All Bids must include all of the items and options described in the attached Specifications. All deliveries must comply with the Specifications. The Bidder is to supply a list of at least five (5) fire trucks built by the bidder for the purposes of reference checks as specified herein.
A mandatory information session and inspection shall be held at the Lincoln Fire Department Headquarters, 169 Lincoln Road, Lincoln, MA 01773 on 11/20/25. Bidders who cannot attend this session must request special arrangements for inspection no later than 11/13/25.
Bids for all items described in the Specifications are due no later than 12:00 PM on Wednesday, November 26, 2025, via delivery to Chief Brian Young, Fire Chief at Lincoln Fire Department, 169 Lincoln Road, Lincoln, MA 01773.

Download Available: www.lincolntown.org Qualifications: Bids will only be considered from companies that have been in the business of emergency apparatus manufacturing without interruption for a minimum period of no less than ten (10) years. Bids shall only be accepted from corporations registered to do business in this state. Bidders must submit a copy of a current "Certificate of Good Standing" from The Secretary of State. No contract or purchase order shall be awarded to any bidder not meeting this requirement.
Special Requirements: Due to the highly specialized nature of fire apparatus repair, emergency vehicle technicians (EVT's) employed by the bidder shall be in conformance with NFPA standards 1915 and 1071. The bidder shall employ E.V.T. and ASE certified personnel including a minimum of one (1) employee that carries a current "Master EVT/ASE" certification for fire apparatus. Proof of current certifications must be supplied with the bid. All painting shall be performed by ASE qualified painters who have been trained in the automotive paint system to be applied to the vehicle. Proof of current certifications must be supplied with the bid.
There shall be no exceptions to this requirement. Bids from organizations that do not meet these requirements shall be immediately rejected.
Miscellaneous: It is the intent of the department to ensure that parts and service are readily available for the apparatus specified. CONFIRMATION OF SERVICE CAPABILITIES WILL BE A MAJOR CRITERIA FOR AWARD OF THIS BID. To ensure proper service, no bid will be accepted unless the bidder has a facility within fifty (50) miles of the town of Lincoln, MA. The facility must provide access to parts and service for emergency vehicles. The facility must be staffed by full-time personnel who are properly trained and EVT certified in the operation and repair of fire apparatus, including the fire pump. In addition, the facility shall have access to the complete inventory including major pump parts, body components, electrical items, fire apparatus hardware, etc., and shall offer in-house services including pump overhaul, body fabrication, collision repair, and a paint shop complete with a cross flow booth with air makeup and bake options to ensure the highest quality paint finish available. The bidder must be able to conduct an on-site pump test at a suitable pump test station. Bids from companies who use third party service personnel, facilities, or who do not offer a service center will be immediately rejected.

TheTown reserves the right to waive any informality, to accept or reject, in whole or in part, any or all bids, and to takewhatever other action may be deemed to be in the best interest of the Town.The bidder shall include the following information with their bid:• Number of miles from the Town of Lincoln to the bidder's facility which must be owned and operated by thebidder (maximum 50 miles)• The number of truck service bays at the bidder's service facility (minimum 8 bays)• The length of time the bidder has been in the emergency vehicle manufacture and repair business (minimum10 years)• Details of body/collision repair, fabrication, paint booth, and pump test service facilities• Copies of EVT, ASE, and paint certificates.By submitting a bid, the Bidder agrees that its bid shall be good and may not be withdrawn for a period of 60 days,Saturdays, Sundays, and legal holidays excluded, after the due date for receipt of the bids.The Town will review all submissions and, within 60 days of bids being due, will award this contract to the lowestresponsive and responsible bidder who meets the qualifications of this document. Equipment must be delivered withinthe timeframe specified in the contract unless otherwise agreed. Per Massachusetts laws payment for goods can onlybe released once the equipment has been delivered and accepted.5. INTENT OF SPECIFICATIONSThese specifications cover minimum requirements as to the type of construction, finish, and tests to which the apparatusmust conform, together with certain details as to equipment and appliances to be furnished. Minor details ofconstruction, materials, where not otherwise specified, are left to the discretion of the contractor who shall conform toindustry standards along with applicable requirements of the current NFPA standards.6. EXCEPTIONSSubstitutions, deviations, clarifications, or exceptions to these specifications must be listed on a separate page marked"EXCEPTIONS" and must be accompanied by adequate data to allow the Fire Chief to determine acceptability. Proposalsthat are found to have deviations without listing them will be rejected.7.
