Bid Title: 2026 Pavement Marking
Category: County Highway Dept. Status: Open Description: The Board of Commissioners of Hancock County will receive bids for Pavement Traffic Markings at their office in the Hancock County Courthouse Annex, 111 American Legion Place, Greenfield, IN 46140 until 8:00 A.M. on the 16th day of December, 2025. Bids will be evaluated based upon inspection, testing, quality, workmanship, delivery and suitability for particular purpose. The bid will be awarded to the lowest responsible and responsive bidder, except that Hancock County retains the right to reject any or all bids when it is in the best interest of the county.
The specifications will be available beginning November 14, 2025 in the Hancock County Highway Department, 921 W. Osage, Greenfield, IN, or the county website.

PROPOSALThe Proposal shall consist of the completed Proposal Form and Bid Form 96. These formsmust be contained in a sealed envelope, which shall be properly marked on the outside toshow the name of the bidder, name of the work being bid upon, and the time when said bidsare scheduled to be opened.2. SIGNATURESEach proposal must be signed in ink by the person, member of the firm, or authorized officerof the corporation, making the proposal. The title, position, or character of the personsigning said proposal must be shown under said person's name.3. FILINGAll proposals shall be filed at the place and prior to the time set out herein.4. WITHDRAWAL OF PROPOSALNo bid may be withdrawn, altered, or qualified after the scheduled time for opening; and allbids shall remain in effect for (15) days.5. RIGHT TO REJECT BIDSThe County expressly reserves the right to reject any or all bids and to judge the characterand sufficiency of any samples of materials submitted or materials bid upon.6. AWARDThe County will, without unnecessary delay and at the earliest possible time, make the awardto the best Contractor. The Contractor's proposal is an offer and when this offer is accepted,the proposal and acceptance together shall constitute a valid contract to do the workcontemplated and shall operate, as against the Contractor, as a completed making of thecontract.7. PRICESPrices must always be stated in figures and shall be stated in words also where requested.All prices must be so distinctly expressed that there can be no doubt as to the meaning there-of. Illegible figures shall be just cause for rejection of any proposal.8. UNIT PRICESThe bids shall be submitted as unit prices as called for on ITEMIZED PROPOSAL FORMincluded in the proposal.9. ESTIMATED QUANTITIESThe estimated quantities shown on the Proposal Form are the engineer's estimates of thequantities required to complete the work. Said quantities are intended to be true andcorrect but are not guaranteed. If there is a difference between the quantities shown onthe Proposal Form and the quantities actually required to complete the work, the actualamount will be used as payment.10. PAYMENT AND PERFORMANCE BONDAfter award of the Bid, the successful bidder will be required to furnish a 100% Paymentand Performance Bond. These bonds are to guarantee the execution of the work inaccordance with the terms of the contract and to guarantee the payments for labor andmaterial in connection with the contract.11. QUALIFICATIONSPersons, firms, or corporation submitting quotations shall be prepared to demonstrate to thesatisfaction of the County that they have the proper facilities, expert workmen, necessarycapital, and experience to execute the contract in a proper manner. No Contractor will beconsidered responsible who has failed to carry out any contract entered into with the Countyor who has shown poor quality workmanship in the past.12. MOBILIZATIONThere is no direct payment for the first mobilization and demobilization, these costs shall beincluded in the price of other items.13. PAYMENTPayment is based on the unit price quantities actually completed. Payment will be made tothe contractor after submittal of invoice. Invoices will be paid on the following schedule: in-voice in by the 1st or 16th of the month, check will be cut within 4 weeks.14. CONTRACT TIME FOR COMPLETIONThe bidder's attention is directed to the fact that the work shall be arranged and prosecuted insuch a manner that the contract shall be completed by November 11, 2026.15. SUBLETTING OF CONTRACTThe Contractor shall not sublet, sell, transfer, assign or otherwise dispose of the contract orany portion thereof, nor of the work provided for herein, to any person, firm or corporationwithout the written consent of the County.16. INSURANCEPrior to commencing work, a certificate of insurance shall be filed with the County.Insurance requirements shall be that required by the current INDOT specifications section103.04. Take note that in section 103.04(e) that the named insured will be Hancock Countyc/o Hancock County Board of Commissioners, 111 American Legion Place, Suite 217,Greenfield, Indiana 46140. The payment for the Owners' and Contractors' ProtectiveLiability Insurance Premium will be included in the cost of the pay items and not as aseparate item.17. INDEMNIFICATIONThe Contractor shall indemnify, defend and hold harmless the Owner and his agents andemployees from and against all claims, damages, losses and expenses including costs andattorney fees arising out of or resulting from the performance of the work, provided thatany such claim, damage, loss, or expense (a) is attributable to bodily injury, sickness,disease or death, or to injury to or destruction of tangible property(other than the work onthe project) including the loss of use resulting therefrom, and (b) is caused in whole or inpart by any negligent act or indirectly employed by any of them or anyone for whose actsany of them may be liable, regardless of whether or not it is caused in part by a party
