All submittals must be compatible withMicrosoft Office 2007. PDF files are acceptable. Bidding will be done through a secure locked box. Proposers canonly view/submit their Bid and will not have access to any other Proposer’s submittals. The Proposer’s Bid maybe changed at the Proposer’s discretion until the due date and time have been reached at which time the Proposerwill no longer change or have access to the electronic bid submittal. The City will then open the Bids. Proposerswho are bidding for the first time are strongly encouraged to contact DemandStar by e-mailing questions toDemandStar at www.demandstar.com. All bids must be received by the date and time specified above, when theywill be opened, via computer, and publicly read aloud. The bid time shall be scrupulously observed. The Cityshall not be responsible for delays or internet outages caused by any occurrence. The City website does notaccommodate electronic responses to bids. It is suggested that you upload your response in adequate time to assure that it will post on the day priorto the closing date.1) INTRODUCTION/OVERVIEWA) Purpose/ObjectiveThe City of Mount Dora has issued this Request for Proposal (hereinafter, “RFP”), as a joint solicitationon behalf of the City, the Community Redevelopment Area (CRA) and the Northeast CommunityRedevelopment Area (Northeast CRA), with the sole purpose and intent of obtaining proposals frominterested and qualified firms offering to provide a “Classification and Compensation Study”, inaccordance with the specifications stated and/or attached herein/hereto. The City desires to contract withone successful proposer to provide the requested services for the City, CRA and Northeast CRA asapplicable. The successful proposer will hereinafter be referred to interchangeably as the “Proposer,Firm, Vendor or Consultant”.If awarded, a contract to provide these services will be effective on the date contract is approved by theCity of Mount Dora, City Council (herein after, the “Council”), signed by all required parties and filedwith the City Clerk.As is more fully explained in Section “6L” of this RFP, an award, if made, will be made to the bestoverall proposer(s) whose bid is most advantageous to the City, taking into consideration the evaluationfactors set forth in this RFP. The City will not use any other factors or criteria in the evaluation of theproposals received.B) BackgroundThe City serves an area of 12.51 square miles with a population of approximately 18,896. The City’sfiscal year begins on October 1st and ends on September 30th. The Finance Department maintains thefunds and accounts of the City. The Finance Department is responsible for the custody and accountingof funds of each department.RFP# 26-GS-006 CLASSIFICATION AND COMPENSATION STUDY3More detailed information on the government and its finances can be found in City of Mount Dora’sAnnual Comprehensive Financial Report (ACFR) for fiscal year 2024-2025 and in the City’s AnnualBudget for fiscal year 2025-2026. The City of Mount Dora is exempt from any and all state, local and federaltaxes.C) InquiriesDirect questions related to this RFP to Whitney Donovan, Purchasing Coordinator, and submit suchquestions in writing to: donovanw@mountdora.gov. Please include the page and paragraph number foreach question in order to ensure that questions asked are responded to correctly.Proposers must clearly understand that the only official answer or position of the City will be the onestated in writing from donovanw@mountdora.gov. All questions asked, along with the answers renderedwill be electronically distributed to firms registered for this solicitation and additionally posted on theCity website (www.mountdora.gov) and on DemandStar (www.demandstar.com).D) Method of Source SelectionThe City is using the Competitive Sealed Proposals methodology of source selection for thisprocurement, as authorized by Resolutions 2021-107 and 2024-36 (amendment) establishing andadopting the City Purchasing Policy. Each Proposals will be reviewed to determine if the Proposals isresponsive to the RFP. Proposals deemed to be non-responsive may be rejected without being evaluatedby the Selection Committee appointed by the city manager, which shall be comprised of a minimum ofthree (3) City employees. The committee will make a recommendation to the City Council who willmake the final selection(s). A responsive Proposal is one which has been signed and submitted by thespecified Proposals deadline, and has provided the information required to be submitted with theProposals. Poor formatting, poor documentation, incomplete or unclear information may be consideredsubstandard submissions and may adversely impact the evaluation of a Proposals. Respondents who failto comply with the required and/or desired elements of this RFP do so at their own risk.The City may, as it deems necessary, conduct discussions with responsible proposers determined to bein contention for being selected for award for the purpose of clarification to assure full understanding of,and responsiveness to solicitation requirements.E) Pre-Proposal ConferenceA pre-proposal conference is not applicable for this solicitation.A non-mandatory mandatory pre-proposal conference will be held on______,commencing promptly at ______, and will be held in the Council Chambers, 510 North BakerStreet, Mount Dora, Florida 32757.If this pre-bid conference is denoted as “mandatory”, prospective proposers must be present in order tosubmit a bid response.RFP# 26-GS-006 CLASSIFICATION AND COMPENSATION STUDY4F) Projected TimetableThe following projected timetable should be used as a working guide for planning purposes only. An award, if made, will be made to the best overall proposer whose responsive proposal ismost advantageous to the City, taking into consideration the evaluation factors set forth in this RFP. TheCity will not use any other factors or criteria in the evaluation of the proposals received.The City of Mount Dora is soliciting proposals from qualified consulting firms to conduct acomprehensive classification and compensation study of the City’s general (non-union and non-publicsafety) positions. The goal is to ensure the City’s pay structures, job descriptions, and benefits arecompetitive, equitable, and aligned with market practices in comparable Florida municipalities.The City employs approximately 230 full-time, 20 part-time employees, and 70 seasonal employeesacross a wide range of administrative, technical, clerical, and field service positions. The City provideshealth, dental, vision, life insurance, retirement programs, and leave benefits. The most recentclassification and pay study was completed in 2021.OBJECTIVEThe study should:• Review and update all job descriptions for accuracy, essential functions, and FLSA status.• Evaluate the current classification system and recommend improvements if needed.• Analyze the City’s compensation structure compared to similar Florida municipalities and otherappropriate labor markets.• Assess the City’s employee benefits relative to peer organizations.• Provide recommendations for adjustments to ensure internal equity and external competitiveness.RFP# 26-GS-006 CLASSIFICATION AND COMPENSATION STUDY5
