BackgroundThe Emergency Operations Center (EOC) is the County’s central command and control facility responsible for carrying out the principles of emergency preparedness, emergency management, and disaster management functions at a strategic level in case of any emergency situations, and ensuring the continuity of operation of response by the various County departments and agencies such as, law enforcement, fire, rescue, emergency medical services and public utilities and any other local, state or federal government agency. When activated, the EOC may operate around the clock 24 hours a day 7 days per week for a given period of time. The EOC consists of many different types of rooms to support its operations, most requiring multiple A/V systems. For reference, Exhibit E contains plans for the A/V system when first installed.
- Provide an assessment of current technologies and a plan that will facilitate the modernization of current system. Ability to execute the plan will be based on availability of funds. Phased planning would provide the opportunity to fund part of the project if funds are not available for the entire project.
- Plan should be sustainable 5-7 years including parts after install.
- Proposals may include value added options; however, all value-added options must relate to the scope of the RFP. The County reserves the right to include or exclude any proposed value-added options in the final contract.
