REQUEST FOR PROPOSALS FOR

DESIGNATED AVIATION CHANNELING SERVICES (DACS)

WORK SUMMARY:

The City of Philadelphia (“City”), Department of Aviation (“Aviation”) seeks qualified

Applicants (“Applicant(s)”) to provide “Designated Aviation Channeling” (DAC) services

at Philadelphia International Airport (“PHL”) and Northeast Philadelphia Airport

(“PNE”), collectively the “Airport”. Qualified applicants must be certified and approved

by the Transportation Security Administration (TSA). The successful Applicant(s) shall

provide Services that include, but are not limited to, those specified in Section II(A)

PROPOSED COMPENSATION:

It is expected that the successful Applicant will be awarded a cost-plus, fixed-fee

contract(s). The maximum amount of the contract will be negotiated based on the

estimated hours, rates, overhead, profit and direct expenses.

No later than 5 pm Philadelphia Time on December 4, 2025 A complete proposal must be
