NOTICE TO BIDDERSPUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by Maple Shade Townshipfor the 2026 Equipment Purchase for Combo Jetter / Vac Truck & Camera Truck for Maple ShadeTownship , Burlington County, New Jersey.Advertisement notice shall appear in the project sponsor website.Bid forms, contracts and specifications are available by contacting Remington & Vernick Engineers.Contact shall be made by phone or by email to make bid purchase arrangements. At 856 795 9595 or bysubmitting RVEbidinterest@rve.com.In general, the work on this project consists of the supply of one (1) Combo Jetter / Vac Truck & CameraTruck for the Maple Shade Utilities Department, located at 432 W Park Avenue, NJ 08515.This contract is expected to be funded in part with funds from the New Jersey Department ofEnvironmental Protection and the New Jersey Environmental Infrastructure Trust and the successfulbidder must comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for the participation of smallbusiness enterprises owned and controlled by socially and economically disadvantaged individuals..Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of theirdepartments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tiercontract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9and 10.N.J.A.C. 7:22-3.17(a)24, 4.17(a)24, 6.17(a)24 and 7:22A-2.4(a) provide that a goal of not lessthan 10 percent be established for the award of contracts to small business concerns owned andcontrolled by one or more socially and economically disadvantaged individuals. The goal of 10percent applies to the total amount of all contracts for building, materials and equipment, orservices (including planning, design and building related activities) for a construction project.”“The project sponsor has identified that the SED utilization goal for this project is:10%.N.J.A.C. 7:22-9.3 (b)The 10 percent SED utilization requirement shall be accomplished by thefollowing:1. Bids shall be solicited on an unrestricted basis. The bid documents, however,shall include a statement to the effect that the successful bidder must fulfill theSED utilization requirements by subcontracting portions or the work to SEDs; or2. Contractors also have the option of establishing unrestricted biddingprocedures to fulfill the 10 percent SED utilization requirement for the projectN.J.A.C. 7:22-9.6 (a) Modified for operational purposes.All project sponsors, at least 10 days prior to public advertisement for bids, shall notify theNJDEP Office of Equal Opportunity and Public Contract Assistance via H2Loans, of the availabilityof opportunities for SEDs to provide services, to bid on unrestricted contracts or subcontracts, orto provide any other necessary purchase or procurementN.J.A.C. 7:22-9.7 requires project sponsors to adhere to specific advertisement criteria andduration. Specifically, relating to advertisement duration: In no case shall the advertisement forbids be published less than 30 days prior to the date fixed for receiving bids on the purchase orcontract.N.J.A.C. 7:22-9.7 (b) The advertisement for bids shall indicate that:“Awards will be made only to socially and economically disadvantaged business concerns thatare certified by the New Jersey Commerce, Economic Growth and Tourism Commission, the NewJersey Department of Transportation, the Port Authority of New York and New Jersey, NewJersey Transit or other agencies deemed appropriate by the Office as eligible minority businessesor female businesses.” “The invitation to bid is on an unrestricted basis whereby the successful biddermust fulfill the SED utilization requirements.” Instruction: The agencies specified in N.J.A.C. 7:22-9.13(a)8 will have a list of eligible SED firms and shall, upon request, provide them to the projectsponsor. The project sponsor shall, during the advertisement phase, provide copies of the list to allcontractors on unrestricted contracts.N.J.A.C. 7:22-9.10 Lowest bid resulting in payment of unreasonable priceA. If the contracting agency determines that the acceptance of the lowest responsible bid will resulteither in the payment of an unreasonable price or in a contract otherwise unacceptable pursuant tothe statutes and rules governing public contracts, the contracting agency shall reject all bids.B. Bidders and the office shall be notified of the rejection of all bids, the reasons for the rejection,and the contracting agency's intent to solicit bids for a second time.C. If the contracting agency determines a second time that the acceptance of the lowest responsiblebid will result either in the payment of an unreasonable price or in a contract otherwiseunacceptable pursuant to the statutes and rules governing public contracts, the contracting agencyshall reject all bids and notify the NJDEP Office of Equal Opportunity and Public ContractAssistance and, after receipt of the NJDEP Office of Equal Opportunity and Public ContractAssistance’s approval, shall amend the project plan accordingly.D. Bidders shall be notified of the cancellation, the reasons for the cancellation and the contractingagency's intent to resolicit bids on an unrestricted basis. SEDs may participate in the bidding onan unrestricted basis.In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, thecontractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9.Bid forms, contracts and specifications are available by contacting Remington & Vernick Engineers.Contact shall be made by phone or by email to make bid purchase arrangements. Should interested bidders not have the ability to handle electronic download sets, aset may be arranged to be sent overnight by calling 856-795-9595.NO BIDS ARE TO BE PICKED UP AT THE ENGINEER’S OFFICE OR AT THE MUNICIPALITYOFFICES.PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS.NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER’S OFFICE.Maple Shade Township reserves the right to consider the bids for sixty (60) days after the receipt thereof,and further reserves the right to reject any or all bids, either in whole or in part and also to waive anyinformality in any and make such awards or take action as may be in the best interest of Maple ShadeTownship accordance with applicable law.Bids must be on the bid form prepared by Remington & Vernick Engineers, in the manner designatedtherein and required by the specifications, must be enclosed in sealed envelopes bearing the name andaddress of the bidder on the outside and also bearing on the outside reference to the particular work bidupon. Said bids shall be addressed to Andrea T. McVeigh, Clerk.Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by thebidder as principal and having as surety thereon a surety company approved by Maple Shade Township inan amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Anysuch bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificateletter from a surety company stating that it will provide the bidder with the completion bond.The award of the contract shall be made subject to the necessary moneys to do the work being providedby the Maple Shade Township in a lawful manner. The contract to be executed by the successful bidderwill provide that it shall not become effective until the necessary moneys to do the work have beenprovided by Maple Shade Township in a lawful manner. The award shall further be subjected to thesecuring of necessary State, Federal or Local permits governing the work.Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27(Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americanswith Disabilities Act of 1990 (42 U.S.C. S12101, et seq.).The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2 and submit a DisclosureStatement listing stockholders with his bid.The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public WorksContractor Registration Act and he and any subcontractors must be registered in accordance with the act.The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof ofbusiness registration and submit proof of business registration for any named subcontractors inaccordance with the act.All contracts and subcontracts for construction or purchase of materials are subject to Section 3 ofthe Housing and Community Development Act of 1968 where to the greatest extent possible,opportunities for training and employment shall be given to lower income residents of the projectarea, and when possible contracts shall be awarded to business concerns owned by area residents.Small, Minority and Women’s Business Enterprises are encouraged to obtain specifications andcompete for the contracts assisted with Community Development Block Grant FundsBy Order of theMaple Shade TownshipDated: May 5th, 2026
