Submission of an RFP in response to this solicitation isacknowledgement and acceptance of these Rules and Regulations, and General Terms andConditions of Purchase, contained in Appendix B of this document.Page 3 of 292.0 Instructions and Notifications• All RFP documentation will be made available on the City of Pawtucket website athttp://www.purchasing.ri.gov/bidding/ExternalBidListing.aspx , Bidding Entity:Pawtucket.• Submission materials to be submitted in digital format through CaFÉhttps://artist.callforentry.org/festivals_unique_info.php?ID=16979• The City of Pawtucket will conduct the Public Art Application process online, with allmaterials submitted in digital format through CaFÉ. There is no charge to the artist forapplying or for submitting digital images.• If an artist wants to submit more than one sculpture piece for consideration, separate caféapplications (up to three (3)) must be completed.• The City reserves the right to issue multiple awards to one single or various artists• All questions and/or requests for additional information shall be submitted in writing andmy not be submitted orally. Requests may be submitted to Project Coordinator, JenniferKilsey (contact information above) no later than April 30th, 2026 at 4:00 PM. Any addendato this RFP will be made public and posted on the City of Pawtucket website at:http://www.purchasing.ri.gov/bidding/ExternalBidListing.aspx Bidding Entity:Pawtucket.It is the artist’s responsibility to examine all specifications and conditionsoutlined in this RFP thoroughly, and comply fully with specifications and all attached termsand conditions. Artists must comply with all Federal, State, and City laws, ordinances andregulations, and meet any and all registration requirements where required for contractorsas set forth by the State of Rhode Island. Failure to make a complete submission asdescribed herein may result in a rejection of the proposal.• All costs associated with developing or submitting a proposal in response to this Request, orto provide written clarification of its content shall be borne by the bidder. The City ofPawtucket assumes no responsibility for these costs.• A submittal may be withdrawn by written request to the City of Pawtucket by the artistprior to the stated submission deadline.• Prior to the proposal deadline established for this RFP, changes may be made to a proposalalready received by the City of Pawtucket if that artist makes a request to the ProjectCoordinator, in writing, to do so. No changes to an artist’s submission shall be madefollowing the deadline for submission.• Artists are advised that all materials submitted to the City of Pawtucket for consideration inresponse to this RFP shall be considered to be public records as defined in Title 38 Chapter2 of the Rhode Island General Laws, without exception, and may be released for inspectionimmediately upon request once an award has been made.• This RFP is open to all artists over the age of eighteen (18) based in Rhode Island,Massachusetts, and Connecticut.• The City of Pawtucket reserves the right to not move forward with the Riverwalk SculpturePark Project Scope of Work and/or rebid this RFP if it deems that received bids are notadequate and/or qualified.Page 4 of 293.0 Project OverviewThe City of Pawtucket, RI invites artists to submit existing sculptures to be considered for purchaseto be sited in the Riverwalk Sculpture Park along the Seekonk River. Sculptures will be temporarilylocated in Slater Park while the Riverwalk is under construction. This call is limited to artists basedin Connecticut, Massachusetts and Rhode Island. This initial call for art is made possible by a grantfrom Rhode Island Commerce.Pawtucket prides itself as “The City of the Arts” and is committed to transparency when selectingpublic art projects, and always maintaining fair compensation for public art services provided. Thegoal of the 2026 Riverwalk Sculpture Park is to continue the City’s mission to make the arts freeand accessible to everyone and reflects community, diversity, and the vitality that has definedPawtucket. We also desire to include resident input in the design and delivery of this mural project.Application RequirementsAll applications must be submitted through CaFÉ.https://artist.callforentry.org/festivals_unique_info.php?ID=16979.Artists may submit up to three sculptures for consideration. Your application should include thefollowing:Statement of InterestPlease include an Artist Statement. Your statement should share information about you as an artistand the inspiration behind each sculpture you’re submitting.ResumeDescribe your experience as a sculptor. Include your training, exhibitions, and locations of publicart projects.Images of WorkArtists must submit photos of their own original sculptures. Images should accurately reflect theartwork’s current condition. Please submit no more than three (3) images per piece with multipleviews of 3 dimensional pieces preferred.Page 5 of 29
