ADVERTISEMENT FOR REQUEST FOR PROPOSALS
Sealed proposals will be received by the Greene County Board of Commissioners
Department of Development until 12:00pm, March 31st, 2026 at which time the
proposals will be opened at their office, 61 Greene St., Xenia, OH 45385 for the
following program:
FY25 COMMUNITY HOUSING IMPACT & PRESERVATION PROGRAM AND
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
REHABILITATION SPECIALIST AND LEAD RISK ASSESSOR SERVICES TO ASSIST
WITH THE IMPLEMENTATION OF GRANT PROGRAM.
The instructions to proposers and proposal forms are on file and available at the
Greene County Department of Development, 61 Greene St., Xenia, OH 45385.
Copies of documents may be obtained at the above-mentioned address between
the hours of 7:30 a.m. - 4:00 p.m. or emailed at your request.
Proposals shall be submitted in sealed envelopes, properly identified with the
proposer’s name, proposal opening date, and a statement that it is a sealed
proposal covering the material or services for which the proposal is submitted.
Proposals shall be addressed to, Jackson Mescher, Greene County Department of
Development, 61 Greene St., Xenia, OH 45385.

Projects will be funded with federal funds from the Ohio Department of
Development - Community Services Division, Office of Community Enhancements,
Community Development Block Grant Program and HOME Funds. Each
proposer must ensure that all employees and applicants for employment are
not discriminated against because of race, color, religion, handicap, age, familial
status, sex or national origin.
The Greene County Commissioners Department of Development reserves
the right to award or reject any or all proposals, to waive any informalities or
irregularities in the proposals received or to accept any proposal which is deemed
most favorable to the County.

REQUEST FOR PROPOSAL/QUALIFICATIONSREHABILITATION SPECIALIST/LEAD RISK ASSESSORFor the Community Housing Improvement Program and CommunityDevelopment Block Grant ProgramCity of Xenia in partnership with Greene County, OhioIssued by Greene County Department of DevelopmentThe Greene County Board of Commissioners Department of Development intend to contract with aRehabilitation Specialist for a two-year term beginning in Program Year 2025 to assist in theimplementation of the, PY25 Community Development Block Grant Program, PY25 CommunityHousing and Improvement Program, and possibly any other grants secured by the office during this timeframe on behalf of the entire County.Scope of Work:The Rehabilitation specialist will be expected to render specific necessary technical advice, assistanceand other services.• Conduct property inspection to determine work to be done to bring the property to the State ofOhio Residential Rehabilitation Standards• Conduct Lead Risk Assessment and Clearance on the property• Assist the County in establishing a list of eligible contractors• Coordinate with the County on the units to be assisted• Maintain Lead Abatement License so lead assessment work specifications can be written (whenappropriate)• Prepare work specifications and cost analysis for all work to be done including those itemsidentified in the lead risk assessment (if required)• Complete and submit Tier II Environmental Forms, including Section 106 review• Review specifications with the homeowner and Program Manager• Conduct pre-bid walk through with the contractors and property owner• Revise work specifications when necessary• Reviews bids with homeowner and Program Manager• Conduct pre-construction meeting with the homeowner, contractor and Program Manager• Conduct interim inspections during the construction process• Review and submit contractor requests for payment to the Program Manager• Secure executed copies of the Lien Waiver and Warranty from contractor, as well as theHomeowner Satisfaction Statement, and provide to the Program Manager for files1Procurement:Proposals shall meet and address all Federal, Ohio and local procurement laws, regulations, policies andprocedures.This is the Procurement by Competitive Request for Proposal/Qualifications.The availability for the RFP/RFQ shall be publicized as follows:• Notice shall be published once a week for not less than two consecutive weeks preceding the dayof the opening of bids in a newspaper of general circulation within the county• Notice shall be posted by all electronic means, including positing on Greene County’s website• Notice will be sent to all entities who have requested to be notified• Sent to any agency who has had a prior relationship with the Department of DevelopmentProposals shall be submitted in sealed envelopes, properly identified with the proposer’s name, proposalopening date, and a statement that it is a sealed proposal covering the material or services for which theproposal is submittedSealed bid for: RFP/RFQ RehabilitationSpecialist/Lead AssessorProposer: ______________Bid Opening Date: _______________Proposals shall be submitted by 12:00PM, March 31, 2025 to:Jackson MescherEconomic Development Coordinator61 Greene St.Xenia, OH 45385Greene County Department of Development reserves the right to require any proposer to make an oralpresentation of their proposals. The Department reserves the right to contact and/or visit any or allreferences or clients or the main or secondary offices of the proposer as listed in the proposal.The original proposal must be submitted in hard copy. Faxed or emailed copies shall not suffice.The cover letter shall also state the amount of time required from notification to proceed (contractsigning) to start-up.These activities will be funded with federal funds from the Ohio Development Services Agency (ODSA)Community Development Block Grant Program, Community Housing Impact and Preservation Program(CHIP) and any other funding source secured by the Department.2Each bidder must insure that all employees and applicants for employment are not discriminated againstbecause of race, color, religion, handicap, age, familial status, sex or national origin.Proposals shall be accompanied by a cover letter on letterhead, signed by an officer of the proposingentity, which shall state that the information within the proposal is accurate and complete.Proposals shall include a per-unit cost for inspections and assessment duties. All inspection reports,assessments, monitoring, sampling and all other lead hazard abatement activities shall be based upon thestandards sets forth by the Ohio Department of Health and the Environmental Protection Agency.Proposals shall demonstrate that their entity is financially stable and well managed, fiscally andtechnically capable of providing the services required by Department of Development. Proposers shallprovide a brief history and description of the entity an annual report if one is available, and identify thelegal status of their entity.Proposals shall state if the entity has ever defaulted on a contract, if the entity has ever had a contractprematurely terminated, or if there are any legal actions currently against them or anticipated to beagainst them. The proposal shall describe the reasons for such actions.Proposals shall state if the proposer has initiated any legal actions against a post, current or potentialentity with whom it has, does or intended to provide services. The proposer shall describe the reasons forsuch actions.Proposals shall describe the qualifications of their entity, including the proposed project staffing,experience with similar projects, reference contacts, and all clients for the last 5 years.Proposals shall provide a resume/work history of key personnel to be assigned to this project.Proposals shall include all applicable copies of certifications and licensures applicable to the OhioAdministrative Code 3701-32 to perform required projects listed in the Scope of Work.Proposals shall include proof of Liability Insurance coverage of $1,000,000 for any single occurrenceand $2,000,000 in the aggregate.The contents of the RFP/RFQ shall not be altered or embellished by the proposer. The Department ofDevelopment may amend and correct the RFP/RFQ before proposals are due.The Department may consider proposed exceptions to the RFP/RFQ, in order to obtain better proposalsand services. Any proposed exceptions shall be accompanied by a plan and schedule showing why theproposer request those exceptions and how the proposer will accomplish the desired services. Allspecifications of the RFP/RFQ must be addressed and cost out. However, a proposer may also proposean alternative approach to the topic.No proposal shall be corrected or modified by the Proposer after it has been submitted to the Departmentof Development. The Department, in its review of proposals submitted, may elect to make corrections3for non-judgmental mistakes made by the proposer that the Department identifies in the proposalssubmitted. All such corrections shall be communicated to the proposer and the Department ofDevelopment will provide the opportunity for the proposer to ratify the non-judgmental mistakes that arecorrected by the Department. A proposer may withdraw their proposal any time prior to the award of thecontract.The Department reserves the right to reject any proposal in which the offeror takes exception to theterms and conditions of the request for proposals; fails to meet the terms and conditions of the requestfor proposals, including but not limited to, the standards, specifications, and requirements specified inthe request for proposals; or submits prices that the contracting authority considers to be excessive,compared to existing market conditions, or determines exceed the available funds of the contractingauthority.The Department reserves the right to reject, in whole or in part, any proposal that the Department ofDevelopment has determined, using the factors and criteria indicated would not be in the best interest ofthe County.All proposals submitted shall be held by the Department of Development in the strictest confidenceduring the pendency of the bid award process and any and all proposals shall not be considered publicrecord pursuant to Ohio Revised Code §149.43 [R.C. §307.862(B)(10)(b)(c)].The Department of Development shall evaluate and score all proposals that meet the specifications ofthe RFP/RFQ. Employees responsible for activities within the Department of shall evaluate eachproposal independently of each other. After each employee has scored the proposals, they shall meet toreview each other’s evaluations. They shall then rank the proposals from highest to lowest score.The Board of Commissioners may award a contract to the proposer whose proposal is determined to bethe lowest and best, taking into consideration the evaluation factors and criteria outlined above and setforth in the RFP/RFQ. The contracting authority may award a contract in whole or in part to one or moreproposers. The Department of Development shall include a written statement in the contract file statingthe basis on which the award is made.The contract document to be executed by the successful proposer shall constitute an offer by thesuccessful proposer to contract with the Greene County Board of Commissioners to provide servicesoutlined in the RFP/RFQ. The evaluation form is included for your review as well. In order toclaim the affirmative action points, the proposer must explain the basis of their eligibility.A. Individual Qualifications (30 points)a. Number of years company has been in businessb. Educational background of key personnelc. Public sector experience of key personnelB. Performance (45 points)a. Positive references from past employersb. Projects completed in timely manner and within budgetC. Past Performance for the Public Authority (10 points)a. An analysis of past services performed for the public authorityD. Affirmative Action (10 points)a. Affirmative action points may be awarded to small businesses or businesses owned orcontrolled by socially and/or economically disadvantaged groupsb. Small business is generally considered to be any business with less than 100 employeeswith an annual volume of less than $1 millionc. Minority owned business is any business where at least one or more disadvantagedgroups hold 51% of the ownershipd.
