The City and County of Denver Department of Parks and Recreation (“DPR”) is seeking proposals from qualified contractors for restoration, ecological, and technical services on an on-call basis throughout the City. The awarded contractor(s) shall provide some or all of the following services as required for various City projects: landscape transformation; ecological restoration; natural resource planning and design; natural resources inventory, assessment, and monitoring; wildlife management; aquatic resource management; environmental site assessment and remediation; and/or landscape establishment project management. Preference will be given to contractor teams with multiple areas of expertise. Proposers have the option to bid on one, multiple/any combination of, or all Service Categories. The City anticipates awarding multiple contracts with a four (4) year term.

The Executive Director of Parks and Recreation reserves the right to terminate,suspend, modify the selection process; reject any or all submittals; modify the terms andconditions of this selection process; and/or waive any informalities, irregularities, or omissions inany submittals, as the City’s best interests may appear.Jolon Clark, Executive Director of Parks and RecreationRFP 2025: On-Call Restoration, Ecological and Technical ServicesPage 3 of 25SECTION 1 - Invitation to Submit a ProposalBy issuance of this Request for Proposals (“RFP”), the City and County of Denver (the “City”),acting through the Executive Director of Parks and Recreation (the “Executive Director”), invitesall qualified proposers to submit a proposal for on-call restoration, ecological and technicalservices.Proposers are expected to familiarize themselves with the details in connection with theproposed operations. Any person, firm, entity, joint venture, or corporation desiring to submit aproposal shall examine this RFP and shall judge for themselves their qualifications and all thecircumstances and conditions affecting their proposal. Failure on the part of any proposer tomake such thorough examination or to thoroughly investigate the conditions of the proposalshall not be grounds for a declaration that the successful proposer did not understand the RFP.Proposals shall be disqualified if the proposer is in default or past due under any previous orexisting agreement with the City, if any unresolved monetary claims by the City exist against theproposer, or if the proposer is unable to show evidence of their financial capabilities to executethe work of this contract.Should a proposer find a discrepancy or omission in this RFP, or should a proposer be in doubtas to the meaning of any provision of this RFP, the proposer should promptly notify theDesignated Contact in writing, and any necessary clarifications or addenda will be provided inwriting. TheExecutive Director will appoint a selection committee to evaluate the proposals. The selectioncommittee will recommend a finalist or finalists to the Executive Director who will decide on thesuccessful proposer and will approve the contract before submittal to the Denver City Counciland Mayor for ordinance or resolution approval, if applicable, and Mayoral signature of thecontract. GENERAL DESCRIPTION:The City and County of Denver Department of Parks and Recreation (“DPR”) is seeking proposalsfrom qualified contractors for restoration, ecological and technical services on an on-call basisthroughout the City.B. CONTRACT VALUE:The City anticipates awarding multiple contracts with a maximum compensation amount of$3,000,000 over a four (4) year term.C. ON-CALL WORK ISSUANCE:Projects will be assigned to awarded contractors on an on-call as-needed basis via Work Orders.DPR strives to ensure an equitable distribution of both number of projects and total fee dollarsbetween contractors within the on-call pool while preserving the City’s best interests in pricing,timely project completion, and quality of service. DPR reserves the right to request quotes frommultiple contractors, or from a single contractor based on the project size and complexity. Ingeneral, DPR anticipates assigning work to the on-call contractor who has sufficient fundingcapacity remaining on its contract, who can complete the work within the required schedule, andwho submitted the lowest bid price for the type of work to be performed. When specialty servicesor unique experience that may only be available from a single contractor are required, DPRreserves the right to select the most appropriate contractor for the project. The selected on-callcontractor will receive a Work Order specifying a scope of work and timing expectations for eachindividual project. Work Order pricing must match the rates set forth in the on-call contract. On-call contractors shall perform work in accordance with City rules and regulations.D.
