CONSOLIDATED PROPERTY & EVIDENCE MANAGEMENT SYSTEM
The County of San Diego (County) is issuing this Request for Information (RFI) to seek input from all interested parties,
agencies, and stakeholders regarding Consolidated Property & Evidence Management System. The goal of the RFI is to
obtain feedback.
This RFI is issued solely for information and planning purposes – it does not constitute a solicitation or a promise to issue
a solicitation in the future. This request for information does not commit the County to contract for any supply or service
whatsoever. Respondents are advised that the County will not pay for any information or administrative costs incurred in
response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not
responding to this RFI does not preclude participation in any future solicitations. It is the responsibility of the potential
respondents to monitor this request for additional information pertaining to this requirement.
The County reserves the right to use, without restriction, any information provided in response to this RFI. Please note that
all information provided in response to this RFI may be subject to disclosure under the California Public Records Act.

1. What core features do available systems provide for intake, tracking, auditing, and disposal of property and evidence?
2. Do the systems support barcode and/or RFID tagging?
3. Can systems manage:
3.1. Digital evidence (e.g., photos, video, audio)?
3.2. Temporary storage, court holds, and inter-agency transfers?
3.3. Automatic property holds based on charge or offense?
3.4. Property movements in batches/bulk, including transfers to people and locations?
3.4.1.In batch/bulk movements, what is the largest amount of items that can be processed in a batch/bulk?
3.5. Property transfer requests initiated internally or externally?
4. Does your company support processing, tracking, and disposal using handheld devices?
5. Does your company require special printers for generating barcodes or labels?
6. How flexible is the workflow process to modify?
6.1. Can changes be made internally or do they require your company’s involvement?
7. Can administrators manage workflows internally, or must they go through the company team?
