Electronicbids will not be accepted. All bids must be clearly marked with the bid name/number on the exteriorenvelope.Information and Bidding Documents for the Project are available at the following website:https://ardurra.com (under the Bid Docs tab). Bidding Documents may be obtained by download from thedesignated website.Prospective Bidders must register through the designated website in order to be recognized as an officialplan holder, regardless of whether Bidding Documents are obtained from the designated website or fromanother source in either electronic or paper format. The designated website will be updated periodicallywith addenda, lists of registered plan holders, reports, and other information relevant to the preparation andsubmission of a Bid for the Project. All official notifications, addenda, and other Bidding Documents willbe issued exclusively through the designated website. Neither the Owner nor the Engineer will beresponsible for Bidding Documents, including addenda, obtained from sources other than the designatedwebsite.Scope of Work: The work to be completed consists of furnishing all materials, equipment, and labornecessary for full depth pavement patching and surface milling, overlay improvements, pipe cleaning, pipelining, and stormwater improvements for:Oakland Avenue, N Church Street, Layton Street, Norfolk Street, N Brand Street, Lynch Street, N BrunsonStreetConstruction Schedule: The OWNER intends to issue the Notice of Award within 30 days of the bidopening, and the Notice to Proceed on or about June 1, 2026. Attendance at the mandatory pre-bidconference is required. Bids submitted by Bidders who do not attend the mandatory pre-bid conference willnot be accepted.Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bondmade payable to the Owner, and shall be for an amount equal to not less than five percent (5%) of theamount of the bid. Provisions of the security shall be as described in the Information for Bidders.Invitation for Bids00 11 16-1WKD Project 20230497.00.GVNo bid will be considered unless the bidder is legally qualified under the provisions of the South CarolinaContractor's Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11,Sections 40-11-10 through 40-11-428). All bidders must be properly bonded and insured, with proofprovided upon request. Contractors shall have a classification of AP.No bidder may withdraw the bid within 60 days after the actual date of the opening and thereof.This project is being funded in whole or in part by the ARPA-funded Stormwater Infrastructure Program(ASIP), which is administered by the South Carolina Office of Resilience (SCOR) and funded by federalState and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). Allfederal SLFRF requirements and ASIP requirements will apply to the contract.All contractors must be registered in the federal System for Award Management (SAM) and must not bedebarred from doing business with the federal government. It is the prime contractor’s responsibility toensure that any subcontractors they engage are properly registered in SAM and are not debarred.Respondents for this work will be required to comply with all applicable federal regulations.The Owner hereby notifies all Bidders that it will affirmatively ensure that in any Contract entered intopursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitationand will not be discriminated against on the grounds of race, color, sex, or national origin in considerationfor an Award.
