Roosevelt’s New Deal following the Great Depression. The Montgomery Housing Authority’s currentlyhas approximately 1,184 Public Housing (PH) units across multiple apartment complexes in the City ofMontgomery, AL. The Montgomery Housing Authority (MHA) administers over 3,000 HCV vouchers in Autauga,Elmore, and Montgomery Counties. MHA also provides Project-Based rental assistance where the rentalassistance is tied to a specific unit. In addition, MHA has several special purpose voucher programs including,Homeownership and Veterans Affairs Supportive Housing (VASH), Foster Youth Initiative, and EmergencyHousing Vouchers.PurposeThe Montgomery Housing Authority (MHA) is seeking qualified and licensed lodging providers (i.e hotels and/orshort-term rentals) to submit proposals for full-service lodging accommodation services on a temporary basisduring various intervals for elderly residents of one of Montgomery Housing Authority communities, namelyThe Terrace, located at 1301 Adams Ave., Montgomery, AL 36104.BackgroundThe Montgomery Housing Authority (MHA) manages a 90-unit, 7 floor, senior high-rise complex named TheTerrace, located at 1301 Adams Ave. MHA has recently awarded a contract to a General Contractor to provideplumbing renovation services for The Terrace. This requires residents to move temporary out of theirapartment into full-service lodging until repairs are completed. The residents will move one time, at variousintervals, throughout the duration of the project. The estimated duration of the project is approximately 8-12months but is subject to change.Method of SolicitationMHA is soliciting competitive proposals from qualified lodging providers with a documented record ofaccomplishments providing the required services. The lodging will be for elderly residents of one of MHA’s communities, namely The Terrace,located at 1301 Adams Ave., Montgomery, AL 36104.Lodging Requirements:• The Respondent must be able to “block off” an estimated 7 to 13 rooms per night, at various intervalsduring the project. There are 8 intervals or cycles in this project. MHA will provide the awardee withthe cycle schedule.• The Respondent must be willing to “lock in” rental rate for the duration of the contract/project. (Seeproposed fees form, attached hereinto as Exhibit B)• Accommodations must be ADA-complaint and consist of single and double occupancy.• Must be clean, safe, and fully functional (access to refrigerators, stoves, etc.)• Must have adequate parking to support tenant vehicles at no additional charge• Must have adequate lighting, security, and/or be a secure location (i.e fob entry)• Accommodations should be reasonably accessible to the Terrace, 1301 Adams Ave, Montgomery, AL36104 (within a 15-mile radius).• Accommodations should be reasonably accessible to public transportation (within a 1-to-2-mileradius).Amenities Requirements:• Complimentary Wi-Fi• Onsite or nearby laundry services• Workspace area in each room• Must include fully functioning refrigerators and stovesPART II – INSTRUCTIONS FOR SUBMITTING PROPOSALS2.1 Submission of ProposalsRespondents should submit one (1) original, one (1) hard copy and one (1) electronic device (flash drive) copyof their proposal. The mailed original submission shall be dated and signed by an authorized official of thecompany. Hard copy proposals must be submitted in a sealed envelope that shows the company’s name andaddress, and clearly written on the outside of the sealed envelope must be the words “Lodging AccommodationServices (RFP 2025-05) – Thursday, December 11, 2025, at 3:00 p.m. (CST)”. The electronic device must belabeled with the RFP number ‘RFP 2025-05’ and the company’s name and must be enclosed in the sealedenvelope with the hard copies. The electronic device proposal must contain the same information as requiredwith the original submissions and must be complied as a single document. Emailed submission will not beaccepted.Respondents may also submit their proposals electronically versus submitting hard copies, by visiting theHousing Agency Marketplace (Eprocurement) https://ha.internationaleprocurement.com. Respondents areencouraged to register prior to submission deadline. It is recommended that the Respondent submits its proposalin sufficient time to ensure acceptance. The Respondent will receive notification of acceptance of submission tothe Eprocurement marketplace. The Respondent mustenter the pricing as indicated on the site in order for their submission to be accepted. Emailed submissions willnot be accepted.Proposals received after the deadline date and time may be determined unacceptable. Refer to form HUD 5369-B, Section 6, regarding late submissions and withdrawals.All proposals must be submitted in accordance with the conditions and instructions provided herein and mustremain open for acceptance for one hundred and eighty (180) days from the due date. Proposals shoulddemonstrate detailed plans on how the Respondent intends to provide the required services in a manner that willresult in the successful and timely completion of the service(s). In addition, the proposal should demonstrate theRespondent’s capacity and readiness to perform the Scope of Services immediately upon execution of a contractwith MHA. Finally, the proposal should include evidence of the Respondent’s previous experience andqualifications, relative to the provision of such services.2.2 Interpretation/QuestionsDuring the period between issuance of this RFP and the proposal due date, no oral interpretation of the RFP’srequirements will be given to any prospective respondent. Requests for interpretation must be made, in writing,by the questions due date and time as indicated on the coversheet (first page) of the RFP and sent to: Email:sbrown@mhatoday.org.2.3 Addendum and Update Procedures for the RFPDuring the period of advertisement for this RFP, MHA may wish to amend, add to, or delete from, the contentsof this RFP. In such situations, MHA will issue an addendum to the RFP setting forth the nature of themodification(s). MHA will email (or send via regular postal mail or fax upon written request) any addenda toRespondents of this RFP solicitation. Interested parties may also view addenda on MHA’s websitewww.mhatoday.org or at the Housing Agency Marketplace at https://ha.internationaleprocurement.com. It shallbe the responsibility of each Respondent to ensure they have any/all additional addenda relative to this RFP.2.4 Proposal FormatAll proposals shall be submitted in 8 ½ x 11-inch format, preferably in three (3) ring binders. Larger size pagesor inserts may be used, provided they fold into 8 ½ x 11 inches. Inserts shall not be stapled together. All copiesof the submittal must be identical in content and organization. The format of the respondent’s proposal shouldbe structured the same as the format of the RFP. Proposals should be organized into sections and tabbed forease of review. Respondents must provide a comprehensive Table of Contents at the front of the proposal. Theproposal also must be organized in response to the Submission Requirements. The front cover of the proposalshould bear the name and number of the RFP, the date, and the Respondent’s name, address, phone numberand email address. The electronic submission should be organized in the same manner as the hard copy as onedocument.2.5 Submittal FormsProvided, as a part of the proposal, all required certifications and HUD forms, MHA forms, licenses and proof ofinsurance. All forms that require a signature or initials must bear an original initial or signature.2.6 Acceptance of Proposals-5-
