Purpose:
Clarifications and responses to outstanding bid questions and extension to bid opening.
The purpose of Addendum No. 2, is to give clarifications from the pre-bid Meeting Minutes issued on June 04, 2026, give
responses to all outstanding bid questions, and to provide a revised project documents.
Due to Addendum No. 2 being issued within 72 hours of the original bid opening date and time. The deadline to submit
sealed bids has been extended until 2:00 PM (CDT) on Friday, June 26, 2026.
The following are all clarifications and corrections needed to be given to the previously released pre bid meeting minutes
and project documents:
All revised documents included with Addendum No. 2 will replace the applicable documents previously issues.
The Pre bid-meeting minutes issued to all that requested bid documents should be considered Addendum No. 1
All references to the term “pre-quote” should be replaced with the term “pre-bid”.
Project has been revised from a base bid with 2 bid alternates into a two-phase project. Phase one will include the
base bid items while phase two will combine bid alternates 1 and 2 into a single phase. A revised copy of the
project drawings and unit price form are included in addendum No. 2.
A revised copy of the Louisiana Uniform Public Work Bid Form is provided. The updated copy shows that
Alternate bids one and two have been combined into a single alternate which will represent phase 2 of the project.
A revised copy of the Post-Bid Documents checklist is provided with Addendum No. 2. The revision is to clarify
contractors must provide verification of DBE certification (provide a completed verification of DBE certification
form for any DBE firms being claimed.
Advertisement & Instructions to bidders has been updated to show “building Construction and or Municipal and
Public works Construction license classifications. And the deadline to submit sealed bids has been extended to
2:00 PM (CDT) on Friday, June 26, 2026.
A revised copy of the “OPSB DBE Policy- Provisions and Procedures for all OPSB Solicitations: DBE Program”
has been included in this Addendum and should be used when completing the required bid documentation.
The following are questions given by contractors since the pre bid meeting notations were released:
1. If our company is certified DBE, could you clarify which documents from the post-bid submission list would be
required from us
Response: If the lowest Apparent Bidder is a certified DBE firm, they are still required to submit the required DBE
documentation identified within the solicitation, including but not limited to related addendum(s). Refer to the
revised Procurement Checklist reflecting the updated DBE requirements included with Addendum No. 2.

2. Bid documents currently request the contractor to have a “building construction” license to bid. Will the bidding
opportunity be extended to contractors that hold a “Municipal and Public Works” License.
Response: Contractors with a Municipal and Public Works License. Are also allowed to submit a bid to the
project.
3. Is the scope to repair the sewer manhole invert channel or to remove and replace.
Response: As read in Section 02 18 00 – MANHOLES and CLEAN-OUTS. “The work consists of Completely
removing an existing manhole invert channel/trough to its case and reinstalling and shaping the sewer manhole
invert channel/trough.
4. What is the daily liquidated damages on this project
Response: Liquidated damages are set at $250.00 per calendar day.
5. For Bonding, what are the number of original copies needed.
Response: For Bonding requirements please refer to the bid security and bonding requirements within the project
manual.
6. I remember someone at the walkthrough saying that previous bids were over budget. Do you have access to
those archived bids?
Response: Requests for prior bid records should be submitted through the NOLA Public Schools Public Records
Request Portal. (https://opsb.mycusthelp.com/WEBAPP/_rs/SupportHome.aspx)
7. is there a listed budget for this project?
Response: The project budget is not listed in the bidding documents.

Sealed bids will be received for the Orleans Parish School Board (OPSB) by the Procurement
Department, Room 5055, 2401 Westbend Parkway, New Orleans, Louisiana 70114, until 2:00 PM (CDT)
on Friday, June 26, 2026.
Bids will be publicly opened and read aloud at that time, and a tabulation will be made for consideration by
the Owner in awarding the Contract.
Bids received after the above-designated date and time will not be opened and will be rejected.
ANY PERSON REQUIRING SPECIAL ACCOMMODATIONS SHALL NOTIFY THE ORLEANS
PARISH SCHOOL BOARD OF THE TYPE(S) OF ACCOMMODATION REQUIRED NOT LESS THAN

All Bids must be accompanied by bid security equal to five percent (5%) of the sum of the Base Bid and all
Alternates, and must be in the form of a certified check, cashier's check or the Orleans Parish School Board
Bid Bond Form written by a surety company licensed to do business in Louisiana, signed by the surety's
agency or attorney-in-fact. Surety must be listed on the current U.S. Department of the Treasury Financial
Management Service list of approved bonding companies as approved for an amount equal to or greater than
the amount for which it obligates itself in the Bond, or must be a Louisiana domiciled insurance company
with at least an A - rating in the latest printing of the A.M. Best's Key Rating Guide. If surety qualifies by
virtue of its Best's listing, the amount of the Bond may not exceed ten percent of policyholders' surplus as
shown in the latest A.M. Best's Key Rating Guide. The Bid Bond shall be in favor of the Orleans Parish
School Board, and shall be accompanied by appropriate power of attorney. No Bid Bond indicating an
obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder shall be required to furnish a Performance Bond and a Payment Bond written by a
company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety
must be listed currently on the U. S. Department of Treasury Financial Management Service List (Treasury
List) as approved for an amount equal to or greater than the contract amount, or must be an insurance
company domiciled in Louisiana. If the Surety is not listed on the Treasury List, and has less than an “A-“
rating (as shown in the latest edition of A.M. Best’s Key Rating Guide) the maximum Contract amount for
which that Surety may provide a Bond is $500,000.00 (Five Hundred Thousand Dollars), or fifteen percent of

the Surety’s policyholders' surplus (as shown by Surety's most recent financial statements filed with the
Louisiana Department of Insurance), whichever is less. If the Surety is not listed on the Treasury List, and
has at least an “A”- rating or better (as shown in the latest edition of A.M. Best’s Key Rating Guide), the
maximum Contract amount for which that Surety may provide a Bond is fifteen percent of the Surety’s
policyholders' surplus (as shown by Surety's most recent financial statements filed with the Louisiana
Department of Insurance. The Bond shall be signed by the surety's agent or attorney-in-fact, and shall be in
favor of the Orleans Parish School Board.
A PRE-BID CONFERENCE WILL BE HELD
at 10:00 a.m. Thursday, June 4, 2026 at Abramson Sci Academy, 5552 Read Blvd. New
Orleans, LA 70127.
Attendance at this conference is NOT required but highly encouraged and Bidders are advised that they will
be required to state on the Bid Form that they are familiar with the Project site located at 5552 Read Blvd,
New Orleans, LA 70127.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification
of Building Construction and or Municipal and Public Works Construction. Bidder is required to
comply with provisions and requirements of LA R.S.38:2212 (A)(1)(a). No bid may be withdrawn for a
period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212
(B)(1), the provisions and requirements of this Section, those stated in the advertisement bids, and those
required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
NOTICE OF PUBLIC FUNDING:
Notice is hereby given that this Project is to be financed in whole or in part by federal or other funds which
will not be readily available at the time the Bids are received. As a result, pursuant to La. R.S. 38:2215, the
Owner is exempt from the requirement of acting to award the Contract or reject all Bids within forty-five (45)
calendar days of receipt of the Bids. Pursuant to this Statute, the Owner specifically reserves the right to hold
all Bids for greater than forty-five (45) calendar days.
The Orleans Parish School Board shall incur no obligation to the Contractor until the Contract Between
Owner and Contractor is fully executed.
INCORPORATION OF INSTRUCTIONS TO BIDDERS INTO ADVERTISEMENT FOR BIDS
The Instructions to Bidders contained in the Bid Documents (referenced above), and all requirements
contained therein, are incorporated into this Advertisement for Bids as if completely set forth herein.
