Notice for RFQ
(Request for Qualifications)Request for Qualifications will be received by the Town Clerk of the Town of Guttenberg, in the County of Hudson, New Jersey, at the Town Clerk's Office in the Municipal Building, 6808 Park Avenue, Guttenberg, N.J. from Wednesday, February 4, 2026 till Tuesday, February 24, 2026 10:00 a.m. prevailing time for the following titles, in accordance with the Request for Qualifications now on file in the office of the Town Clerk, Municipal Building, 6808 Park Avenue, Guttenberg N.J., where same may be obtained during office hours from 9:00 a.m. to 3:00 p.m.:
Request for Qualifications:
All RFQs shall be submitted in sealed envelopes addressed to the Town Clerk of the Town of Guttenberg, the envelope shall have marked conspicuously on its face on the top right-hand side in letters not less than one inch the word “Request for Qualifications” followed immediately below those words in letters not less than one half inch high: “Request for Qualification of (insert whichever title you are submitting a response)” and underneath that “To be received on or before Tuesday, February 24, 2026.” and underneath that the time (“10:00 a.m.”) Qualification Statements will not be accepted by facsimile transmission or e-mail.
If RFQs are to be accepted by mail or courier, the RFQs must be placed in an outer envelope, which on the top right-hand side shall clearly designate in the same manner as set forth above, the same size and information. The inner envelope shall have specifically placed in the center the same information as set forth above and on the bottom left-hand side the name and address of the Respondent.
The burden is upon the Respondent to comply specifically with the directions in this “Notice for Request for Qualifications”. The Respondents are put on notice that because of precautions resulting from terrorist’s threats; packages may be opened if directed to the wrong office of the Town.
Any RFQ not delivered in the manner as set forth in this “Notice for Request for Qualifications” shall be declared void.
Qualification Statements are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq. Responders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 and all other requirements set forth in the Request for Qualifications.
A Respondent may submit supplemental information that it feels may be useful in evaluating its Qualification Statement. Respondents are encouraged to be clear, factual and concise in their presentation of information.
Respondents must submit an original and one (1) copy use white 8 1/2 x 11 paper. Qualification Statement to the designated contact person or designee:

THE TOWN OF GUTTENBERG (“TOWN”) REQUESTS QUALIFICATIONSFROM LAW FIRMS/ATTORNEYS INTERESTED IN SERVING AS“SPECIAL COUNSEL – REDEVELOPMENT” TO THE TOWN FORTHE PERIOD MARCH 1, 2026 TO DECEMBER 31, 2026IntroductionPursuant to the Fair and Open Process described under N.J.S.A. 19:44A-1, et sq., theTown seeks Requests for Qualifications (“RFQ”) from law firm/attorneys licensed to practicelaw in the State of New Jersey that wish to provide general counsel and litigation services asSpecial Counsel – Redevelopment to the Town as directed by the Town Attorney or otherappropriate Town official for the term of March 1, 2026 through December 31, 2026.All necessary documents can be downloaded from the official Guttenberg website,www.guttenbergnj.org. Copies of this standardized submission requirements and selectioncriteria are also on file and available from the Office of the Town Clerk.All candidates are required to comply with N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27et seq. as amended. (Affirmative Action). Each candidate shall submit proof of businessregistration with the New Jersey Division of Taxation (P.L. 2004, C.57) prior to the award ofcontract but preferably with their proposal.The successful firm must have significant experience in representing New Jerseymunicipalities in all aspects of municipal law. The successful firm will provide the Town withlegal guidance relating to, but not necessarily limited to:1. Legal research and/or advisory opinions as needed;2. Research and draft ordinances and/or resolutions;3. Represent the Town in litigation in federal and state courts and administrativeforums;4. Review and/or draft contacts, bid specifications and legal notices;5. Attend meetings of the Town Council upon request;6. Conduct programs on specified legal issues for appropriate elected officialsand/or Town employees upon request;7. Notify the Town of changes in municipal law or state regulations, as well asCourt decisions, that impact the operation of the Town; and8. Any other matters as directed by the Town.Professional Information and QualificationsEach interested firm shall submit the following information:1. Name of firm;2. Address of principal place of business and all attorneys or firm’s offices andcorresponding telephone and fax numbers. Please note specifically whichattorneys will be assigned to work with the Town;3. Areas of Practice;4. Description of firm’s attorney’s education, experience, qualifications, numberof years with the firm and a description of their experience with projects similarto those described above;5. Experience related to representation of public entities;6. Examples of your record of success representing public entities;7. The firm’s ability to provide the services in a timely fashion (including staffing,familiarity and location of key staffing);8. Cost details, including the hourly rates of each of the individuals who willperform the services and the time estimates for each individual, all expenses,and where appropriate, total cost of “not to exceed” amount. The Town will payno more than $150.00 per hour for attorney services;9. Business Registration Certificate (prior to contract award);10. Statement of Ownership Disclosure (form provided);11. Letter of Qualification (form provided);12. Letter of Intent (form provided);13. Non-Collusion Affidavit (form provided);14. Americans with Disabilities Act form (form provided);15. Affirmative Action Compliance Notice (form provided);16. Minority/Woman Business Enterprise form (form provided);17. Disclosure of Investment Activities in Iran form (form provided); and16. Any other information which the interested firm deems relevant.Section CriteriaThe Town reserves the right to award a contract or contracts to the vendor(s) asdetermined to be in the best interests of the Town based upon the selection criteria.The selection criteria used in awarding a contract or agreement for professionalservices as described herein shall include:1. Qualifications of the individuals who will perform the tasks and the amounts oftheir respective participation;2. Experience and references;3.
