RFP NO. 112125Request for ProposalCarteret County GovernmentHealth Department Flooring ReplacementIssued: November 21, 2025Submission Deadline: December 15, 2025 by 10:00 AM, EST.Carteret County Government Health Department Flooring Replacement RFP1RFP NO. 112125CARTERET COUNTY PUBLIC BUILDINGSPhone: 252-648-7877REQUEST FOR PROPOSALDate:11/21/2025To:Interested ContractorsProject Name:Health Department Flooring ReplacementScope of Work:Carteret County Government is seeking competitive proposals to replace sections of flooring at the Health Department facilitylocated 3820 Bridges Street, Morehead City, NC 28557.The Contractor shall abide by the details and shall refer to the associated diagrams in addition to the scope of work specifiedwithin the documents provided below.General Scope of Work• The Contractor shall remove and dispose the identified existing flooring and cove base highlighted in Yellow on thediagram below.• Furnish and install Philadelphia Commercial LVT, Collection: Tecton, Style: Serra 00715, thirty-six-inch by thirty-six-inch (36” x 36”) heavy commercial luxury vinyl tiles, (or equivalent approved by the County) installed using the Ashlarmethod in accordance with the manufacture’s recommendations and instructions.• Furnish and install new four-inch (4”) black toed cove base in all areas receiving new flooring.• Furnish and install any necessary thresholds, with the color of the thresholds matching the cove base.• Any new flooring that needs to be cut shall be precise, leaving no gaps.• All preparation of the existing subflooring required for the installation shall be included and completed by theContractor.• The Contractor shall be responsible for moving all furniture and equipment, which shall be moved back in its originalplace before start of business.• Removal and installation of commodes shall be the Contractor’s responsibility. The Contractor shall furnish and installnew wax rings and hoses as required.Schedule• Work shall be performed in phases outside normal business hours or as dictated by the County POC.• The awarded Contractor shall submit a phased project schedule post award.• Interested Contractors shall contact the County POC below to schedule a site visit.Carteret County Government Health Department Flooring Replacement RFP2RFP NO. 112125Cleaning and Miscellaneous• The Contractor shall provide all necessary labor, materials, Safety Data Sheets (SDS), equipment, and a competentsupervisor to oversee and direct work as outlined in these documents.• Protect all surfaces, furniture and fixtures from dust and debris. All associated debris shall be cleaned and hauled offat the end of each working day. All cleaning equipment shall be provided by the Contractor.• Any damages caused by the Contractor shall be the Contractor’s responsibility to fix or replace at the County’sdiscretion.• All measurements and material quantities shall be verified by the Contractor.• All new materials are subject to approval by the County. If the Contractor proposes using material equivalent to thosespecified above, detailed submittals shall be included with the Contractor’s proposal for review and approval.• The awarded Contractor shall enter into a Contract with the County, adhering to the Terms and Conditions andAgreement for Services therein.• The Contractor shall obtain the required permits, if required, give all notices to the County POC (including a copy ofany permits), and comply with all laws, ordinances, codes, rules and regulations bearing on the conduct of the work.Permits shall be posted onsite at project location. Once theproposals are ranked by Carteret County Governments Committee and the qualified contractor is determined,Carteret County Government may conduct further negotiations, and/or request presentations to any or allcontractors. Carteret County Government reserves the right to accept or reject, in whole or in part, proposalsdirected to the best interest of the County.
