STATEMENT OF WORKA. BACKGROUNDThe East Bay Municipal Utility District (District or EBMUD) provides water service to much ofAlameda and Contra Costa counties, covering a 332-square-mile area from Crockett in the northto San Lorenzo and parts of Hayward in the south, and from San Francisco Bay eastwardthrough Oakland, Berkeley, Walnut Creek, and the San Ramon Valley. The District also operatesin also operates facilities in Amador, Calaveras, San Joaquin, and Sacramento counties. In 2018,the District adopted ductile iron pipe (DIP) as its standard pipeline material. Because DIP issusceptible to corrosion, it is essential to understand the corrosivity of soils within the servicearea to properly design and implement corrosion protection measures. The purpose of thiscontract is for the Proposer to collect and document in-situ soil and groundwater samples anddeliver them to District laboratories, where the District will analyze their corrosivity to supportpipeline cathodic protection design and recommendations. These environmental samplingservices are required throughout the District’s service area.B. SCOPE1. It is the intent of these specifications, terms, and conditions to describe in-situsoil and groundwater sample collection and laboratory delivery for the District tocharacterize soil and groundwater corrosivity for pipeline cathodic protectionrecommendations. These environmental sampling services are requiredthroughout the East Bay Municipal Utility District’s (District) service area andparts of Amador, Calaveras, San Joaquin, and Sacramento counties.2. The District intends to award a three-year contract (with two options to renewfor one-year terms) to the Proposer(s) who best meets the District’srequirements. Under this proposal, the District reserves the right to awardmultiple purchase orders for this service and add Proposers as needed orrequired.3. The District estimates the soil collection and corrosivity analysis of approximately200 soil samples per year, with about 2-15 samples collected per project location.It is estimated that groundwater will be encountered at 25 percent of the samplelocations. Actual quantity and frequency of requested service from any oneProposer may vary.4. Proposers meeting the qualifications outlined in Section C will be placed on anApproved Vendor List. The District may invite vendors from the Approved VendorList to submit proposals for individual projects as needed.5. The District will award jobs on a case-by-case basis, evaluating proposed costsand vendor availability. Project specific proposals shall be submitted within fiveRFP NO. CORR-25-01Page 3Corrosive Soil Sampling Program, RFP No. CORR-25-01business days and shall include estimated costs (in accordance with RFP bid rates)and an estimated schedule (based on the Proposer’s available resources andcurrent commitments). Should the proposed schedule fail to meet the District’srequirements, the District reserves the right to solicit a proposal from anotherProposer. Upon acceptance of a satisfactory schedule, the District will issue awritten authorization to proceed.C. PROPOSER QUALIFICATIONS1. Proposer Minimum Qualificationsa. Proposer, Proposer’s principal, or Proposer’s staff shall have beenregularly engaged in the business of providing soil and groundwatersample collection for a minimum of ten years.b. Proposer shall possess or obtain all permits, licenses, insurance andprofessional credentials necessary to perform services as specified underthis RFP.c. If the Proposer is planning to team up with subcontractors orsubconsultants to provide work for this RFP, the Proposer shall identifyteam members and their roles in the proposal. Any subcontractors orsubconsultants shall have been regularly engaged in the business forwhich they are being retained (e.g., traffic control, soil and groundwatersample collection) for a minimum of ten years.D. SPECIFIC REQUIREMENTS1. Upon District identifying project location for soil sample collection, Proposer willbe notified of project location(s), number of sample(s), sample location(s) anddepth(s). Proposer will be provided with project-specific chain of custody forms.See Exhibit F for example chain of custody forms.2. Proposer shall secure all necessary permits. If the permitting agency is imposingadditional conditions or fees which are greater than standard, the Proposer mustnotify District representative prior to agreeing to the additional conditions andthe payment of fees.3. Proposer shall sample hole by hand auger.a. Collection by hydro excavation is not permitted.b. Precautions shall be taken to prevent contamination of soil sample duringsample retrieval.RFP NO. CORR-25-01Page 4Corrosive Soil Sampling Program, RFP No. CORR-25-01c. Use of mechanical equipment is prohibited for the first 8 feet of soilsampling. Exceptions to this requirement may only be made with priorwritten authorization from the District.d. Proposer may utilize mechanical equipment to penetrate paved surfacesas necessary to access underlying soil.4. Proposer shall collect soil sample(s) for analysis, as follows:a. Collect two 1-gallon bag soil samples at each location. Place samples insealed District-provided plastic bags.b. Soil sample shall be a composite sample taken from 3-feet to 8-feet belowgrade. In some cases, deeper samples (up to 10-feet) may be required. If adeeper sample is required, additional pricing will apply (as specified onProposal Form).c. If groundwater is encountered at sample depths, collect two 125-ml plasticbottles of groundwater for chloride testing. Plastic bottles shall be District-provided.d. All samples must be labeled with the sample ID, project title, samplingdate and time, sampling depth, and the sampler’s name.e. Complete the chain of custody form(s).f. Maintain, handle, and store samples in a manner meeting requirements oftesting to be performed.i. Soil samples to be kept at or below 4 °C.ii. Groundwater samples to be kept at or below 4 °C.5. Proposer shall backfill and restore the site.a. Backfill all holes meeting local agency’s or City’s requirements.b. Perform pavement restoration upon completion of meeting local agency’sor city’s permit conditions.6. Proposer shall deliver the samples to appropriate EBMUD laboratories within 24hours of sampling:a.
