The Kenton County Airport Board (“KCAB”) will receive bids for Concourse A Apron Reconstruction - Bid Package 2. The pavement surrounding Concourse A has reached the end of its service life. The pavement has become a maintenance burden and has caused operation challenges, such as emergency shutdowns for repairs. In 2025, we reconstructed Bid Package 1 of the Concourse A Apron Reconstruction program. This area included Taxilane R, Ramp Taxilanes 2N, 2C & 2S, Taxiway S and Gates A19 and A21. Bid Package 2 includes the remainder of the pavement surrounding Concourse A and is broken into (4) construction seasons. Also included is the reconstruction of the Delta Hangar ramp, which is of similar age to the pavement surrounding Concourse A.Submission Deadline: 02/05/2026 at 2 p.m. Eastern TimeSubmitting Organization: Kenton County Airport Board - Cincinnati/N. NOTICE TO BIDDERSPursuant to the provisions of KRS 424.260, the Kenton County Airport Board (Owner) will receivecompetitive sealed bids for the Concourse A Apron Reconstruction - Bid Package 2 project at theCincinnati/Northern Kentucky International Airport (Airport) located in Boone County, Kentucky (the“Project”). Bids will be received no later than 2:00 pm on Thursday, February 5, 2026. No bids will beaccepted after that time unless extended pursuant to an addendum issued by the Owner.This project, identified as Bid Package 2, involves the demolition, removal, and replacement of existingapron pavement, and the installation of new drainage systems, lighting, and other associated works.The goal is to enhance the operational efficiency and safety of the apron area, ensuring compliancewith all relevant aviation and construction standards. Select ConcourseA Apron Reconstruction - Bid Package 2 then click on Events RSVP and provide the name of theperson(s) attending.Bidders shall provide a Proposal Bond in an amount not less than 5% of the total main bid amount asspecified.In accordance with 49 CFR Part 26, bidders shall use good faith efforts to include DBE participation.Bidders must adhere to the provisions of: 49 CFR Part 30 – Foreign Trade Restrictions; 49 USC 50101- Buy American Preference; the Davis-Bacon Requirements; 49 CFR Part 29 – Certification RegardingDebarment and Suspension; drug-free workplace requirements, and all other federal grantrequirements included within the Bidding and Contract Documents.As a condition of a grant award, the Owner shall demonstrate that it complies with the provisions ofTitle VI of the Civil Rights Act of 1964 (42 U.S.C. §§ 2000d et seq) and implementing regulations (49CFR part 21) including amendments thereto, the Airport and Airway Improvement Act of 1982 (49U.S.C. § 47123), the Age Discrimination Act of 1975 (42 U.S.C. 6101 et seq.), Section 504 of theRehabilitation Act of 1973 (29 U.S.C. § 794 et seq.), the Americans with Disabilities Act of 1990 (42U.S.C. § 12101, et seq.), U.S. Department of Transportation and Federal Aviation Administration (FAA)Assurances, and other relevant civil rights statutes, regulations, or authorities, including anyamendments or updates thereto.This may include, as applicable, providing a current Title VI Program Plan to the FAA for approval, inthe format and according to the timeline required by the FAA, and other information about thecommunities that will be benefited and impacted by the project. A completed FAA Title VI Pre-GrantAward Checklist is required for every grant application, unless excused by the FAA. The SponsorOwner shall affirmatively ensure that when carrying out any project supported by this grant that itcomplies with all federal nondiscrimination and civil rights laws based on race, color, national origin,sex, creed, age, disability, genetic information, in consideration for federal financial assistance. TheDepartment’s and FAA’s Office of Civil Rights may provide resources and technical assistance torecipients to ensure full and sustainable compliance with Federal civil rights requirements. Failure to1comply with civil rights requirements will be considered a violation of the agreement or contract and besubject to any enforcement action as authorized by law.The Owner reserves the right to waive any informality or irregularity in any bid or bid guaranty, to rejectany or all bids, to award or refrain from awarding a contract for the work, and to negotiate with theapparent qualified responsible bidder to such extent as may be beneficial to the Owner.KENTON COUNTY AIRPORT BOARDBY: Lawrence J.
