The deadline for submittal of one original bid along withone complete copy is 3:00 EST on Wednesday, July 1st, 2026, at 21911 Rudder Ln. Georgetown, DE 19947.Bids received after this time will not be accepted. Faxed and/or emailed bids will not be accepted. Bidsshould be clearly marked “SCEMS Video Laryngoscopy RFP” and mailed or delivered to:Sussex County EMSAttn: Kristen McAfee, Manager of LogisticsPublic Safety Administration Building21911 Rudder Ln.Georgetown, DE 19947Bids are being sought from vendors to supply the following:• 51 Portable Video Laryngoscopes• Price for each adult size disposable laryngoscope blade given a minimum order quantity of 200.• Price for each adult size disposable laryngoscope blade given a minimum order quantity of 300.• Price for each pediatric disposable laryngoscope blade given a minimum order quantity of 90.• Professional paramedic training on how to use the device and associated computer/phoneapplication Training will be held at Sussex County EMS from 0830-1630 on September 8th, 15th,22nd, and 29th, 2026. Each training will have about 25-30 participants and should include didacticand hands-on clinical education. This training should be in-person and taught by a team of clinicaleducators. The training curriculum shall be pre-approved by the SCEMS clinical education team.Sussex County EMS has determined that in order to obtain the most advantageous contract for videolaryngoscopes, factors beyond price will be taken into consideration. The criteria for selection shall include:• Price• Size, weight and fit of the proposed device• Compliance of RFP Specifications• Delivery schedule• Performance review from the Sussex County Paramedics who have evaluated or utilized videolaryngoscopesThe award shall be made in writing to the respondent(s) determined to be the most advantageous toSussex County EMS taking into account the evaluation criteria set forth in the RFP. No other factors orcriteria will be used in the evaluation.3The request for proposals may be obtained by visiting Sussex County’s websitehttp://www.sussexcountyde.gov/legal-notices/bids. The award shall be made to the responsible respondent whose proposal isdetermined to be the most advantageous to Sussex County EMS.In its sole discretion, Sussex County Government reserves the right to extend the time and place foropening bids from that described in the advertisement by providing no less than two (2) calendar days’notice, by posting an addendum on the Sussex County website.Intent of this Request for ProposalThis Request for Proposal (RFP) is intended to provide vendors with a common, uniform specification toassist them in the development of their proposal and provide a uniform method for the County to fairlyevaluate such proposals and subsequently select a vendor from which to purchase video laryngoscopes.The following specification describes a new video laryngoscope that is expected to be acquired by theCounty. Please note that the following specifications represent minimum general terms or requirements.While it is not the intent of this purchaser to prevent any qualified respondent from submitting a proposal,it must be clear that any respondent deviating in any substantial manner from these specifications will berejected as being non-compliantIn responding to this RFP, vendors should follow the prescribed format and use the forms included, thusproviding Sussex County with data that is easily compared with data submitted by other vendors to fairlyand objectively evaluate the proposal.Sussex County assumes no responsibility for conclusion or interpretations derived from the informationpresented in this RFP or otherwise distributed or made available during this procurement process. Inaddition, the County will not be bound by or be responsible for any explanation, interpretation orconclusions of the RFP or any documents provided by the Bidding Agency other than those given in writingby the County through the issuance of Addenda. In no event may a vendor rely on any oral statement bythe County or its agents, advisors or consultants. It is the full responsibility of the vendor to thoroughlyinvestigate the needs, requirements of County not necessarily assumed in this RFP and to submit acompleted proposal accordingly.4Instructions for RespondentsEach written proposal must be submitted in a sealed envelope, addressed to Sussex County EMS, Attn:Mrs. Kristen McAfee, Manager of Logistics, Sussex County Public Safety Administration Building, 21911Rudder Ln. Georgetown, DE 19947. Each sealed envelope containing a proposal must be plainly markedon the outside as “Video Laryngoscope RFP” and bear the name and address of the respondent. If sent bymail, the sealed envelope should be sent by certified mail and be indicated as received on the certifiedreceipt prior to the Bid Opening. Late bids will not be accepted. Sussex County may extend the time andplace for opening of bids from that described in the advertisement, by providing not less than two (2)calendar days’ notice, by posting an Addendum on the Sussex County website and by providing noticethereof by certified delivery, or other electronic means such as email, to those potential respondents whoobtained copies of the Request for Proposals and provided notice thereof to Kristen McAfee at the emailaddress provided herein.Sussex County reserves the right to reject any and all proposals, waive informalities in proposals received,except with respect to the date, time, and place of submission, cancel this RFP in whole or in part, reissuethis RFP, and accept or reject items in proposals received. NO EXCEPTIONS TO THIS SECTION.The respondent shall indemnify and hold harmless the County from any and all claims, liability, losses, andcauses of actions which may arise out of the fulfillment of this agreement. The Respondent shall indemnifyand hold harmless against any and all claims and losses of any nature whatsoever arising in connectiontherewith, shall defend all suits, in the name of the County when applicable, and shall pay all costs andjudgments which may ensue thereafter.
