.Interested firms should submit five (5) paper bound copies of the proposal and one (1) copy of thesealed bid price with the submission to the following address:Town of Stratham NHAttn: Department of Public Works10 Bunker Hill AvenueStratham, NH 03885They shall also submit an electronic copy of the proposal in PDF format provided via email toadmincoordinator@strathamnh.gov or on a USB jump drive (also known as a thumb drive). Interested firms are encouraged to submit succinct, well-organized proposals where therequirements of this RFP can be easily identified. Sealed proposals are due by April 15th, 2026, by3:30 PM, either by mail or personal delivery. Proposals received after that due date and time willnot be considered.2TOWN OF STRATHAM • DEPARTMENT OF PUBLIC WORKS70 Bunker Hill Avenue • Stratham, NH 03885 • 603-772-5550RFP # 03-26-01PROJECT DETAILSINTRODUCTION:The Town of Stratham is soliciting proposals from qualified and experienced contractors for thecomplete renovation of the 4H Bathrooms located at Stratham Hill Park, 270 Portsmouth Avenue,Stratham, New Hampshire. The intent of this project is to modernize the existing restrooms,improve accessibility and energy efficiency, and ensure compliance with current building and ADAstandards.The selected contractor will be responsible for providing all necessary labor, materials, equipment,supervision, and coordination required to deliver a finished, code-compliant facility. Work shallinclude general construction, plumbing, and electrical components, as well as coordination with theTown and all required permitting agencies throughout the duration of the project.SCOPE OF SERVICESThe scope of work generally includes, but is not limited to, the following tasks:General Construction:• Conduct field measurements of existing bathrooms and provide complete architecturalservices, including as-built drawings, demolition drawings, and new stamped constructiondrawings suitable for permitting. Drawings shall include toilet room accessory details anddemonstrate full ADA compliance.• Modify the existing concrete entrance to eliminate the step transition from asphalt toconcrete.• Replace exterior door closers as required to meet ADA accessibility standards.3TOWN OF STRATHAM • DEPARTMENT OF PUBLIC WORKS70 Bunker Hill Avenue • Stratham, NH 03885 • 603-772-5550RFP # 03-26-01• Remove and properly dispose of existing partitions, plumbing fixtures, and vanities.• Prepare existing concrete floors by removing paint, cleaning, and apply a two-coat epoxyfloor system.• Sand, prime, and paint existing CMU walls.• Furnish and install fiberglass reinforced plastic on ceiling surfaces.• Furnish and install new solid plastic (HDPE) toilet partitions, privacy screens, and urinalscreens as specified.• Furnish and install new toilet accessories including grab bars, toilet paper holders, papertowel dispensers, and soap dispensers.• Furnish and install new HDPE vanities (two total) with matching tops, skirts, backsplashes,and continuous brackets for ADA compliance.Electrical:• Remove existing cage lights and install new surface-mounted LED fixtures.• Install new wall-mounted emergency battery units (EBUs), one per bathroom.• Furnish and install new exhaust fans in each bathroom.Plumbing:• Replace plumbing fixtures in both men’s and women’s restrooms, including water closets,lavatories, faucets, mixing valves, and associated waste and water piping, as specified.• Existing urinals shall remain in place unless otherwise directed.OUTLINE OF WORK TO BE COMPLETED:1. Complete construction of the bathroom renovations and the associated site work.2. During the course of the work, note any other problem areas that are found andprovide recommendations for repair action and the cost to the Town. The Town willevaluate the recommendation and cost and determine whether to provide anauthorization to proceed after evaluation of the firm’s recommendations.3. Provide construction management services as required during the project.4. Provide close-out warranty documents, and a project punch list.5. The Town desires all work to be completed in a way that does not interfere withregular Town Operations. This may mean second or third shift and/or weekendwork. The submitting firm will provide the name of a project manager who will serve as thesole point of contact regarding contractual matters, including payment of all contract costs and fees.PROPOSAL FORMAT / EVALUATION CRITERIAIn order to ensure a uniform review process and obtain maximum degree of compatibility, it isrequired that the proposals be organized in the manner specified below.1. Title page: The submitting firm should identify the RFP subject, the name of thecontractor, local address, telephone number, name and title of contact person anddate of submission.2. Table of Contents: Provide clear identification of the material by section and by pagenumber to include the scope of work and material specifications.3. Company History and Qualifications: Briefly describe your company’s history andany relevant experience for this project.4. References: List at least three (3) client references for whom similar work has beencompleted (see attached reference sheet).5. Costs: Describe the costs for the services, equipment, materials and installation.Describe the payment structure for the project, required deposits, progresspayments, etc. that you propose for the project work requested within this RFP.6. Subcontractors: Provide a list (including name, address, contract information andprincipal contact at each Subcontractor) of any subcontractors you will use inperforming the work for the Town.7.
