Addenda: 1
Release Date: 4/25/2025
Due Date: 6/4/2025
OverviewPost InformationPosted At:Fri, Apr 25, 2025 8:00 AMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryThe City of Thousand Oaks is seeking proposals from qualified vendors to provide comprehensive maintenance, inspection, repair services, and air quality testing for its boiler and heat loop systems located at the Hill Canyon Treatment Plant. The selected Service Provider will be responsible for ensuring the efficient operation, safety, and longevity of these critical heating systems through scheduled preventive maintenance, system diagnostics, and responsive repair services. Additionally, the scope of work includes conducting screen and source testing as required by the City's permit issued by the Ventura County Air Pollution Control District (VCAPCD) and generating detailed reports to ensure compliance with all regulatory requirements. This contract aims to minimize downtime, optimize energy efficiency, and maintain adherence to environmental and safety standards. Vendors with demonstrated expertise in boiler and heat loop maintenance, including regulatory compliance testing and reporting, are encouraged to submit proposals.
BackgroundThe City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members through district-based elections, with one member serving as Mayor on an annual basis.
The City's Hill Canyon Treatment Plant (HCTP) is located at 9600 Santa Rosa Road, Camarillo, CA 93012. HCTP is a modern advanced tertiary treatment plant, rated to treat up to 14 million gallons of wastewater per day.
The City's wastewater is generated from its domestic, commercial, and industrial customers. The water is treated to a tertiary level that is compliant with a wide variety of regulatory permits. By the time it is discharged into the creek, the water has undergone a process of screening, grit removal, clarification, aeration with nutrient removal, secondary clarification, multi-media filtration, and disinfection. The final effluent from the treatment plant is of high quality and is beneficially re-used for agricultural and landscaping irrigation.
HCTP, which discharges tertiary-treated effluent into a U.S. water body, operates under a National Pollution Discharge Elimination System (NPDES) permit issued by the California Regional Water Quality Control Board, which sets stringent effluent discharge standards. In addition to water quality regulations, HCTP is also subject to air quality regulations governed by the VCAPCD. As part of its permit compliance, the City must ensure that its boiler and heat loop systems undergo regular maintenance, as well as screen and source testing, to meet emissions standards. The selected Service Provider will be responsible for performing these required services and producing detailed reports to demonstrate compliance with all applicable regulations.
