WHITEHALL TOWNSHIPNOTICE TO BIDDERSThe Township of Whitehall is accepting bids for the following project:BID #2026-02: “RE-BID - 2026 ADA HANDICAP RAMPS, CURB AND SIDEWALK IMPROVEMENTS, DESIGN BUILD”Sealed bids will be received at the Whitehall Township Municipal Building, 3219 MacArthur Road, Whitehall, PA 18052, byLenore Brazier, Purchasing Agent, or her designee, until 10:00 a.m., Local Time, on Wednesday, May 6, 2026, at which time they will beopened, in front of a Township Witness. Late bids will not be accepted.Bid security in the amount of ten percent (10%) of the bid price shall be submitted with the bid. Additional post-award bondingrequirements for this project include a Performance Bond, a Labor and Material Payment Bond and a Maintenance Bond.In general, the Project involves the 2026 Design and Construction of thirty-six (36) ADA Handicap Ramp Corners along four(4) Project Areas within Whitehall Township. 1) Arlington Knolls Section (21) ADA Ramps 2) Alberta Drive (8) ADA Ramps fromSunset Drive to Georgia Drive 3) Georgia Drive (3) ADA Ramps from Presidential Dr. to Locust Alley 4) Fullerton Section 8th St.(4) ADA Ramps from American Street to Jefferson Street. The Arlington Knolls Section (21) ADA Ramps must be completed byAugust 3, 2026, in order to allow sufficient time for Street Paving. The remaining sections must be completed by September 1,2026.The Contractor is also required to engage the services of a Professional Land Surveyor or Professional Engineer to Survey andDesign (36) ADA Ramps for construction compliance with current ADA Standards.This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amendedand supplemented, and reference is made to the prevailing minimum wage rates applicable to this project which have been promulgated bythe Secretary of Labor and Industry.Bidders shall have at least five (5) years past experience in ADA Ramps concrete curb and sidewalk work.The successful bidder is expected to be able to start work on or before June 8, 2026, and shall complete all work by September 1,2026. Liquidated damages of $250 per calendar day will be assessed to the Contractor for any HC Ramps that are not completed by theSeptember 1, 2026, completion date until its satisfactory completion.Bid Documents, including plans and specifications, may be obtained beginning immediately by sending an email to request a bidpacket to: bids@whitehalltwppa.gov, or by calling 610-437-5524 x 1165. Bid Packets are free of charge.Whitehall Township reserves the right to determine, in its sole discretion, whether any aspect of a bid satisfactorily meets the criteriaestablished in this Request for Bid, to accept either in whole or in part, any one bid or combination of bids, to waive or permit the curingof any immaterial defects informalities or irregularities in a bid as permitted by law, to reject any or all bids with or without cause, and totake any action which the Township deems appropriate.
