LAKE OSWEGO, OREGONBid closing time: 2:00 p.m., local time, December 23, 2025
SCOPE OF WORK: : Construction of approximately 1,700 linear feet of concrete sidewalk and curb along Carman Drive, including four concrete curb ramps and the reconstruction of nine driveways. In addition, the project includes a new large flow-through stormwater planter and seven streetlights with poles. Another major component is a 100-foot-long retaining wall up to six feet tall. The work also includes tree removal, relocation of water meters, underground utilities, and the addition of a new catch basin and storm pipe.
COMPLETION: Substantial completion shall be July 31, 2026, and final completion shall be August 17, 2026.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.
HOW TO SUBMIT A BID: Bids shall be submitted by electronic means only and must be received up to the bid closing time. To submit electronic (PDF) bids, a bidder must accurately complete the required fields and upload bid forms at:

Once submitted, the bidder will receive an automated email confirmation. Bidder may also verify receipt by phone: 503.697.6510. Bids will not be accepted after the bid closing time. Bidders are encouraged to submit bids early.
Bidders must submit a bid security to the City along with their bid in an amount equal to ten percent.
BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, December 23, 2025. The bid opening will be accessible to the public online or telephone conference. Bidders and interested persons may attend the bid opening by viewing online and telephone conference. Interested bidders may attend by:

The City will investigate and determine the qualification of the apparent successful bidder as part of its evaluation of the responsive bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.
Because the City’s estimate of the contract value is $100,000 or greater, bidders must submit a First Tier Subcontractor Disclosure Form, provided in the bid documents, to the City no later than 4:00 pm local time on the date for the receipt of bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the bid.
QUESTIONS/CLARIFICATION: Questions about meaning or intent of the bid documents shall be submitted through the project bid site no later than seven days prior to bid closing time. Clarifications to the bidding documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
