CMHA is headed by a President & CEO and is governed by a Board of Commissioners andis subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, “CFR”) and CMHA’sprocurement policy. The Agency was brought into existence by resolution of the State of Ohio’s Board ofHousing on May 8th, 1934. CMHA is a subdivision of the State of Ohio.Currently, the HA owns and/or manages: (a) 34 multi-family apartment complexes totaling 4,558 units; (b)eight senior complexes, totaling 714 units; and (c) seven Service Enriched complexes, totaling 410 units.The HA also administers approximately 13,500 Section 8 Housing Choice Vouchers and manages the HUDProject-Based Rental Assistance contracts covering 81,000 units in Ohio and Washington, D.C. through itssubsidiary, Assisted Housing Services Corporation. The HA currently has approximately 191 employees.In keeping with its mandate to provide efficient and effective services, the HA is now soliciting proposals fromqualified, licensed and insured entities to provide the services specified herein to the HA. If submitting aphysical paper copy is not required, respondents mayinstead submit one electronic response to the emailaddress provided in the solicitation.ANTICIPATED APPROVAL BY HA BOARD OF April 2026COMMISSIONERSThe Columbus Metropolitan Housing AuthorityPage 2REQUEST FOR PROPOSAL (RFP) 2026-002PLUMBING SERVICES1.0 HA’S RESERVATION OF RIGHTS:1.1 The HA reserves the right to reject any or all proposals, to waive any informality in theRFP process, or to terminate the RFP process at any time, if deemed by the HA to be inits best interests.1.2 The HA reserves the right not to award a contract pursuant to this RFP.1.3 The HA reserves the right to terminate a contract awarded pursuant to this RFP, at anytime for its convenience upon 30 days written notice to the successful proposer(s).1.4 The HA reserves the right to determine the days, hours and locations that the successfulproposer(s) shall provide the services called for in this RFP.1.5 The HA reserves the right to retain all proposals submitted and not permit withdrawal fora period of 60 days subsequent to the deadline for receiving proposals without the writtenconsent of the HA Contracting Officer (CO).1.6 The HA reserves the right to negotiate the fees proposed by the proposer entity.1.7 The HA reserves the right to reject and not consider any proposal that does not meet therequirements of this RFP, including but not necessarily limited to incomplete proposalsand/or proposals offering alternate or non-requested services.1.8 The HA reserves the right to solicit for any service where the ICE exceeds $2,000.00and award said service to company whose proposal/bid is lowest and best.1.9 HA shall have no obligation to compensate any proposer for any costs incurred inresponding to this RFP.1.10 The HA shall reserve the right to at any time during the RFP or contract process toprohibit any further participation by a proposer or reject any proposal submitted that doesnot conform to any of the requirements detailed herein. By accessing the hard copy RFPand/or downloading this document via our website, www.cmhanet.com, eachprospective proposer is thereby agreeing to abide by all terms and conditions listedwithin this document, and further agrees that he/she will inform the CO in writing within5 days of the discovery of any item listed herein or of any item that is issued thereafterby the HA that he/she feels needs to be addressed. Failure to abide by this time frameshall relieve the HA, but not the prospective proposer, of any responsibility pertaining tosuch issue.1.11 In the case of rejection of all proposals, CMHA reserves the right to advertise for newproposals or to proceed to do the work otherwise, if in the judgment of CMHA, the bestinterest of CMHA will be promoted.1.12 In the event any resulting contract is prematurely terminated due to nonperformanceand/or withdrawal by the Contractor, CMHA reserves the right to seek monetaryrestitution (to include but not limited to withholding of monies owed) from the Contractorto cover costs for interim services and/or cover the difference of a higher cost (differencebetween terminated Contractor’s rate and new company’s rate) beginning the date ofContractor’s termination through the contract expiration date.The Columbus Metropolitan Housing AuthorityPage 3REQUEST FOR PROPOSAL (RFP) 2026-002PLUMBING SERVICES2.0 SCOPE OF WORK (SOW)/TECHNICAL SPECIFICATIONS (T/S): CMHA seeksproposals from qualified plumbing service providers to furnish PLUMBING MAINTENANCESERVICES @ 880 E 11th Avenue Columbus, Ohio 43211 & 1407 Cleveland Avenue, Columbus,Ohio 43211, 240 N. Champion Columbus, Ohio 43203 and 3400 Morse Crossing Columbus,Ohio 43219. Labor, equipment, goods, and supplies necessary to provide plumbing service formulti-story and single story buildings. Restoration of walls, insulation and other surfaces cut outby contractor shall be contractor’s responsibility unless otherwise specified in the work request.If a fire assembly is penetrated, those penetrations shall be fire-stopped. All work shall meet orexceed state and local code requirements.2.0.1 Expectation/Role of the Proposer2.0.1.1The successful proposer will provide routine and emergency and routine repairservice to CMHA Agency-owned and operated property to include all officebuildings as required by this Request for Proposal.2.0.2Responsibilities of the Licensed Service ProviderThe Proposer must clearly demonstrate their ability to deliver the following services:Perform preventive maintenance and repairs on plumbing systems, including toilets,sinks, bathtubs, water heaters, drains, valves, fittings, and pipes of various materials.Install, repair, or replace water lines, heat exchangers, steam valves, pumps (domestichot water, chilled water, sump, sewage), backflow devices, boilers, chillers, electric andgas water heaters, and gas lines.Troubleshoot utility distribution systems for steam, water, and gas.Provide camera footage when assessing lines for obstruction.Conduct quarterly meter pit inspections and bi-annual water extraction as needed.Offer emergency backhoe services and locate, repair, and replace water and sewerpipes (PVC, CPV, PEX, galvanic, copper).Unclog sewer lines and repair/replace fittings.Operate 24/7 dispatch services, including weekends and holidays.Accept all risk associated with misinterpretation of the Statement of Work/Specificationsin this RFP.2.0.3 Contractor’s Work Expectations2.0.3.1 Contractor shall commence and end all services on the same workday unlessapproved by the HA in advance.2.0.3.2 Contractor shall conduct all work during normal working hours unless authorizedin writing or an approved emergency.2.0.3.3 Contractor shall only utilize licensed, trained and experienced employees toperform the work required.2.0.3.4 Contractor shall have plumbers on staff whom possess both master andjourneyman licenses in good standing with the State of Ohio.2.0.3.4.1 Contractor shall minimize overstaffing for minor repairs.
