Category: Public Works Projects (Chapter 30 Section 39M) Status: Open Description: The Town of Agawam, Chief Procurement Officer in consultation with the Engineering Department hereby invites sealed bids from qualified experience sources in accordance with Chapter 30, Section 39M, inclusive as amended, for furnishing materials and services as needed for the maintenance of roads, sidewalks, driveways and parking lots owned by the Town of Agawam as detailed within the following contract documents. In general, this bid includes materials and services associated with the supply, performance and installation of Hot Mix Asphalt (HMA), milling, structure adjustment, HMA berm and handwork, granite curb, reclamation, and Stress Absorbing Membrane Interlayer (SAMI). The term of this contract shall extend from day of contract execution through February 28, 2026. The City, at its sole discretion, may extend the contract for one (1) additional one (1) year term. Valuation for purposes of MassDOT Prequalification is based on first year times two (2) to arrive at an estimated total value of all bid items. Vendors are expected to be able to provide their services over two (2) years at two (2) times the initial estimated value.
The contract will be awarded to the MassDOT prequalified, responsible and responsive bidder who offers the lowest price as follows: MassDOT prequalification of contractors with the class of work as, Pavement – Surfacing OR Highway Construction, for the project with an estimated value of $2,948,675 will be required for Items 1-6. The low price for Items 1 - 6 will be determined by the lowest total amount bid for Items 1 – 6 inclusive. MassDOT prequalification of contractors with the class of work as, Pavement Reclamation, for the project with an estimated value of $244,770 will be required for Item 7 Item inclusive and will be awarded as an individual Item based on the lowest total bid for that item. MassDOT prequalification of contractors with the class of work as, Pavement Surfacing for the project with an estimated value of $487,600 will be required for Item 8 inclusive and will be awarded as an individual Item based on the lowest total bid for that item.
MassDOT prequalification of contractors with the class of work as, Pavement Surfacing, for the project with an estimated value of $66,120 will be required for Item 9 and will be awarded as an individual Item based on the lowest total bid for that item. For materials to be picked up at the plant, transportation cost will be considered in determining the low bid.
Attention is called to the minimum wage rates to be paid on the work as determined by the Commissioner of Labor and Industries under the provisions of General Laws, Chapter 149, Sections 26 to 27G, inclusive.
Each bidder must submit with the bid a bid deposit equal to five percent (5%) of the amount of the bid. The bid deposit may be in the form of a certified check, bank/treasurer’s or cashier’s check, or bid bond from a licensed surety company (G.L. c.30, section 39M; c.189, section 44B). The successful bidder will be required to furnish a Labor and Materials Payment Bond in the amount of 50% of the contract total.
The Town of Agawam reserves the right: (1) to award bids received on the basis of individual items, or groups of items, or on the entire list of items (2) to reject any or all bids, or any part thereof; (3) to waive any informality in the bids; and (4) to accept the bid that is in the best interest of the Town.
