Section 1401 et seq., as amended, and the Housing Authority Law of the Commonwealthof Pennsylvania, codified at 35 P.S. 1542 et seq., as amended. As such, the HACP is charged withproviding “affordable decent, safe and sanitary housing for low-income persons.”The HACP has approximately 300 employees and serves over 10,000 residents. The Authority,its partners, and subsidiaries operate approximately 4,000 units of rental housing, and through itsHousing Choice Voucher Program, fund housing assistance for the rental of more than 6,000 otherunits of privately owned housing.Major operational departments include Asset and Site Management, Facility Services, Occupancy,Housing Choice Voucher, and Modernization & Development. Major administrative departmentsinclude Legal, Finance, Information Technology, and Human Resources. Our public andcommunity relations departments are Community Affairs and Resident Self-Sufficiency. Alldepartments work together to achieve the goals of the Authority that are set by the Board ofCommissioners. Day-to-day decision-making rests with the Executive Director, who reports to theBoard of Commissioners on a regular basis.The Housing Authority of the City of Pittsburgh seeks proposals from persons or organizationsqualified to provide Professional ADA/UFAS Third Party Certification Services.The Authority is contemplating the award of a professional service contract, or contracts, for aninitial term of three (3) years with two (2), one (1) year extension options, for a total of five(5) years, in the form of the Contract (Attachment A) through this solicitation process. All proposals must bereceived at the above address no later than 10:00 a.m. on February 11, 2026, regardless of theselected delivery mechanism.4Housing Authority of the City of PittsburghRFP 750-03-26Professional ADA/UFAS Third-PartyCertification ServicesSECTION IISCOPE OF SERVICESThe selected firm(s) will be responsible, pursuant to Task Orders, to conduct a comprehensive, rigorous andthorough review and certify that all mobility and sensory accessible areas/units under review have been designedand constructed in full compliance with all of the requirements of HUD’s Section 504 regulations, Americanswith Disabilities Act Design Standards (ADA), and other applicable Fair Housing Act accessibility requirements.The certification shall include all accessible routes and non-housing programs. Whenever HACP determines aneed, it will request a Task Order proposal from the selected firm(s). The firm(s) shall provide all the servicesnegotiated under the Task Order.Once a Task Order Notice to Proceed is issued, the selected firm(s) or individual(s) shall be responsible forproviding accessibility support services, including, but not limited to: reviewing and providing comments onplans/specifications with detailed regulatory citations prior to construction, visiting the construction worksite andinspecting the work for compliance, taking photographs, and reviewing accessibility-related products or materials,providing sketches, providing drawings, responding to technical assistance phone calls and emails timely,attending meetings regarding compliance activities, assistance with programmatic accommodations, qualitycontrol of accessibility issues, inspections, interfacing with HUD and other regulatory entities, participating inconference calls with developers, contractors and HACP staff, making presentations and providing training onaccessibility compliance for HACP contractors and staff, compiling reports and responses on accessibility work(both hard copy and in electronic database form and hereinafter, the "504/Accessibility Certification Report")and issuing a stamped professional certification that the work was constructed in full compliance with therequirements of the Section 504 regulations or other applicable state or federal fair housing accessibility codesand regulations. The selected firm(s) will be responsible for reviewing the individual dwelling units andcommon areas, accessible routes, management offices, playgrounds, swimming pools, community spaces, andother areas serving those units for full compliance with Section 504, and where applicable the ADA and FairHousing Act Accessibility Guidelines.Reports (drawing reviews, site inspections, etc.) should be responded to within 7 days or sooner from the timewhen a task order is assigned to the Third-Party Certifier. If the report(s) are not returned within the 7-day timeframe, the delay may result in a penalty of 20% per item and the deduction would be reflected on the paymentregarding the corresponding invoice. Emails and general comments should also be responded to within 24 hoursor sooner from the time when an inquiry or email is made to the Third-Party Certifier. If the inquiry or email isnot returned within the 24-hour time frame, the delay may result in a penalty of 20% per item and the deductionwould be reflected on the payment regarding the corresponding invoice.If the construction work is not constructed in full compliance with the requirements of Section 504 regulations,the Section 504/Accessibility Report shall identify the deficiencies, the necessary remedial action(s) necessary tobring the construction work into full compliance with the Section 504 or applicable accessibility regulations. Theselected firm(s) is expected to review and comment on architectural/engineering plans prior to construction, tomonitor the new construction and rehabilitation of accessible units, and to timely respond to phone calls and emailinquiries regarding accessibility compliance issues in order to minimize non-compliance of the final products.The firm's employees areexpected to have any and all appropriate licenses, professional certifications, and maintain expertise on real timedevelopments in the field of disability compliance, particularly as it relates to federally subsidized housingincluding any changes in law, interpretations, regulations or guidance from HUD, DOJ, the Access Board,5
