Submissions of thedocuments can be completed by:Hand Deliver to Purchasing Dept., Bangor City Hall, 73 Harlow Street, Bangor, ME or US PostOffice addressed to 73 Harlow Street, Purchasing Department, Bangor, Maine 04401.A prebid meeting will be held on Tuesday, June 23, 2026 at 1:30 p.m. at the Bangor City Hall1st Floor Penobscot Conference Room, 73 Harlow Street, Bangor, Maine.Proposals will be publicly opened at the time stated above at the Bangor City Hall, in the PaulBunyan Room, 73 Harlow Street, Bangor Maine. A tabulation of all received proposals will beposted on the City’s website by 4:30 PM on the opening date. Visit www.bangormaine.gov/bidsfor results. The“Show Closed/Awarded/Cancelled Bids” box must be checked to see the proposal information.Bid security in the amount of 5% of the bid price will be required in the form of cash, a certifiedcheck or bid bond. All work shall be governed by State of Maine Department of Transportation,“Standard Specifications,” revision of March 2020, and “Standard Details,” revision of March2020. The right is reserved to reject any and all bids or to waive informalities or defects in bidsif it is deemed to be in the best interest of the City of Bangor. Basis of award of the Contract isdetermined by the lowest qualified bidder. TheProject is located along a portion of Odlin Road starting at Hammond Street andextending southerly 0.53 miles to VIP on Odlin Road, Bangor, Maine.Description of WorkThe work contemplated under the terms of this contract consists of the following generalitems of work:• Excavate existing material, place fill and new gravel where needed and pave with 2inches of 9.5mm HMA pavement(by others), as shown on the plans.• Provide new Pedestrian signals at Hammond/ Odlin Road.• Remove and reset or place new curbing as shown on the plans.• Provide new ADA compliant detectable warning fields and curb ramps.• Install new catch basins and stormdrain as shown on the plans.• Loam and seed and perform other work as shown on the plans, such as remove andrelocate signs.DefinitionsThe following terms or, in the case of Owner, Engineer, or Contractor, the singularpronouns used in their place, shall have the following meanings within the context of thisContract:Owner - The City of Bangor, Maine acting through its duly authorized representativesEngineer - The Bangor City Engineer or their duly authorized representativesContractor - The individual, firm, or corporation to whom the contract has been awardedwhether acting on their own or through subcontractors or employeesContract - The Contract shall be deemed to include the Notice to Contractor, Informationfor Bidders, the Bid Form, the Contract Agreement, the Specifications and Plans, anyaddenda which may be issued to any of theB-1PROJECT: MeDOT UPI 29456.01ODLIN ROAD SIDEWALK PROJECTforegoing, and all other provisions which may be required by law to be included in thiscontract whether actually included or not.Bid SecurityEach bidder must submit with their bid a certified check, bid bond or cash in the amountof 5% of their total bid price as their guarantee that the bidder will enter into the Contract,if awarded. Said check, bid bond, or cash will be returned to all except the two (2) lowestbidders immediately following the opening of bids, and the remaining sureties will bereturned after the Owner and Contractor have executed the Contract. If the Contract hasnot been awarded within thirty (30) days of the bid opening the surety will be returned atany time thereafter to any bidder who so requests, so long as they have not been notifiedof the acceptance of their bid.Withdrawal of BidsThe Owner may consider informal any bid not in accordance with the provisions hereofand may waive any informalities in, or reject, any or all bids. Any bidder may withdrawtheir bid prior to opening of the bids. Any bid received after the time and date specifiedwill not be considered. No bidder may withdraw their bid within 30 days after the actualbid opening.Bid SubmittedBids must be submitted on the prescribed form and all blank spaces must be filled in, inink, in both words and figures. The price quoted in the bid shall be for the total project,complete and shall include all labor, tools, materials, supplies, equipment, and all elsenecessary for or incidental thereto.Qualified BidderThe Owner may make such investigations as he may deem necessary to determine theability of any bidder or bidders to perform the work, and the bidder(s) shall furnish to theOwner all such information and data pertinent to this investigation as the Owner mayrequest. The Owner reserves the right to reject any bid after evidence submitted orinvestigation of the bidder fails to satisfy the Owner that such bidder is properly qualifiedto carry out the obligations of the Contract and to complete the work contemplatedtherein. Conditional bids will not be accepted.Basis of AwardThe Contract will be awarded to the Contractor submitting the lowest bid. In the casewhere the Contractor submitting the low bid is found to not be properly qualified to carryout the work, then the Contract will be awarded to the lowest qualified bidder.B-2
