Description:	The Pennsylvania State Police (PSP), Bureau of Emergency and Special Operations (BESO) is issuing this Invitation for Bid (IFB) to procure conversion kits for M4 rifles and Walther PDP pistols and related protective equipment.  This is a no substitute solicitation. Questions must be submitted in writing to RA-SPPSPBIDS@PA.gov no later than June 23, 2026 at 11:00 a.m. All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us The Reciprocal Limitations Requirements Act form (GSPUR-89) and Worker Protection and Investment form (BOP-2201) provided must be completed by an authorized vendor representative and uploaded with bid submission. ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION.  All bidders are responsible for monitoring the DGS eMartketplace website to view any change notices for this IFB.  The change notices shall become incorporated as part of this bid.  In order to submit a bid response, vendors must be registered.  To register, obtain a vendor number, and to allow for submission of an online bid, please visit www.pasupplierportal.state.pa.us

I-1. Statement of the Project.

The Pennsylvania State Police (PSP), Bureau of Emergency and Special Operations

(BESO) is issuing this Invitation for Bid (IFB) to procure conversion kits for M4 rifles

and Walther model PDP pistols and related protective equipment. These specifications

and quantities are set forth in these specifications as for all related products and

services. This is a no substitute solicitation.

I-3. Manufacturer Authorization

If the Offeror submitting a response to this IFB and is not the original manufacturer of

the equipment being provided, the Offeror must submit a Manufacturers Authorization

Letter which clearly states the Offeror is authorized to provide the OEM’s equipment

and services required by this IFB. The Manufacturers Authorization Letter must

reference IFB 6100066221 – PSP BESO RIFLE AND PISTOL CONVERSION KITS.

As part of this letter, the manufacturer must also acknowledge their responsibility for

any warranty issues.

I-4. Estimated Quantities.

It shall be understood and agreed that any quantities listed in the Contract are estimated

only and may be increased or decreased in accordance with the actual requirements of the

Commonwealth and that the Commonwealth in accepting any bid or portion thereof,

contracts only and agrees to purchase only the materials and services in such quantities as

represents the actual requirements of the Commonwealth. The Commonwealth reserves

the right to purchase materials and services covered under the Contract through a separate

competitive procurement procedure, whenever the Commonwealth deems it to be in its

best interest.

I-5. Delivery/Service Location.

The awarded vendor shall provide kit serial numbers prior to shipment to the PSP

contact person below. The order must be delivered within 60 days after receipt of the

purchase order. The awarded vendor shall contact Sergeant Michael Lang at 717-319-

9544 no less than (seven) 7 business days prior to the delivery to coordinate the

delivery of the item. Items will be delivered to:
