The City encompasses an area of over 17 square miles and is locatedless than 20 miles east of downtown Seattle. The City has three urban growth centers in Downtown,Overlake, and Marymoor, which are expected to grow significantly in the next 25 years. Today, the City hasabout 77,000 residents and 99,000 jobs and by 2050, it is expected to have 152,000 residents and 131,000jobs.Scope of WorkThe City of Redmond is interested in contracting for the semi-annual services of scheduled windowwashing. This includes cleaning of all interior and exterior windows and glass doors by hand, detailingcorners and edges, removal of cobwebs, cocoons and debris from building ledges, soffit and overhangs inthe general vicinity of the exterior windows and doors, wiping down all window, doorframes and interiorsills. Due to some physical restrictions, mobile equipment may be required for some exterior windows.Services will be performed twice per year, once in April and once in October. We encourage but do notmandate that efforts be made to use green cleaning products. All project work areas are to be left in cleancondition prior to final inspection and acceptance. This work is subject to the prevailing wage requirementsIFB 10893-26 – City-Wide Window WashingPage 1 of 10of the State of Washington. The complete Scope of Work for this project is included as Attachment A andthe Site Listing is included as Attachment B.Notice regarding site visits:If your staff visits the site to prepare proposals/reports, please stay on public streets. Do not enter privateproperty.Licenses and permits:Contractor is responsible for the cost of obtaining any necessary licenses or permits to perform this service.Equipment and supplies:Contractor will provide all personnel, mobile equipment, supplies and transportation necessary to performthese services.Working site conditions:Allowable working hours shall typically be 7am-4pm. Hours beyond this shall be coordinated with ProjectManager.Security Requirements:All non-backgrounded contractors needing access into the secure area of the Public Safety Building mustpass a name-based background check. The background check will be conducted by Police Records staffand in most cases will only take a few minutes. Individuals given access to the secure area of the PublicSafety Building must be accompanied by City personnel from Facilities or Public Safety at all times. All workto be scheduled with Project Manager at least thirty (30) days prior to allow for coordination of Citypersonnel.Subcontractors: Upon award, the selected Contractor shall provide the names of all subcontractors withwhom the Contractor will directly subcontract for performance of the work and the projected value of thatwork, subject to the provisions of the contract and RCW 39.06.020. The Contractor shall not substitute a listedsubcontractor without written permission of the City. If a listed subcontractor is unable to comply with anyrequirements of the contract, the Contractor may be required to replace the subcontractor with an acceptablesubcontractor.TermThis contract will be awarded for one (1) year, from May 1st, 2026 to April 30th, 2027. The City reserves theright to renew this contract for four (4) additional one-year renewal terms, for a potential maximum totalterm of five (5) years (Attachment C, Option for Renewal), provided that 1) Contractor is in compliance withthe terms and conditions of the contract and, 2) that the annual payment is cost-effective as determined bythe City, and 3) that sufficient funds have been appropriated by the City Council. The City reserves the rightto cancel this contract at any time, upon thirty (30) days written notice to the selected Contractor.IFB 10893-26 – City-Wide Window WashingPage 2 of 10The Contractor and any of its subcontractors will be required to pay, at a minimum, the applicableprevailing wage rates, in accordance with RCW 39.12. The prevailing wage rates which are in effect on thebid due date shall remain firm throughout the first twelve (12) months of the contract. The Contractor mayrequest an annual price adjustment, to recognize and follow the most recently promulgated increases inprevailing wages. Contractor shall notify the City in writing at least thirty (30) days prior to any proposedprice adjustment.Required Pre-Bid Meeting – Please RSVP9:00AM (PST) on Wednesday, March 25, 2026. A required pre-bid meeting to view each site will beheld at 9:00 AM on Wednesday February 25, 2026. All interested parties must register in advance so thatwe can plan accordingly. Please contact Katia Matuzova via email at kimatuzova@redmond.gov to RSVP.The meeting will begin outside the City’s Maintenance and Operations Center (MOC), located at 18080 NE76th St, Redmond WA 98052. From here, individuals will drive their own vehicles and meet briefly at eachlocation with the Project Manager. Location route and schedule to be sent participants prior to pre-bidmeeting. The City will not be offering a shuttle between sites.Bidders must attend a pre-bid meeting in order to submit a bid for this work. Please refer to the instructions shared in the online posting for this IFB onwww.redmond.gov/bids for step-by-step instructions for submitting a proposal.The City of Redmond must receive electronically submitted bids no later than said date and time.Responses received after such time will be returned unopened. By submitting a bid, respondentsacknowledge their satisfaction as to the size, scope and location of the work to be performed.Bid Requirements & FormatAll costs for developing responses to this IFB are the obligation of the bidder and are not chargeable to theCity. The bidder must bear all costs associated with the preparation of the bid and of any oral presentationrequested by the City. All responses will become property of the City and will not be returned. Bids mustinclude all information requested and meet all specifications and requirements outlined in this IFB. Bids willbe evaluated based upon the information submitted.A complete response will include the following:1. Bidders must complete and return Attachment C, Bid Submittal Sheet.a. Bids must include a list of references (including project name, contact name, and telephonenumber/email address) of at least three (3) customer operations of similar scope and size,current or completed within the last six (6) months. The City reserves the right to contactreferences without prior notification.b. Bids must include pricing for window washing at the referenced City locations.c. Bids must be made in the official name of the firm or individual under which business isconducted (showing official business address) and must be signed by a person dulyauthorized to legally bind the person, partnership, company, or corporation submitting theproposal.d. Bids must acknowledge that the successful bidder understands and agrees to obtain a City ofRedmond business license as a requirement for performing these services. A Redmondbusiness license is required prior to performing any work, and Contractor must maintain thebusiness license in good standing throughout the term of its agreement with the City. ARedmond business license application can be found at:http://www.redmond.gov/BusinessLicense.e. Bids must acknowledge the number of calendar days the bid shall be valid (the City’sminimum number of days is 60).IFB 10893-26 – City-Wide Window WashingPage 4 of 102. Bids must include a description of the equipment that will be used. Photo and/or video description ofthe equipment that will be used is encouraged but not required. This information may be included asa separate submittal with your bid.The City of Redmond is an active member of the King County Directors Association (KCDA) and severalother joint purchasing entities and would be eligible to seek access to any and all price considerations,terms and conditions outlined in master agreements formed by one of these agencies. If a proposal isbased on any of these pricing agreements/arrangements it shall be the responsibility of the bidder toidentify such. It is requested that the City be contacted prior to bid submission if beneficial pricing may beachieved by the City via access to an existing contract with one of these agencies.Selection & AwardThe City intends to award this contract to the bidder who provides the lowest responsible, responsive bidthat, in the opinion of the City, meets all specification criteria. Upon selection of a Contractor, the City willissue a purchase order to procure the identified labor and materials specified in Attachment A, Scope ofWork.During evaluation, the City may consider the following:• References – history of errors and omissions via reference checks• Ability to meet contract deadlines• Responsiveness to solicitation requirements• Compliance with statutes and rules relating to contracts or services• Proposed equipment• Strength and stability of the company• Prior Experience working with Law Enforcement Agencies or MunicipalitiesThe City reserves the right to reject any or all bids and to waive any irregularities or information in theevaluation process. The final decision is the sole decision of the City and respondents to this request haveno appeal rights or procedures guaranteed to them. The City reserves the right to conduct any necessaryinterviews before final award. The City has the option not to award a contract at the end of this process.Terms and ConditionsThe City reserves the right to amend terms of this IFB to circulate various addenda, or to withdraw the IFB atany time, regardless of how much time and effort firms may have spent on their responses.
