Integrated Enterprise Resource Planning (ERP) Software Solution

Summit County Government (“County”) is soliciting proposals from qualified firms (“Proponents”) to provide a modern, unified, cloud-based Enterprise Resource Planning (ERP) software solution covering financial management, budgeting and planning, procurement, human capital management (HCM), payroll, and talent management. This RFP is for software subscriptions only; implementation services will be procured separately by the County.

The County currently operates its core finance, procurement, human resources, and payroll functions on aging, disparate systems that limit automation, reporting, and employee self-service. Through this Request for Proposals (“RFP”), the County intends to replace its incumbent enterprise systems with a single integrated software solution, with subscription services commencing October 1, 2026 and final go-live gated by County confirmation of project readiness.

Copies of this RFP are available at www.SummitCountyCO.gov under “Bids & Proposals”, on the Vendor Self-Service portal of the County’s financial system, or by request at the County Finance Office. The Issuing Officer for this RFP is Dave Rossi, County Manager. All questions and requests for additional project information shall be directed in writing to summitERP@summitcountyco.gov.
