Public Invitation to Bid
Sussex County EMS is seeking proposals for the purchase of 51 Video Laryngoscopy Cameras for the Sussex
County Emergency Medical Services Department. The deadline for submittal of one original bid along with
one complete copy is 3:00 EST on Wednesday, July 1st, 2026, at 21911 Rudder Ln. Georgetown, DE 19947.
Bids received after this time will not be accepted. Faxed and/or emailed bids will not be accepted. Bids
should be clearly marked “SCEMS Video Laryngoscopy RFP” and mailed or delivered to:

Bids are being sought from vendors to supply the following:
51 Portable Video Laryngoscopes
Price for each adult size disposable laryngoscope blade given a minimum order quantity of 200.
Price for each adult size disposable laryngoscope blade given a minimum order quantity of 300.
Price for each pediatric disposable laryngoscope blade given a minimum order quantity of 90.
Professional paramedic training on how to use the device and associated computer/phone
application Training will be held at Sussex County EMS from 0830-1630 on September 8th, 15th,
22nd, and 29th, 2026. Each training will have about 25-30 participants and should include didactic
and hands-on clinical education. This training should be in-person and taught by a team of clinical
educators. The training curriculum shall be pre-approved by the SCEMS clinical education team.
Sussex County EMS has determined that in order to obtain the most advantageous contract for video
laryngoscopes, factors beyond price will be taken into consideration. The criteria for selection shall include:
Price
Size, weight and fit of the proposed device
Compliance of RFP Specifications
Delivery schedule
Performance review from the Sussex County Paramedics who have evaluated or utilized video
laryngoscopes
The award shall be made in writing to the respondent(s) determined to be the most advantageous to
Sussex County EMS taking into account the evaluation criteria set forth in the RFP. No other factors or
criteria will be used in the evaluation.

The request for proposals may be obtained by visiting Sussex County’s website
http://www.sussexcountyde.gov/legal-notices/bids. Questions shall be directed to Kristen McAfee B.S.
NRP at 302-620-9542 or kristen.mcafee@sussexcountyde.gov. If necessary, an addendum will be issued
to address questions received.
A formal pre-bid will not be held.
Interested parties must submit two (2) written proposals to Sussex County EMS Attn: Kristen McAfee,
Manager of Logistics, Public Safety Administration Building, 21911 Rudder Ln. Georgetown, DE 19947, by
3:00 p.m. EST on July 1st, 2026, at which time the proposals will be publicly opened and only the name of
each respondent will be read aloud and recorded. All other information shall remain confidential. To be
considered, price proposals must be submitted in writing and respond to the items outlined in this
Request for Proposals (RFP). The award shall be made to the responsible respondent whose proposal is
determined to be the most advantageous to Sussex County EMS.
In its sole discretion, Sussex County Government reserves the right to extend the time and place for
opening bids from that described in the advertisement by providing no less than two (2) calendar days’
notice, by posting an addendum on the Sussex County website.
Intent of this Request for Proposal
This Request for Proposal (RFP) is intended to provide vendors with a common, uniform specification to
assist them in the development of their proposal and provide a uniform method for the County to fairly
evaluate such proposals and subsequently select a vendor from which to purchase video laryngoscopes.
The following specification describes a new video laryngoscope that is expected to be acquired by the
County. Please note that the following specifications represent minimum general terms or requirements.
While it is not the intent of this purchaser to prevent any qualified respondent from submitting a proposal,
it must be clear that any respondent deviating in any substantial manner from these specifications will be
rejected as being non-compliant
In responding to this RFP, vendors should follow the prescribed format and use the forms included, thus
providing Sussex County with data that is easily compared with data submitted by other vendors to fairly
and objectively evaluate the proposal.
Sussex County assumes no responsibility for conclusion or interpretations derived from the information
presented in this RFP or otherwise distributed or made available during this procurement process. In
addition, the County will not be bound by or be responsible for any explanation, interpretation or
conclusions of the RFP or any documents provided by the Bidding Agency other than those given in writing
by the County through the issuance of Addenda. In no event may a vendor rely on any oral statement by
the County or its agents, advisors or consultants. It is the full responsibility of the vendor to thoroughly
investigate the needs, requirements of County not necessarily assumed in this RFP and to submit a
completed proposal accordingly.

Instructions for Respondents
Each written proposal must be submitted in a sealed envelope, addressed to Sussex County EMS, Attn:
Mrs. Kristen McAfee, Manager of Logistics, Sussex County Public Safety Administration Building, 21911
Rudder Ln. Georgetown, DE 19947. Each sealed envelope containing a proposal must be plainly marked
on the outside as “Video Laryngoscope RFP” and bear the name and address of the respondent. If sent by
mail, the sealed envelope should be sent by certified mail and be indicated as received on the certified
receipt prior to the Bid Opening. Late bids will not be accepted. Sussex County may extend the time and
place for opening of bids from that described in the advertisement, by providing not less than two (2)
calendar days’ notice, by posting an Addendum on the Sussex County website and by providing notice
thereof by certified delivery, or other electronic means such as email, to those potential respondents who
obtained copies of the Request for Proposals and provided notice thereof to Kristen McAfee at the email
address provided herein.
Sussex County reserves the right to reject any and all proposals, waive informalities in proposals received,
except with respect to the date, time, and place of submission, cancel this RFP in whole or in part, reissue
this RFP, and accept or reject items in proposals received. If this RFP is cancelled in whole or in part before
proposals are opened, all respondents shall receive notice of the cancellation and all proposals received
shall be returned unopened to the respective respondents.

Indemnification
Any exception to the provisions in these specifications must be marked in the body of this document and
itemized on a separate attached page(s) titled EXCEPTIONS. Referenced by section and paragraph, a
detailed explanation of the exception shall be provided along with by the respondent’s alternative
proposal. Proposals not following this format shall not be considered. NO EXCEPTIONS TO THIS SECTION.
The respondent shall indemnify and hold harmless the County from any and all claims, liability, losses, and
causes of actions which may arise out of the fulfillment of this agreement. The Respondent shall indemnify
and hold harmless against any and all claims and losses of any nature whatsoever arising in connection
therewith, shall defend all suits, in the name of the County when applicable, and shall pay all costs and
judgments which may ensue thereafter. Failure to deliver any part of the order to the terms required may
be considered by the respondent as a breach of contract. In such case, video laryngoscopes and equipment
