Graffiti Removal Services
City of Upland is seeking proposals from qualified companies for the performance of graffiti removal services as described in the Scope of Services. The Company will be responsible for performing the services in accordance with all applicable Federal, State, County and Local laws and regulations. The City anticipates selecting one company to provide these services on an as-needed basis. Proposals shall be submitted via PlanetBids before 5:00 p.m. on Friday, February 27, 2026. The Company will be responsiblefor performing the services in accordance with all applicable Federal, State, County and Local laws andregulations. The City anticipates selecting one company to provide these services on an as-needed basis.The City places a high value on exceptional customer service, meticulous attention to detail, and pride inpublic spaces. The selected Company is expected to share these values and to demonstrate a proactive,responsive, and professional approach to graffiti removal. The City expects the Company to treat all locationsas vital community assets, deserving of the utmost care and stewardship, in order to enhance the experiencefor residents, visitors, and businesses.2.IntentThe City intends to award a contract to the most qualified Company that will provide the best value to the Cityfor graffiti removal services based upon the specifications included in this RFP (see Exhibit A). The Cityreserves the right to reject all proposals and to waive minor irregularities, to accept any proposal or portionthereof, and to take all proposals under advisement for a period of ninety (90) days.The City reserves the right to issue a single contract, multiple contracts or to issue no contracts because ofthis RFP.3.BackgroundThe City is located approximately 35 miles east of Los Angeles in western San Bernardino County, covering15.6 square miles and is home to nearly 80,000 residents. In total, the City owns, manages and/or maintainsapproximately XX buildings or structures.The presence of graffiti is a reflection on the community and the neighborhood in which it is located. The Cityrecognizes that the first line of defense against graffiti is prevention, and prompt removal of graffiti is one ofthe most effective means to prevent its recurrence. Therefore, the City finds it most expedient to contract outthese services to a company whose core operations is graffiti abatement.4.Tentative Schedule of EventsIt is the goal of the City to select and retain a Company by March 23, 2026. The City reserves the right to request orobtain additional information about any and all submittals before making an award. The City also reserves theright to seek clarification from any Company about any statement in its proposal that the City finds ambiguous.-4-City of Upland RFP 26-0075.Instructions to Companies• Notice to CompaniesThe Companies shall be considered based on their best overall value to the City. The City Councilshall decide in its sole and absolute discretion whether to enter into a contract at all, even if thereare one or more qualified Companies. The City shall not be limited to awarding to the lowestresponsive Company, but instead shall be entitled to negotiate for the best overall value to theCity. The City may, but is not obligated to, conduct interviews with Companies.The City may automatically disqualify any proposal that does not meet the terms and conditionsset forth in this Section 5 - Instructions to Companies.• Irregular ProposalsUnauthorized conditions, limitations, or provisions attached to a proposal will render it irregularand may cause its rejection. The completed proposal forms shall be without interlineations,alterations, or erasures. Alternative proposals will not be considered unless specificallyrequested. No oral, telegraphic, or telephonic proposal, modification, or withdrawal will beconsidered.• Proposal ExpensesThe City shall not be liable to pay any cost incurred by any firm or persons in submitting a proposalin response to this solicitation.• Award of ContractIssuance of this RFP and receipt of proposals does not commit the City to award a contract. TheCity reserves the right to reject any or all proposals, to accept any proposal or portion thereof, towaive any irregularity, and to take the proposals under advisement for a period of ninety (90) days.The City Council shall decide in its sole and absolute discretion whether to enter into a contract atall, even if there are one or more qualified Companies. The City shall not be limited to awarding thelowest responsive Company but instead shall be entitled to negotiate for the best overall value tothe City. In no event will an award be made until all necessary investigations are made as to theresponsibility and qualifications of the Company to whom the award is contemplated. Allresponses to this solicitation shall become the property of the City and will be retained or disposedof accordingly.• Legal ResponsibilitiesAll proposals must be submitted, filed, made, and executed in accordance with State and Federallaws relating to proposals for contracts of this nature whether the same are expressly referred toherein or not. Any Company submitting a proposal shall by such action thereby agree to each andall the terms, conditions, provisions, and requirements set forth, contemplated, and referred to inthe scope of services and contract documents. All Companies shall also agree to full compliancetherewith.• Proprietary InformationThe Company shall identify those portions of their proposal that they deem to be confidential,proprietary information or trade secrets, and provide justification for why such materials shall notbe disclosed by the City. All materials the Company desires to remain confidential shall be clearlyindicated by stamping the pages on which such information appears, at the top and bottom thereofwith the word "Confidential."
